THE EVENING STAR has the fullest local Cireulation of any Newspaper in the World, and as an Advewising Medium is worth more than all the other papers published in Wasbington. Gentlemen who lose their tempers and quar- fel or fight in private are sorry for it when they have cooled off. Much more does the public man regret such indiscretion committed before the public. No doubt all the United Btates Representatives engaged in the unpleas- ant and disgraceful affair in open House yes- ferday are heartily sorry for the part they played in it. It costs only a little forbearance, every one knows who tries to forbear, to re- strain one’s feelings in a public place—that is, since civilization comes to the aid of human @ignity and proper feeling. As to the “‘scene” in the House. the best lecture to be adminis- tered is the impartial lecture that comes to every participant's mind without suggestion— that he has made a fool of himself for worse than nothing. The House of Representatives of the United States has long been a legislative body free in its manners, but it is not so un- ruly or low-toned a body as some persons ap- pearto think. Compared with the French Chamber of Deputies, or the British House of Commons of late years, it isa decorous and orderly assembly. Only on rare occasions do scenes of violence and uproar occur, and the intervals are wide between personal encounters, on the floor or in thecorridors, Happily there have been fow such passages as that which ‘Outraged the House and the public yesterday. ——$——$——— ee The unusual dimensions assumed by the southern trade in New York this fall is credited by the wholesale merchants to two reasons: the low rates for transportation, due to the war between some of the southern steamship lines and the sonthwestern railway companies, and the high rates and promise of a large cotton crop. All reports¢toncur in showing improve- ment in the southern business situation. There is some difficulty in reconciling this fact with ‘the undoubted dissatisfaction among the planters that has given rise to the sudden and overwhelming Farmers’ Alliance movement. ‘The real explanation may couzist in something like this statement: The farmers in some states and the city “boomers” in other portions of that section are making money. Other people are either not advancing or are retrograding. Asa general statement, however, it is likely that there is prosperity where the people have adjusted themselves to new conditions and stringency where they have not. tee It seems rather a cheeky thing in the Penn- sylvania railroad people toask at this busy stage of the late session, for the House to give them a whole day of its time for the sole con- sideration of the Atkinson bill job. But they seem to feel assurance that they will succeed. ‘They claim that they control the Speaker, the District committee and all the other commit- tees that have any sayin the matter. And they boast that they have effected enongh log-roll- ing trades and deals in Congress to secure the ‘allotment of the day to them and then the passage of the bill for their benefit. It is not to be believed that they possess any such ex- traordinary influence in Congress as they claim, end the resuit wili probably show that they do not. The use by excursion steamers of electric search lights is not only attended by danger, Since it blinds the eyes of pilots and officers in charge of other craft and precipitates col- lisions, but appears to be in positive violation ‘Of section 4233, rule 7, of the Revised Statutes, ‘The matter is one that is worthy of considera- tion by the proper authorities. It is eleewhere treated at some length in today's Stax, and needs only certain comments directing atten- thon to the importance of dispensing with these Drilliant lights, except, perhaps, for momen- tary purposes of search. The greatest difficulty in the way of more general use is the fact that the more intense electric light wholly obscures the signal lights on the same vessel and pre- Yents other vessels from making proper use of them. In all important harbors and on all large rivers and bays this is a very vital matter and too much stress can hardly be laid upon it. The search light is in use on the Potomac, where as yet, owing to good fortune, no acci- dent has occurred.
