6 THE CITY AND DISTRICT GP No other paper published has anything like half as many readers in the city of Wash- ington as has Tue Evenrxo Stan, and no other one has yet supported its claims by an affidavit of its circulation, DOES If BLIND PILOTS? Complaints to the Treasury Against the Use of Electric Search Lights. It has become the custom for the large ex- earsion steamers on rivers near cities to be furmshed with the elec! search light with which the passengers are amused at night by the display of the brilliant white stream of light thrown in all directions over the water. ‘These lights are advertised and made aspe- cialty in the evening trips and furnish a great amount of entertainment. But it now looks as if the use of them would have to be discon- tinued, or at least diminished and controlled by law, for complaints are being received from all quarters from ship men navigating the samo waters as the excursion steamers that the use of this light increases toe large degree the danger of river navigation. Several complaints of this nature have been received at the office Of the supervising inspector general of steam yessels in the Treasury Department in this city and all replied to in the same manner. A STat reporter was yesterday shown a letter that h: t been add -.sed by Gen. Dumont to a nw r of steams: captains whose craft run on the waters of the Bt. Lawrence river, who recently made complaint of the flash or search light used on the steamer St. Lawrence on the round that it blinded them and at times ren- red it impossible for them to distinguish either her regular lights or those of other ves- sels so that they could obtain information as to how to steer. The general replied by referring to acopy of a letter which he wrote about a Year ago to the supervising inspector of the ffalo district on the same subject, which he inclosed, and concluded thus: “You are further informed that this office has ho authority within itself to stop the use of ich light, even though illegal. If you know of any case of violation of law you should file a complaint, giving day (or night) and date of the violation wits the United States local in- spectors at Oswego, whose duty it would be to investigate the charge, and. if proved, revoke the license of the master, besides referring the matter tothe United States district attorney for prosecution for the penalty incurred.” In his former letter, written in September, 1389, he says of this same steamer's light: am of the opinion that an electric light carried im the manner as described is strictly illegal and is im violation of section 4233 Revised Statutes, rule 7. Such a light if used only asa search light momentarily when needed might possibly be permitted, but to be constantly ex- posed isa dangerous as well as illegal one, as you will see by examination of the law. Acci- “ients have occurred by the use of the electric light on steam vessels, its brilliancy obscuring the regular signal lights, both white and coi- ered. One such accident occurred in Decem- FOLKS AT BROOKVILLE. Some of the Recent Sales of Real Es- tate—Social Happenings. Correspondence of Tre EVENING STAR. Brooxvitze, Mp., Angust 27. Mr. John W. Switchmen Officials Oppose the Action of Their Followers, The switchmen’s strike at the Chicago Union Stock Yards is still on, but the railroads are making good progress in filling the places of the strikers, Fourteen of the twenty-five engines at the yards were running yesterday and considerable freight as moved, though some delay was necessarily occasioned by the inexperience of the new men, ‘The managers of the various railroads were in session the greater part of yesterday, con- sidering the organization of a new switching EVENING STAR: WA WRECKED ON BEAR’S ROCK. Passengers and Crew of the Ulunda Saved After a Fearful Scene. The wreck of the Furness line steamship Ulunda, which occurred at midnight Tuesday at Bear's Head, 20 miles northeast of Brier Island light, on the Bay of Fundy, was almost attended by serious loss of life. Although the steamer is a total loss the passengers and crew safely reached the shore after a thrilling expe- rience. The Ulunda was bound from 8t. John, N.B., for London via Halifax. She left St John at 5 o'clock Tuesday evening, but shortly after clearing Partridge Island, at the mouth of St. John harbor, one of those dense fogs for which the Bay of Fundy is renowned shut down and the ship immediately proceeded at half speed. All went well until 9 o'clock, when, the fog lifting, the ship went ahead at full speed. Shortly afterward o light was sighted which was taken for that on Brier Island. A moro southerly course was then stcored and almost immediately afterward the fog shut down as thik as over. Thinking that the’ open bay was now before him Capt. Clark did not reduce his speed. At 10:45, when cushing on through the fog and darkness, all on board were startled by a ter- ific shock. The ship had struck on Bear's Head rock and the end of the Ulunda had come. A terrible scene ensued on board. There were about a duzen passengers from St, John, and these became panic stricken, run- ning half naked, shrieking, ne and cursing from their cabins. The boats were their first thought, but these they could not reach, as the crow at the first shock had be- come ungovernable with terror and had taken Possession of the boats and were making wild efforts to get them over the ship’s side. For a timo the ofticers lost all contro! of the men, and while women shricked the male passengers fought with the crew for places in the boats, ‘Then Capt. Clark and his officers, armed with revolvers, drove the crew to their quar- ters and finally their cool bravery restored order. Finding that the ship was filling fast the engines were kept going ahead to keep the ship on therocks, and when the tide fell she was hard and fast. Then the boats were low- cred, and orderly embarkation took place and all reached the shore in safety. The Ulunda was a Clyde built steamer. 1,769 tons burden, was launched in 1885 and hailed from West Hartlepool. She was worth 2130,000 and was fully insured. The St. John part of her cargo consisted of canned lobsters, QUEER WESTERN DUELS. Fighting With the Riata—Pcel’s Des- perate Encounter, From the San Francisco Examiner. The riata duel is not a new thing on the Mexi- can frontier. Indeed there is hardly a big cat- tle range anywhere that has not its stories of hard fights with the lasso, Such duels are bound to be fierce. But so skillful and quick do these rope throwers becomo that sucha duel not unfrequently lasts for hours. -WHO OWNS THE CHICKEN? Here’s a Pleasant Story From a Little Long Island Town. From the New York Times. ‘The majesty of the law has been invoked by two citizens of Parkville, L.L, to settle a dis- pute such as has probably never been brought into acourt before. Should the judge who hears it render a decision satisfactorily cover- ing all the points involved his name should go down to history with a conspicuous place on the roll of eminent jurists, The parties in dispute are James McCanghn and John Gormley. They have for some time been next-door neighbors at Parkville, and in the enjoyment of the pastoral pleasures of their rural homes formed for each other a warm friendship. That friendship the present trouble will not sever, but Messrs, McCaughn and Gormley decided ‘that it was necessary to 0 to law in defense of what each believes to be Tight and justice. th BcCaughn and Gormley have henneries in their back yards, and it is from an apparent mixing of thoir fowls that the present iiticalty arose. MeCaughn’s taste for hens runs to fancy breeds and his coops are filled with specimens valued at from #20 to €25 apiece. jormley’s hens, on the contrary, are every- day, common barn-yard fowls, with nothing to recommend them to the eyes of a connoisseur, bnt with the inartistic yet practical faculty of providing their owner with an abundance of eggs. Some time ago there was hatched on the Promises of Gormley a brood of chickens. When they began to feather and scratch around the yard with the mother hen McCaughn no- ticed them, and with surpriso discovered that in that brood of plebeian young chickens there was one that showed the “high breeding and blue blood of his fancy stock. When satisfied that the young chicken was of fancy breed he demanded from Gormley that it be returned to him on the gronnd that one of his fancy hens must Lave so far forgotten her dignity as to fly over into Gormley’s yard and lay an egg in the lowly nest of one of Gormley’s plain hens, This being so, he insisted that the fancy little chicken had come from that egg, and that as that egg was laid by one of his hens the chicken was his, But Gormley, even while admitting that the egg might have been laid by McCaughn’s hen, absolutely refused to give up the young chicken, He declared that, while McCaughn’s hen had laid the eg&, his (Gormley’s) hen had hatched it and was, therefore, the mother of the chicken, While he refused to surrender the chicken, however, he was quite willing and offered to pay McCaughn $1 for tho egg that hatched the, chicken, but this offer McCaughn scornfully refused. McCaughn, in turn, offered that if Gormicy would give him tho chicken he would pay Gormley any reasonable sum he might name for the time and service of the hen that natched the egg and tor the corn and fodder used in bringing the young chick up. ‘This offer Gormley refused, saying he did not intend toinsult his hens by using them as in- cubators for other hens’ eggs, And so they have gone to law to determine ‘T.
