2 HE EVENING STAR: WASHINGTON, e HR NATIONAL GUARD CAMP. Preparations in Progress Now at Fort Washington. IMPROVEMENTS ALREADY MADE—THE FEET OF TUE QUARDSMEN TO HAVE ASPHALT TO WALK ON—AURANGEMENTS FOR THE COFFEE axD ‘WATER SUPPLY. The silence of Fort Washington will soon be broken by the men who will next week begin the prepsrations for the National Guard camp. Tuesday a force of horny-handed toilers will inaugurate the annual spring cleaning on the reservation by commencing the construction of & new road over which the cavalry and artillery boys will lead or ride th horses to water. This road will be down the ravine that partially di- vides brigade headquarters from the first regi- ment camp. At the foot of the hill there is a good pebbly beach. This road ought to be weicomed by the infantry, for now the mounted men will have no excuse for riding down the main road to water, thus cutting up the muddy highway so as to make it almost useless for the pedestrian. Wednesday work will be commenced on the riffle range. Six electric targets will be put up and are intended for regular use during the encampment period. Should anytbing occur to ge the self-markers their places can in- stantly be taken by six Laidley or regulation wolving targeta. Within the fort many alterations and im- provements are to be made. An additional mess shed will be erected for the exclusive use of guard details, ao that the regular meals and the arrrangements therefor may not be dis- turbed. COFFEE, WATER AND SUCH. Lovers of coffee and soup will be delighted to know that their taste is to be catered to on an extensive scale. Six huge cauldrons—each of them with a capacity of ninety gallons—has been ordered and will within a few days be ‘ut in their respective places. The rupply of of fiquids at meals will be fully equal to mand. There will be no lack of water. On the ram- parts two enormous tanks are to be built and Sas comgenenes will be kept fall of Potomac } war all the time, the water being forced up throngh pipes by the United States fish com- mission steam pump at the wharf. There was & pump there last Fe .d it endeavored very ely to keep the kitchen supplied, but there Len times when the job was too large for it. This year there is anew pump twice as pow- erful as its predecessor. Last year the brigade got its drinking water outef company coolers, but the plan did not work well. One company would surrepti- tiously steal ice from another and then twenty or thirty iceless men would go wandering around with their tongues hanging ont, begging for a little water with which to quench their thirst. Sometimes the would-be ice thieves were discovered and then ensued a struggle in which the invaders would cover their retreat by upsetting the “cooler.” The man who wants drinking water during the coming encampment will find it at the headquarters of his battalion. Gigantic cool- ers are now being made so that there will be plenty of water to mix with and adulterate the medicine which so many will take with them from the city. These battalion coolers will be kept constantly filled from a water cart, which is to bea fair specimen of perpetual motion. A SIDEWALK. Where was the soldier or civilian last year that did not wish either for wings or a sidewalk im Camp Ordway. Mud in the roadway was not less than six inches deep; off the roadway it was sometimes better, sometimes worse. A cheap and practically indestructible walk will be ready Ee he visitors before July 31 puts in an appearance. Gen. Ordway puzzled over the matter for quite a long while before he made the discovery that the District Com- missioners had on their official hands an enor- mious quantity of asphalt that was of no ‘value; it was the old surface of Pennsylvania. The Commissioners said to the general that he might take all he wanted and the general has taken enough to lay a footway four feet wide throughout the entire length of the camp. It will be a sort of colorless mosaic, and not too regular at that, but it will always be compara- tively dry, and that isall to be expected of any sidewalk. Sidewalks and streot lamps are closely related to each other in the municipal family. There Will be street lamps in camp. A row of gaso- line illuminators will follow the sidewalk from the wharf to the furthest limits of camp. There will be no street cara this year. A plentiful supply of horses and carts has been contracted for. This will obviate the ne- cessity of having the entire quartermaster de- tment scattered all through: southern Mary- J in search of a team or two to haul mate- rial and stores. SUPPER IN THE TENTS, Gen. Ordway and his commissary officers are evnsidering a suggestion offered by the former afew days ago. It is to distribute supper to the brigade instead of having the command march down to the mess sheds. To accommo- dite the great crowd of visitors dress parade bus to take place at 5:30 p.m., and supper 1aust necessarily follow. Now, when the wives, mothers, sisters and sweethearts of the boys in blue visit camp the bo: want to show them @ little year a man either had to neglect his callers or lose his supper. The general waats to have this condition changed, so he is eudeavoring to bave matters so arranged that the supper for = company will be delivered on large trays to each company commander. If thia is done the “sisters and cousins and aunts” can be prop- erly escorted to the wharf when the time comes for them to leave. IMPROVEMENTS ALREADY MADE. Gen. Ordway and Col. Long were down at camp on Thursday for the purpose of planning work for the force of laborers which wili be there next week. They found several improve- ments. ‘Ihe wharf has been entirely rebuilt, sound squared timber having taken the of the rotten logs. — Every- thing that Colonel McDonald, — the United States fish commissioner, could do to improve matters had been or was being done. The guardsmen all around de- clare the commissioner a trump. whatever that ia, The latest kindness was the proffer to Gen. Ordway of the commission’s steam launch for use during the encampment. The President spproved Col. McDonald's action, so if Gen. Ordway wants to communicate with the city at wny hour of the day or night be will bave a speedy craft at hand. ‘The Secretary of War is also coming in for od deal of hearty commendation from the National Guardamen these days. He has ap- proved the requisitions for material to com- plete the equipment of the guard, the mess @utfit and such matters, He has been very Uberal and displays great interest in all mat- tere pertaining to the loca! military. — THE CASE OF FRANK MUNROE. Col. Cook Thinks There Will be An- other Effort to Get Him Away. By s curious coincidence while Ferdinand Lowenstein was in the Criminal Court this morning endeavoring to expedite the hearing of his case on appeal Frank Munroe, alias Brainard (who was the principal witness against Lowenstein when he was convicted of having received stolen property—the Seaton plate), was brought up to plead to a charge of larceny from Alice N. Parker, Munroe, it will be remembered, was sent out of the country aud Mr. Lowenstein, who had been endeavoring to expedite his case (the delay being caused mainly by the illness of Judge Bradley), ascertaining that Munroe had returned a few weeks since, caused his arrest. ‘The warrant procured by Mr. Lowenstein was laid aside in the Police Court and another sub- Freon, ath Monroe with the larceny of irs. Lowenstein was in the court today, anxiously expecting that his case should be taken up and the exceptions signed. Everything Prepared for Beginning the Work of Enumeration Next Monday. On the eve of the commencement of the great work of taking the census of the United States the superintendent of the census, Mr. Porter, in talking with a Stan reporter today, said that he knew of no weak spot in the vast machinery which will be started on Monday next The supervisors have done their work intelligently and none of the 175 have been incapacitated by sickness or any other cai Mr. Porter said that he had not interfered in the appointment of enumera- tors, but had confirmed the lists sent in unless charges of a serious nature were made against the men nominated, ‘There had been some question, he said, raised in the south about the a of colored enumerators, but he had determined to leave such matters ‘entirely to the discretion of the supervisors and had not interfered. In the case of a colored supervisor the names of enumerators appointed by him were mainly those of white men. THE RESULT IN THE DISTRICT TO BE KNOWN voy 1. Mr. Porter said that he was prepared to tab- ulate the returns as soon as they were received and he expected to be able to give the results of the census in this district by the 1st of July. He said that he did not expect to have any trouble about obtaining answers to the questions in the schedules, but IF THERE WAS A REFUSAL,TO ANSWER he would be obliged toenforce the law and Prosecute vigorously. The obligation to answer the questionin regard to mortgages was plainly stated mn the law and there was no discretion left with the superintendent. The official count shows Townsend for Congress to have 4,406 and Jackson 737 votes, Dick Ruay and, Sterling for the logislature have 3,887 and 3,454, respectively. Mansfield, the next highest, had less than if the latter number.
