The basis of ali the debate was the federal election bill; it was the center from j Which everything eise radiated or to which everything else tended. All the elements of the republican party wore present and a great variety of views were expressed. The more vigorous—principally men of the west—farored & policy of taking the bill up at the earliest pos- sible moment and staying right with it until it was passed. Other Senators naturally more cautious thought it would be better to wait a little while so that the democrats might be given an opportunity to show their plans, Strenuous efforts were made to seoure pledges from forty-three republicans to remain in con- tinuous session on the election bill, but when the caucus adjourned the promoters of that plan ce e several uames short of the required number, REPUBLICAN SENATORS TRYING TO AGREE UPON THE ORDER OF BUSINESS—THE ELECTION BILL THE PIVOTAL POINT—TALK OF CHANGING THE PEXDING BILLA, Mr. Frye, the chairman of the committec on commerce, who has the river and harbor bill in charge, eaid that he would like to heve some determination reached as to the time when it could be considered, as he was anxious to get it into conference. Mr, Allison said that the sundry civil appro- Priation bill was on the ealeudar aud it was necessary that it be disposed of at an early day, An agceement was reached finally by which the postal subsidy bills, which have been under debate for several days, will be taken up again today with a view to taking a vote on them be- fore adjournment and that tomorrow the sun- dry civil appropriation bill will be called up. It was suggested that the latter bili was one on which the discussion could be prolonged indefi- nitely if the democrats wished to begin their obstructive tactics on it, but as it would nat- urally be before the Senate for at cast two days nothing would be lost by having it taken up Saturday, even if the caucus reached no deter- mination before that time, POSSIBILITY OF PASSING THE ELECTION BILL RE- SUMED. The diseussion of the possibility of passing the federal election bill was then resumed and debate was had under the five-minute rule for nearly three houra, Senator Spooner, Senator Hoar, Senator Frye, Seuator Evarts, ali mem- bers of the elections committee, expressed themselves as in favor of passing the bil. Mr. Aldrich, the chairman of the committee on rules, said that it would be possible to pass it in one of only two ways—either by sitting it out as had been proposed or by changing the rules of the Senate so as to permit a limit to be placed on debate. This suggestion gavo rise to along discussion about the possibility of making change in the rules, Mr. Edmunds bitterly opposed the proposi- tion, and Mr. Teller, a member of the commit- tee on privileges and elections, also expressed some opposition to it. Mr. Henry Vizetelly has just issued a new and greatly en! d edition of his book, “Facts about Champagne,” which seems to tell every- thing that is worth knowing about the history and mystery of what Thackeray called “the wine of the world.” Itis difficult to imagine the world without champagne, yet its origin dates back barely two centuries, It was discovered by one Dom Perignon, the cellarer of the abbey of Hautvil- Jers, who discovered also how to make it effer- veace. It was at the close of the seventeenth century that this discovery was made, when tho glory of the Roi Soleil was on the wane and with it the splendor of the court of Versailles, Louis XIV, for whose special benefit liquors had been invented, recovered a gleam of his [ogee energy as he sipped the creamy, foam- ing vintage that enlivened his dreary tete-a- tetes with the widow of Scarron. It is asserted by the vintagers that the grapes gathered at sunrise always produce the lightest and mostlimpid wine, Moreover, by plucking the grapes when the early morning sun is upon ther they are believed to yield forth more juice. Later on in the day, too, spite of all precaution, it ia impossible to prevent some of the detached grapes from partially fermenting, which frequently suffices to give a slight oxcess of color to the must—a thing especially to be avoided in a high class champagne. When the grapes have to be transported in open baskets for some distance to the press house, jolting along the road either in carts or on tho backs of muies and exposed to the torrid rays of a bright autumnal san, the jnice expressed from the frnit, however dexterously the latter may be squeezed, is occasionally of a purplo tinge, and consequently uscless for conversion into champagne. HOW CHAMPAGNE 18 PREPARED, The special characteristic of champagne is that its manufacture only just commences where that of other wines ordinarily ends. The ! must flows direct frou the press into capacious reservoirs, whence it is drawn off into large vats and after being allowed to clear is trans- ferred to casks holding some forty-four gallons each, in which 4 sulphur match has been previ- ously burned. These casks aro not filled quite up to the bunghole, which is generally covered with a vine leaf kept in its place by a piece of tile. The bulk of the newly made wine is left | to repose at the vendangeotrs until’ the com- mencement of the following year. The first fermentation, entailing a loss of avout 7!¢ per cent, lasts from a fortnight to a month, accord- inz to whether the wine be mou—thatis. rich in sugur—or the reverse. In the former case fer- mentation naturally jasts much longer than when the wine is vert or green. This active fermentation is converted into latent fermenta- tion by transferring the wine to a cooler cellar, as it is essential it should retain a certain pro- portion of its natural saccharine to insure its future effervescence. The casks have pre- viously been completely filled and their bung- holes tightly stopped—a necessary precantion to guard the wine from absorbing oxygen, the effect of which would be to turn it yellow and cause it to lose some of its lightness and per- fume. BURSTING BOTTLES. When champagne is first bottled the bottles are much given to breaking. It is impossible to check a certain amount of breakage, espec- ially when a hot season has caused the grapes, and consequently the raw wine, to be sweeter than usual. Moreover, when one casse or breakage sets in on a large scale the tempera- ture of the cellar is raised by the volume of carbolic acid gas let loose, which is not without its effect on the remaining bottles, The only remedy is the instant removal of the wine to a lower temperature whenever this is practioa- ble. Previous to being used they ure either boiled in wine or soaked ina solution of tariar, or eise they have been steamed by the cork merchants, both to pre- vent them imparting abad flavor to the wine and to hinder any leakage. They are com- monty handed warm to the corker, who dips them into # small vessel of wine before making ase of thom. Some firms, however, prepare their corks by subjecting them to cold water douches twice a day during five or six days beforehand. The ficeleur receives the bottle from the corker and with a twist of the fingers secures the cork with string, at the same time rounding its hitherto flat top, ata rate which allyws from 1,000 to 1,200 bottles to pasa through his hands in course of the day.
