Tho least legislation compatible with the welfare of the commanity is wisest for the laboring man and wisest for society as a whole, The Police power is invoked for the protection of individuals or the preservation of order in the state. The time has come in our age, in every free country, when the education of the Working people, the improvement of work- ingmen’s homes, the ablishment of ele- vating and refining places of amusement for workingmen, and to these ends better pay and more time aside from the hours of em- ployment for the laborer, are deemed indispen- sable. The rule of reason will have to govern deliberation and action. What is possible in one place or nation is sometimes impossible uuder different economic conditions, Whether ten hours or eight hours shall be the limit of a day's work in towns and cities must be left to local circumstances, and except in the item of government work and the sanitary rogula- tiou of hours for minors it will not be practi- cable to enact « federal law om the subject, ~ a ss Away from the scene of action it is not always Possible to judge correctly of responsibility for eriminal mistakes by which numbers of people are made to suffer.
