PROHIBITIONISTS COMING. Committees to Urge the Temperance Amendment Before Congress. On the 14th instant there will be a joint con- gtessional hearing before the Senate commit- tee on education and labor and House com- mittee on the alcoholic liquor traffic on the Joint resolution for national constitutional prohibition. This matter has been pending in every Congress since the forty-fourth—nearly fourteen years—without reaching a votes in either body. It was fivorably reported by the Seuate committee in the Forty-ninth and Fif- tieth Congresses, and a minority report in its favor was returned by the House committee to which it was referred in the Fiftieth Congress. ‘The committees atthe joint hearing are to be addressed by members of the “national prohib- itory amendment committee for congressional work.” This committee consista of the gen- eral officers of the several national prohibition socictios of the United State gener: officers of the national exeentive committee of the prohibition-party and the nati ‘T. U. superintendent of legislation and peti- tions. ‘Ihe appearance of this committee at the hearing !n June is in furtherance of th “Plan of Canvass.” of which Ada M. Bitten- bender. the national W. C mperintend- ent of legislation and petitions. is the autor. The Woman's Christian Temperance Union has made this amendment a special line of work. Bail Fixed in Westcott’s Case. In the criminal court, Chief Justice Bingham, @ motion was made today by Mr. Charles Pel- bam for the fixing of bail in the case of Morti- mer Westcott, in jail on the charge of larceny from the person. Mr. Armes asked that the bond be fixed at $3,000. stating that the defend- ant was a companion of “Curly” Harris, who gave bail in €1.000 and has forfeited his bond: that he was a member of » gang and that the alleged robbery was committed by drugging theis victim and then going through him. Mr. Pelham denied that it could be shown that Westcott wag one of the gang or that he was guilty at all. The court said that the question was as to securing the attendance of the prisoner for trial. He thought the amount named, $3,000, Was too much to ask and made an order fixing bail at 21,500. — A Rvoster on His Good Behavior. Jos. L. Fardon was a defendant in the Police Court this morning, and Mr. Dumont said that he was charged with keeping a disorderly ban- tam rooster. Mr. Fardon lives at No, 718 8th Street, and Ellen Dunnawin, bis next door neighbor, was the complainant. She did not object to Mr. Fardon keeping his little rooster if the fowl would only keep quiet untl after 6 o'clock in the morning. Mr. Dumont suggested that the chicken be sentenced to keep quiet until after 6 a.m. and ested that if the chicken did not comply with the sentence that its owner be required to keep it bencath a tub in hiscellar untii after that hour. Mr. Fardon promised to see that the chicken made less noise in the future and the charge was dismisued. The Court Will Not Enjoin Mr. Stearman. In the Equity Court Judge Cox today heard the case of the Baltimore and Ohio Railroad Company against Moses Stearman and over- ruled the moticn to restrain the respondent by injunction from collecting a judgment of $3,000 on the ground of fraud. The respon- dent sued the company for 210.000 for injuries by reason of a train striking the defendan wagon. throwing him out and injuring him. The jury gave a verdict f 000, This case is pending on an appeal in the General Term ‘The railroad company cizimed to have sin i ed evidence that the case was ‘put up” is denied by the respond Drowned While Bathing. There is one mad naval officer in town today, or at least there was one such this morning, end he was so mad then that he has probably retained a large part of his rage up to the time of going to press, He was on the first floor of the Navy Depart- ment inthe forenoon when the mercury had begun to bubble near the top of the thermom- eter tube,and he wanted to go to the fourth floor. The Commissioners Appoint One Who Was Never in the Army or Navy. KIND OF Oficer Frank Hatton, appointed on the police force yesterday, has the distinction of being the first officer since 1867 appointed without the prerequisite of an honorable discharge from the army or navy of the United States. The validity of the law of 1867 making a previous military or naval service a condition precedent to appointments on the police fore has been long questioned. The predecessors of the present Commissioners were advised by their attorney that it was abrogated by the organic act of June 11, 1878, and a ger- mane decision of the court in the Eckloff case, But the authorities hesitated to act upon his advice. This restriction, the Commissioners say, interfered so seriously with the efficiency of the police force that they have felt con- strained by the popular demand for improve- ment in that service toextend their scope of selection of police officers. The Com- missioners have for some time felt satisfied that the luw of iM67 is no longer in force. The appointment of Ufticer Hutton will bring the matter to a judicial test, as it is ex- pected its legality will be questioned by mem- bers of the Graud Army of the Republic, who have not only contended that the law referred to ix in fuil force but have endeavored to make itmore stringent. The outcome of this ap- pointment will be watched with considerable interest. eileen MASSACRED BY INDIANS, Four Members of a Government Survey Party Killed and One Injured. J. Douglass Green, the stock broker whose marriage to Mrs. McCrea ata southern resort and-departure for Europe in her company last February caused a sensation in Wall strect and social circles, was suspended by the New York Stock Exchange Wednesday. ‘The reason for suspension is that creditors to whom he owed money at the time of his departure became weury of waiting and notified the stock ex- ebange that their claims were unpaid. eee She Risked Death for Her Child. A sad accident occurred at Edwardsville Crossing, just south of Alton, Illinois, A young child of A. G, Logue, two years old, while attempting to cross the track, was caught by a train and instantly killed. The mother, seeing the child's ‘il, rushed to the rescue and had just reached the spot when the train struck the child, crushing it. The mother's arm was caught and terribly mangled.
