While it might be feasible in the future, in Order to radically execute the principle of Civit service reform, to entirely separate the Service from politics, it is undeniably a hard- ship at present for the employes of the federal government from any particular state to be Placed on a different footing as to tho fran- chise from that of the employes from the other states, The Maryland registration law dis- franchising, practically, Marylanders holding office at the capital of the republic is exciting @ good deal of interest, and is to go before the courts of that state for determination. In 1875 the same question was presented on petition to Congress from Ohio and other states, and the matter having been referred in the House to the judiciary committee it was decided by that committee that no protection, as requested, ‘was needed, for the reason that such employes of the United States had not abandoned their ypormanent residence in their respective states by having accepted temporary service at the seat of government. The committee, at their own request, were discharged and the subject was dropped thereafter. The states have all the rights over suffrage that have not been taken away by themselves in their ratification of the Constitution of the United States and the amendments thereto. But these rights surely do not include the disfranchisement by wholesale of citizens by reason of their om- ployment in the civil servico of the United States, and the sooner the courts establish this fact so that it shall not afterward be disturbed, the better for all concerned. Ifthe Maryland courts ‘were to decide that the state could de- eitizenize her citizens to this extent on ac- count of service under the general government, the case would be appealed to the Supreme Court of the United States and would there be decided the other way. As a last resort the disfranchised citizen would have his appeal to, and remedy by, the states of this Union in the adoption of a constitutional amendment to secure him in the possession of his right of euffrage.
