NOYES Rantor, THR EVENING STAR he fullest Local Cirenlation of any Newspaper in the World, and as an Advertising Medinm ts worth mere than all the other pnpers published in Washington The information that the civil service inves” tigating committee was aided in reaching its conclusion concerning the character of the Campvel! questions by documentary evidence obtained after the public hearings had closed, whiclt evidence does not appear in the printed record, solves the only puzzling feature of the report. The inquiry whether the questions were current or not was, of course, the vits! one in the Campbeil matter. The newspaper publications and the cuso made by the prosecution as it appears in the printed roeord entirely failed to establish that the questions = were current, The logal evidence was all the other way. The in- ferences from the testimony of Messrs. Oberly, Lyman and others seemed irresistible. Miss Dabney's testimony on the inquiry whether the questions were copied aud in Mr. Flynn's hands before the general examination in which they wero used was meroly hearsay. stating hor recoliection of what Mr, Flynn had said to her on tho subject aud not what she had seen and knew. The evidence was all to the effect that questions once used were not used agi hat the questions copied had been once used. inasmuch aa the answers of sm examined eligible were copied with them: and that consequently the questions were obsolete so far as subsequent use waa couccrned, and that their only value consisted in the suggestion which they gave of the general characte> of questions asked in such examinations. Tiere was absolutely not & particle of evidence of record on the other vide. Tar Srau gave credence to the witnesses, and upon the showing made by testimony it believed that this charge was as baacless as the others, and it said so. It is now stated that documents of the commission dis- covered since these comments of Tue Srax in- dicate that the questions aud answers cop- zal ied were those of a special examina- tion, which removes the case from the rule that questions once used are not issued again, and that these questions were actually used in a subsequent general exami- nation. Such evidence would of course settle the doubt im the matter. Tne Stan is and has been anxious only to ascertain the truth of the affair, aud as it has no personal spites to gratify and no ind:viduals to defend in opposition to the trath, it will not hesitate to revise its ovin- ion concerning the character of the questions on additional and satisfactory evidence. Its previons comments were at the time fuily jus- tifed. The prosecutor in the case, evidently influenced by personal grudges and hostility to the merit system, had concocted a mass of flimsy charges, and the evidence of record seemed to show that this accusation was as unfonuded and malicious as all the others. The attempt of the prosecutor to establish it as on the record as pitiful a collapse as in re- spect to the other charges. It is this fact which whieh drives the prosecution to abuse the in- Vestigating committee without limit, and to place no restraint upon an exhibition of bafled and disappointed malice. It is no real satisfaction to the prosecution that a Single one of its numerous charges. not sus- tained by its own showing, is by accident or through other instrumentalities proved to be weil founded. And it cannot now twist its features inty # pleased expres- mon, after its display of anger and disappoint- Ment wheu the conclusions of the committee were announced. The friends of the merit sys- tem, while rejoicing at the discomfiture of its enemies all along the line, wiil of course regret tofind that current questions have even in a Single instance been tampered with. No care for the protection of such questions ean be ex- cessive, and for the future precautions that cannot be evaded must be It is of as great importance to the merit system that the truth in respect to such violations of its spirit shouid be kuown and guarded against, as that buseleas accusations should be estab- lisbed as such. The report of the committee will have therefore the double vaiue of show- ing how little there is in the countless spiteful accusations that have been brought against the system and the present commission, ard of putting the commissioners on guard such offences as that of Campbell, = ——-< The Senate District committee believes that the conditions of the local railroad occupation should be improved, but. in spite of the repre- sentatious of Senator Ingalls and others of its members, tails to mcorporate provision for these improvements in the Atkinson-McPherson bill, It is represented that the railroad will hereafter assent to certain improvements but does not wish to delay the present bill by Proposing them in this connection. Their addition will not delay but hasten the passage of the bill, for the most serious opposition to the mee is based upon the complete ab- sence of these provisions for the public relief, If through its action the concetsions sought by the road are obtained and the relief asked by by the peopie is postponed and lost, the Senate committee will always have occusion to regret its course. No one in the District who is informed as to the past history of the railroad controversy has any confidence whatever that improvements will be obtained from the road which not ex- acted at this time as the price of the conces- against sions to the road demanded by this bill. The District committee may have faith in the suc- cess of its pioposed supplemental meas- ure, and will doubtless do its best to meet th responsibility which it incurs in its promise of future relief, but Washington believes that after the passage of the uuamended Athinsgn bill it will lack the power to make good its assurances.
