It Interferes With the Census Work in That Far Off Territory. A singular difficulty in the way of collecting census material has presented itself to Mr, Ivan Petroff, the Census Office agent who is io charge of the work im Alaska. A letter has been received at the Census Office from that far off portion of the country, in which Mr. Petroff states that an epidemic greatly resem- bling the grip has broken out among the natives of the country. The epidemic prevails to such an extent as to seriously interfere with his work. He finds it difficult to obtain paddlers for his canoe, and of course he and his assist- ents are prevented from traveling. It seems that the epidemic has many of the same fea- tures as was noticed when it was —— here. Those suffering from the isease are im many cases unfitted for effort of any kind and lose the inclination to work. Mr. Petroif states that in consequence of this state of affairs it will be necessary to make a change in his plan of operations, He has, however, every confidence that he will bring his work to a successful conclusion within the prescribed time. Mr. Petroff adds that if the reverue steamer the Bear stops at the points agreed upon in the time agreed mm. that some of the material for the census ‘Alaska will be in this city by the Ist of October. DISTRICT GOVERNMENT. THE NATIONAL TEMPERANCE HOME. ‘The annual report of Mre. Lavinia H. Chase, the president of the National Temperance Home, was submitted to the Commissioners to- day. 1t shows that during the year 1,314 bene- ficiaries were cared for by the institution, to whora 12,216 meals were furnished. The daily average cared for was 34 There are at present 24 accommodated by the institution. ‘The total expenditure for support. including all kinds of Pprovisious, fuel, instruction and treatment, during the year was $3,944.77. A Heavy Rain and Sharp Lightning— Sewers Choked and Houses Flooded. Washington experienced a small deluge last night shortly after 9 o'clock, when the heavens seemed to open and all of Jupiter Pluvius’ re- serve stock of moisture came tumbling down. It rained so hard and so suddenly that the sewers bad not time to carry off the water and in a few minutes the basements of houses situ- ated on level ground became overrun with the surplus, In some instances there was several inches of water stand- ing on the floors. A gentleman re- siding on K street near North Capitol street informed Tue Star this morning that seven buildings in the rear were flooded, the basc- ment floors being covered with from six to fifteen inches of water, which was heavily charged with mud. On receding the flood lett three inches of sediment. Every gutter was a torrent and some of the street corners became smal! lakes. The lightning which played during the storm was so sharp and frequent as to cause general alarm, and several trees were struck. The city seemed to be in the direct path of the storm, which passed in about half an hour. The rainy conditions still prevail, aud it — likely that the supply will last out the week. —_—_. Today Harry S. Hutton by Mr. A. In the case of Edw. B. Col. Clarkson, the acting postmaster general, is remedying gradually the defects in the postal service in the extreme west which he noticed during his recent trip through that country. An order has been issued directing the establishment of forty stamp agencies in the city ot San Francitco, Cal. The working foree of the office will be increased by the ad- dition of six mailing clerks, fourteen delivery and station clerks and five other clerks, The cost of this imcrease in the facilities will be ubout $19,000 per anuum. The carrier force was increased a short tme ago by the appoint- ment of thirty men. New York Correspondence to the Baltimore Sun, James Gordon Bennett has leased for thirty years from Wm. COOPER DOESN'T LIKE THE MANNER IN WHICH THE INQUIRY 18 BEING CONDUCTED AND LEAVES THE ROOM—BUT TUE EXAMINATION OF THE COMMISSIONER GOES ON. Thespecial House committee this morning began the investigation of the ch: made against Pension Commissioner Raum by placing the commissioner upon the stand, MR. COOPER'S PRELIMINARY STATEMENT. Mr. Cooper prefaced tho examination by a statement to the effect that his charges had been based upon newspaper articles, and that he had, upon private inquiry, ascertained that there was foundation for the articles. He be- lieved that the investigation was due to Con- Gress as well as to the commissioner himself, with whom his relations had always been pleas: ant and friendly, He (Cooper) had been omitted from the special investigating com- mittee on the ground that he was an interested [are To that action he had at first acquiesced, ut upon investigation had found that there was no precedent for leaving off the committee the mover of the resolution under which it was appointed. He had no personal desire of am- bition to serve, but mention fact to e: plain his relation to the investigation. He had no personal grievance against Commissioner Raum and was present because the committee on rules preferred to have him appear as an alternate for the United States Aas the people. COMMISSIONER BAUD, REPLYING, said that he had nothing to do with the make up of the committee. Mr. Cooper would not gainsay the statement that he had been in con- stant communication with the men who wrote the newspaper articles, Mr. Cooper interrupted to say that he had never communicated with the newspaper cor- respondents before tho publications were made afterward he asked the sources of their in- formation, Continuing, Commissioner Raum declared that he was present to tell everything that had any bearing upon his official conduct and ho feared no investigation. But he objected to dragging in the private books of the refrigera- tor company, as it hud nothing todo with the charge of official corruption. Thorefore he rr DECLINED TO BRING THE BOOKS called for. He would state broadly that no stock had been offered to any omploye of the Pension Office nor had any been sold to any employe, nor had any employe of the Pension Oftico been promoted asa result of any sales of stock. Mr. Cooper declared that he could not pro- ceed if the door was to be closed at the begin- ning. Mr. Sawyer denied that there was any such intention, and he asked whether Mr. Cooper expected to show that stock had been sold to employes. r. Cooper replied that he had been so in- formed. Mr. Sawyer asked if he knew of any em- ploye who had been offered or who had pur- chased stock. MR. COOPER DECLINES TO BE INVESTIGATED, Mr. Cooper declined to be investigated. ‘The commissioner said he did not object to the fullest investigation and would help the committee, He was president of the Universal Refrigerator Company, had the books, knew the stockholders and was prepared to swear that mo other Pension Ottice employe held the stock. The men behind Mr. Cooper had set themselves the villainous task of destroying his (Raum’s) character and credit. He was willing that the members of the com- mittee should inspect the stock books, but not that 1t should go into the record. INSISTING ON SEEING THE BOOKS, Mr. Lewis insisted that the book should be produced, as it was the best evidence. Mr. Sawyer offered a resolution requiring the evidence to be taken as to the first charge to relate to the alleged promotion of employes because of purchase of stock or connection with the refrigerator company. Mr. Goodnight thought that the stock book was the bestevidence. If that was not obtain- able the committee had just as well close up now. ‘Mr. Sawyer’s resolution was then adopted, Messrs. Goodnight and Lewis, the democratic members, voting against it. THE COMMITTEE TO SEE THE BOOK. Mr. Sawyer then inquired if the commis- sioner would supply the committee with the book of stockholders in the refrigerator com- pany, to be withheld from publication. The commissioner said he would furnish the matter to the committee. The trouble was that Mr. Cooper gave to the press everything that he got hold of. He had published the let- ters that he (Raum) had furnished him to sub- mit to the committee on ruies. Mr. Cooper did not see why the commissioner should want to conceal facts, Mr. Smyser asked if Mr. Cooper would not accept the assurance of the committee after it had examined the stock book that no Pension Office employ: me appeared upon it, MR. COOPRR WANTS TO SEE FOR HIMSELY. Mr. Cooper preferred to look at the book himself. He had heard it rumored that Pen- sion Office employes had tuken the stock, and when the newspapers exposed the thing the subscriptions were withdrawn and the list can- celed. Commissioner Raum challenged the state- ment and without reserve deniod that any em- ploye in the Pension Office had ever become in- terested in the company. Nir. Cooper said that he was not ready to pro- ceed unless he could see the books, Commissioner Raum didn’t want Mr. Cooper mousing through his papers unless he would agree to keep them out of the newspapers, MR. COOPER WOULD NOT AGREE to that, because his inquiries as to whether figureheads had not been put up to represent Pension Office employes would be made pub- licly and he would not assume responsibility for any publications, ‘The commissioner said that the company was no ‘snide” affair, that there were no “sisters,” or “cousins” in it, and that the stock made up of well-known men of high characti Mr. Cooper declared that unless he could see all of the books and papers of the refrigerator company he bad no desire to go on with the investigation, but finally consented to proceed until the production of the docunients became necessary, and began the EXAMINATION OF THE COMMISSIONER. Mr. Raum said that while he had had about one or two hundred pension cases on bis docket when he was appointed commissioner he had given no personal attention to that class of business, but left it to his sons. who were as- sociated with him in his legal practice, Mr. Cooper asked what property Mr. Raum possessed when appointed commissioner. ¢ commissioner submitted that this was not a proper inquiry and the committee de- cided that it should not be answered, ANOTHER BRICK FROM MR. COOPER. ‘Thereupon Mr. Cooper again refused to pro- ceed, saying that the decision of the committee revealed ‘a predetermined disposition to shield this man from fair investigation.” INDIGNANT COMMITTEEMEN, This aroused the ire of the majority mom- bers, Chairman Morrill declared that the language was uncalled for. Mr, Sawyer exclaimed: “I won't submit to that. No gentleman would make it, and I am personally responsible.” Mr. Cooper replied: “Oh, judge, I am not afraid of you,” ME. COOPER WITHDRAWS HIS REMARKS AND BIM- SELF. After a moment’s reflection Mr. Cooper arose and stated that he had in the heat of the mo- ment said something that he regretted and he wished to withdraw his remarks. Mr. Sawyer then withdrew his remarks, but Mr. Cooper was not to be placated, an nouncing that he was so bound by the com- mittee’s action as to be estopped from pro- ceeding properly he would retire, and thereupon he picked up his papers and left the room. THE EXAMINATION GOKs O¥. The committee then proceeded with the ex- amination of the commissioner. He said that he had borrowed $1,200 upon the indorsement of George E. Lemon and renewed the notes from time to time. The note was held by tho National Bank of the Republic, Mr. Lemon a collateral for twice ovine le held part of a mining property in ni including one of the best Pe deposits in the United States, and he expected to have it connected by railroad before wiuter.
