They are to be con- structed after the Inst and most approved types, with all the modern improvements and appli- ances for ocean steamers. They are to be divided into four classes. The it class is to be iron or steel screw steamships, capable of maintaining a speed of twenty knots an hour at sea in ordinary weather and of a gross registered tonnage of not less than 8,000 tons, No vessel except of the first class is to be accepted for the mail service be- tween the United States and Great Britain. The second class is to be iron or steel steam- ships capable of maintaining a speed of sixteen knots an hour at sea in ordinary weather and of a gross registered tonnage of not less than 5,000tons. The third class is to be iron or steel steamships capable of maintaining a speed of fourteen knots an hour at seain ordi- nary weather and of a gross registered tonnage of not less than 2,500 tons The fourth class is to be iron or steel or wooden steamships capable of maintaining a speed of twelve knots an hour atseaia ordinary weather and ofa grow registered tonnage of not less than 1,500 oithe — of the first. second and third elasses are to be constructed with particular reference to prompt and economical conversion into auxiliary naval cruisers, The rate of compensation to be paid for such ocean mail service of the first-class ships 1s not to exceed the sum of €6 a mile, and for the sec- ond-class ships $3 a mile, by the shortest prac- ticable route for each outward voyage. For the third-class ships not to exceed $1.50 « mile, and for the fourth-class ships $1 a mile for actual number of miles required by the Post Office Department to be traveled on each out- ward-bound voyage. Naval officers may volunteer for service on the vesseis aud wh :n accepted by the contractor or contractors may be assigned to duty by the Secretary of the Navy whenever in his opinion such assignment can be made without detri- ment to the service, and while in said employ- ment they shall receive a furlough pay from the government and such other compensation from the contractor or contractors as may be agreed upon by the parties, provided that they shall only be required to pertorm such duties as appertain to the merchant service. Mrs. Paran Stevens’ jewels, which were stolen on the 3d instant, were found at9 o'clock yes- terday mormng by her chamber maid under the pillow of Mrs, Stevens’ bed in her house jewport, Ever since the rubbery was com- mitted the police have been convinced that the thief was in the house. Every servant has been interrogated separately, but nothing could be learned that would aid in discovering the thief. The maid, a French girl who does not speak English and who had charge of the jewels, was very closely questioned, but she bore her examination admirably, answered every interrogation with pertect coolness, and did not give the slightest evidence of guilt. On the contrary, the poiice wore rather prejudiced in her favor, for her appearance was anything but that of a guilty person. ‘The necklace, which was valued at $9,500, was first discovered and then the diamond and emerald bracelets, The chamber maid went out into the upper hall and told the servants on her way down to the apartment where Mrs. Stevens was found. Mrs, Stevens was in ecsta- sies when she heard of the discovery of the jewels. Fremont died yesterday after- noon in New York after an illness of five days of peritonitis, The attack was brought on by over fatigue during the hot weather of last week, Though in his seventy-cighth year, Gen. Fremont was a remarkably well-pre- served in. He could have passed for a man of fifty-five or sixty. He was tall and straight, moved with a firm, quick step; his eyes were bright, his complexion clear and up to the time of his attack he possessed so much of the vigor of youth that his physician said he bid fair to live to a hundred. He was an explorer, soldier and statesman. He was born of French parentage in Savan- nah January 21, 1813. His boyhood was rather turbulent, and his earlier attempts to settle down in a pfofersion unsatisfactory. After acting successively as tutor in a private famil, professor of mathematics on the United St: frigate Independence and engineer on surveys in the sonthern states he accompanied Nicol- let’s expedition in ite explorations between the Missouri and the British line. While thus on- gaged he received, in 1838, a commission as a second lieutenant in the corps of topographical engineers, im Washington in 1840, en- gaged in preparing a report of these exped tions, he met and became engaged to Miss Jessie Benton, Gan daughter of Senator Benton, and this lady. then only sixteen, he secretly married in 1341. In 1842 he started upon the famous “first expedition” tothe Wind River mountains, ascending Fremont’s Peak, now known as Pike's Peak. on August 15. On his return to Washington the report of his ex- edition was laid before Congress, which Erevetted him first licutenant. The report at- tracted great attention, both at home and abroad, and young Fremont had the honor of high compliments from Humboldt, BEYOND THE ROCKIES, In 1848 he began his explorations beyond the Rockies. He returned to Kansas in 1844, and after preparing his reports was brevetted cap- tain in 1845, and sent out on his third expe- dition to explore the great basin and the mari- time region of Oregon and California. ‘This was the most eventful of all his journeys, Threatened at Monterey by the Mexican gov- eruor for his refusal to leave California, Fre- mont withdrew in safety into Oregon, but meet- ing iu 1846 —— directing him to watch over the intefests of the United States in Cal- ifornia, there being reson to apprehend that that province would be transferred to Great Britain, he promptly retraced his steps. ‘The American settlers, whom the Mexican governor was threatening to destroy, flocked to Fre- mont’s camp, and in a month northern Cali- forma was free. On July 4, 1846, Fremont was elected its governor. In coujunction with Commodore Stockton he undertook to reduce the entire state, but the Mexican war inter- Yened and at its close the territory was ceded to the United States by Mexico. RESIGNED FROM THE ARMY, He was court-martialed in 1848 om account of some trouble with relation to the governorship and resigned from the service, refusing to ac- cept pardon from President Polk.
