The information that Commissioner L. G. Hine has sent in his resignation to the Pre! dent will cause regret in the community. Mr. ‘Hine was specially fitted for the responsible and exacting position of Commissioner by his large acquaintance with District affairs, his knowledge of District law, and the tact and unfailing good temper he showed in his intercourse with the public. It is understood that the reason assigned for his resignation in his letter to the President was the importance of having entire harmony exist between the Commissioners, This prob- ably refers to the friction that has existed for some time between the civil and engineering departments of the District government. The nature of this conflict of jurisdiction is set forth in substantially the following statement sent to Congress by the civil Commissioners for the ac- tion of that body: “Inasmuch as the law does not assign special duties to the Engineer Commissioner, except- ing as to the water department, which is also under control of the board of Com- missioners, and the duties which are assigued to the two officers of the engineer corps de- tailed to assist him involve the expenditure of nearly ali the funds about which a dispute can probably arise as to the validity of the ex- penditure, it seems but right that said assist- auts should be assigned as assistants to the Commissioners, instead of to one Commissioner culy. The majority of Commissioners have now no right to call upon said assistants even for information, and can give them no direc- tions concerning District work. The incon- venience of this condition is frequently very great. Its absurdity is evident in the light of the fact that theCommissioners, appointed from civil life, alone, give bonds for the legal ex- penditure of all appropriations for District pur- The House District committee have had this measure before them for some time and have taken no action, and there seems to be no prob- ability that they will do so this session. It is greatly to be regretted that the failure of Con- gress to pass this or some measure defining the lines of jurisdiction of different District offi- cials should result in the loss of so acceptable a Commissioner as Mr. Hine. —+ The gross debt of counties has decreased since 1870, but increased since 1880. Throwing tables aside, it is found that the middle states show @ decrease of debt of 8 per cent, the southern states an increase of 15 per cent and the western states an increase of 31 per cent. ‘The increase of county debt in the west (over $27,000,000) is easily explicable by the sudden growth of that region requiring or seeming to require an increase in county expenditure. It ought to be observed that while the gross debt of counties, so far as reported, is $145,693,840, the net debt after deducting the sinking fund, cash in treasury and total available resources is only $115,344,654, with an annual interest charge of $7,318,374. It is expected that the increase in local indebtedness will be counter- balanced by the decrease in state indebtedness and that the final showing will bo gratifying in View of the rapid progress of the country in wealth and population. —$——— + The people of Mt. Pleasant have secured a portion of the things that they demanded at the hands of the Washington and Georgetown Rail- way company. Tho president says he will Within a day or two, or as soon as the tickets ean be printed, reduce the fare by knocking off the extra three cents. Pleasant have found that agitation and a good deal of it pays where sircet railroads are concerned. Se Gen. Ben. Butler of Massachusetts and Maj. McKinley of Ohio made a couple of G. A. K. speeches at Boston last night which have cre- ated more or less sensation. Gen. Butlerin the course of his remarks on pensions said “the soldier wants more than flattery.” Maj. Mc- Kinley said “the soldier attaches no money valuation to his services.” Comparisons are odorous, no doubt, and it would therefore be disagreeable to compare the statements of the general and the major, but which of them is correct in his opinion is not a difficult problem to solve.
