4 THE EVENING STAR: WASHINGTON. D; ¢.. SATURDAY. Foy 19. 1890-SIXTEEN PAGES, THE EVENING STAR. | Gree Ocr Sux WAS SATURDAY... CRESEY S. 3 TUE EVENING STAR bas the fullest Local Cirenlation of any Newspaper in the World, and as an Advertising Medium is worth more than all the other papers published in Washingten. The merchants and other employers of the city who have employes in the Dis- trict Militia should as far as possible, even to the point of inconvenience, permit their men to join their commands in national en- campment next week at Fort Washington. Some employers not only send thelr men but continue their wages. Others allow half wages, and still others readily grant leave to go with- out pay. None should refuse ely to let their men off. The lack of wisdom of such re- fusal would be evident if a riot should occur and the mulitia were called out to protect life and property. Several years ago the same question as to what was the wisest course arose in other cities where the militia was considered to be only a pastime for the gratification of vanity in brase buttons and aniforms, but when the danger came and these “toy soldiers” took their guns and their lives in their hands and stood like veterans between order and anarchy, a change of opinion came and privileges were gladly extended to the militia man in all his efforts to more effectively acquit himself in the duties of the soldier. — Attention is again directed to the danger of grade crossings on railways by an accident pear Owego, N.Y.. jast week. dy which three of five women who occupied a carriage were instantly killed and the other two badly injured, and by a sumiler aecident in Californie on Sanday, whereby four persons were slanghtered outright and three others probably mortally hurt. These sre the most shocking casuaities of the kind that we recall since the killing of several per- sons near Little Silver, N.J., about a year ago. Such danger points are to counted by the thousand throughout the country, and the | number is yearly increasing, whereas stringent measures ought to be taken to diminish them and ultimately to remove them altogether.— N. ¥. Tribune. These words of wisdom and truth, though apparently general in their application, must be imtended to apply only in New York or in other places than Washington. For our co- temporary has permitted some railroad claquer in this city to make use of its columns to libe! as irresponmble strikers, speculators, and black mailers the people of the capital, who are striv- ing to save life by redueing these danger- points within the hmits of Washington. The local movement against grade crossings is so general that the railroad’s epithets are ren- dered pointiess and silly. But if the Triiune is sinceré in its comments upon grade crossings it should suppress its falsifying and villifying railroad correspondent at Washington, and should show the same anxiety to reduce siaugh- ter and bloodshed among the people of the capital as in its own city. —_—__$$—- ‘The railroad’s intimation that the ninety-one Representatives who voted against it last Mon- day are country bumpkins may be viewed as the corporation's mortal defiance. hurled at the farmers. The local Federation of Labor and Knights of Labor have already oxposed themselves te the railroad’s deaunciation by condemning the Atkinson bill in the interest of the mechanics of South Washington, whose lives and property are illegally threatened. ‘The railroad recognizes its natural adversaries. The farmers and workingmen’s organizations are thus naturally arrayed in combination against corporate rapacity and greed. They make a strong combination. and when to theth are added the many coagressional friends of the capitel from ie, who know from experi- ence and observation the dangers of grade crossings and the value of parks, their strength should be irresistible. Not even the powerful railroad, with its lobby and its boasted “list” of sympethetic Congressmen, should be able to overcome them. oo Yesterday's great fire in New York empha- sizes the necessity for fire escapes in every por- tion of large buildings. A dozen women and two or three mem who fied to the roof of the Western Union telegraph office fer safety were in imminent peril for awbife. Their narrow chance far life would have been lost but for the splendid courage of one of the firemen and the Presence of mind of one of the women. An- other fault in the arrangements for safety in Dig edifices is the failure to make each separate room fire-proof while giving flre-proof char- acter to the exterior. a New York's big aqueduct, whieh cost eighty lives and twenty-two million dollars, is com- plete. Iswill carry into the city 318,000,000 gallous of water daily from a lake thirty-five miles away. This big thing in water was pro- jected by Aaron Burr im 179% As originally chartered in that year a company was author- ized to bank beth money and water. Since that time New York has had other watered stock and ina general way has been more ad- dicted to other drinks than to water. Hence the aqueduct languished. Washington prizes water. If itis to pay any share of the cost of the water tunnel it is anxious thatthe work shail be utilized ws soon as possible, if it is of any value whatever. And the capital hopes that New York's wait of nearly a hundred years will not serve as a precedent in its case. ee “The effect of the electric light wire as a destroyer of property was demonstrated ye terday in the partial destruction by fire of the Western Union building at Broadway and Dey street. Lives of human beings were imperiled, and, had it not been for the excellent discipline of the fire department. would have becn lost. A vast deal of ineonvenicuce to business men Was oceasiowed: this city for nearly eight hours Was cut off from telegraphic communication with the couatry, and the lines south were not perfected until late last night’ There were many valuable records destroyed and a con- | siderable amount of property was ruined. Yet there is scarcely any way in which the exact for Tespouaibulity for the disaster can be placed. It simply known that somewhere in this city an electric arc light wire improperly insulated cromed a Western Union wire and caused the latter to the paraftine insulation of the wires ia the battery room of the main telegraph office of the country.” — NX. Herald. The overhead electric wire adds another notable achievement to its long record of de- straction. It destroys property and life with ease and dispatch Every such catastrophe shoald hasten the day whea the wires will all be undergroand. oe Enginad is a grext gobbier up of real estate, By one of her latest acquisitions it might be said Mterally that the wealth of “Ormuz and of Ind.” is hers.
