The railroad’s demands are supported by a compact body of legisiators, a small minority, however, of the whole House. They will be present next District day. In all cases of conflict between a special and the pub- lic interest the former does almost all the work of drumming up support. The general public interest is nobody's special personal interest, and especially is this the case in District con- corns, If the recognized f. ends of Washing- ton in Congress make no effort to secure the Presence next District day of other Representa- tives whose opinions will coincide with their own when the facts are stated, and if the large number who feel a general interest in the wel- fare of the city, but are apt to find District af- fairs tiresome, absent themselves, the railroad Will shape matters to suit itself. If it were pos- sible to lock the doors of the House and com- pel substaatially the whole body to vote whether the slaughter of citizens at grade crossings shonid not be reduced and whether public parks should be disfigured and occupied by « corporation withont compensation the re- sult could hardly fail to be favorable to the people. ‘The difficulty of securing 8 considerable majority of the House to take an interest in local «ffairs or even to be system- atically present when they are discussed fur- nishes an additional reason why the protection of public life and property should be required to accompany the grants to the road proposed by the bili, District legislation runs a gaunt- jet in the House. The days nominally assigned to it are often occupied with other matters and lack of a quorum often defeats measures which meets only the unreasonable opposition of two or three members. It will be almost impossible to get even the opportunity of test- ing the House's views on the people's requests for improvements in the railroad occupation if they are separated from the railroad’s demands and postponed. When the railroad secures the at- tention and consideration of the House, then is the time to make counter requests for the publie welfare, To waste this opportanity is in effect to deny the people relief. The whole railroad question must be decided while grants are being made to the railroad, or legislation re- stricting the corporation will never be enacted. — President Jefferson had some good ideas of how the civil service of the country should be conducted, but he would doubtless be regarded in some quarters, if living, as a contemptible mugwump whose opinions were utterly worth- less. In a letter written November 3, 1806, to Mr. C. Parker. surveyor of the port of Norfolk, and first published yesterday, Jefferson said: “I have never had a wish to control the right of private opinion or of suffrage in the officers of the government. I have only believed it wrong when they disapproved those principles of Administration which the will of the Nation has sanctioned, that they should employ the influence of their office in aid of an active op- position to them.
