The Peace Delegates at the White House—Last Evening’s Session. When the peace delegates called on Presi- deut Harrison yesterday afternoon they took with them an elegant parchment signed by Mayor Fitler of Philadelphia as the credentials of Mr. Conrad Stollmeyer to the courts of Europe in his effort to secure an international peace conference. A blank had been left for the signature of the President, but he thought it would not be good form to sign the cre- dentials unless they came to him in the regular way through the State Department, The dele- gates had not thonght of this feature of the case, and. though disappointed, took what was their own mistake in good part, OPPOSED TO THE NEW NAVY. After the reception another session was hold in Dr. Sunderland's chureh, Mr. Levi K. Joslyn of Providence offered a resolution, ad- dressed to Senator Cockrell, protesting against the proposed new war vessels. It went through unanimously. Jacob M. Troth of Virginia and John Branson of England were appointed to take it immediately to the Senate chamber, Letters were read from many prominent per- sous of this country and Europe, including Senator Cockrell, Rabbi Stern and others in sympathy with the movement, The question of asking Congress for an appropriation to carry out the provision of a joint resolution of Congress empowering the President to nego- tiate for the settlement of international troubles by peaceful intervention was raised and after a warm discussion was feferred to a committee, MORAL AND CONSTITUTIONAL LAW. Dr. O'Hara of New York, and Mrs. Vaille sang ‘Peace on Earth, Good Will Toward Men.” A letter was read from the peace union of Great Britain asking that delegates be appointed to attend its convention in July. A letter was also read from Conrad Stollmeyer urging that the signatures of the United States government officials be secured to his credentials. Mrs. Kk ington read an original poem. Honduras, Nicaragua, Salvador, the United States of Brazil and the United States of Venezuela, by M TO AROLISH WAR, A resolution to abolish war by an amendment to the United States Constitution was offered by M. Savrez and referred to the committee. Ad- dresses were made by Mr. Bowen of the Nation- alist Association and by Rev. Paulus Moort of Liberia, both deprecating war and pointing the way to peace. A resolution of sympathy for Dr. Sunderland in his recent bereavement and his inabilty to attend the meeting of the convention was adopted, a Coast Survey Men in the War. The House committee on military affairs has authorized a favorable report on the bill intro- duced in the House by Mr. Greenhalge to de- fine the standing of officers of the coast survey during the war of the rebellion. The report accompanying the bill. giving the views of the committ ys that the status of these otticers during the war of the rebellion was anomalous. Holding appointments from the Secretary of the Treasury, they were called upon to join the military and naval forces in active service, act- ing as staff and engineer officers, directing the movements of troops and vessels, laying out fortifications, conducting reconnoisances and acting as aids to commanding officers at times of actual engagements, were frequently under fire and participated in all the hardships and dangers of campaigns and battles. ‘They wore the uniforms of commissioned officers, were in many cases given assimilated rank by general orders and wore the insignia of such'rank, but had no military [eommissions, Their nemes consequently do not appear upon the muster rolls of the Union forces. Avpavon's.—it was a great audience last night at Albaugh’s; up and down, all around, not a vacant seat anywhere and people stand- ing all about the outer circle. It was a delight- ful welcome to Helen Lamont and a_ public compliment to her company, individually and collectively, than which none more popular has ever appeared in Washington. ‘The opera was “Erminie” and it was weil presented, ex- cept that it continued too long, which might be expected on a first night. Miss Lamont as £rminie did beautifully, barring a faintly per- ceptible nervousness which trembled in her voice. De Lange and Grabam as the two thieves were vigorous: Miss Hanley’s Javotte was as bright and cheery as good news; Mr. Broderick and Miss Baker were as good ax they always are; Mr. Lloyd Wilson easily won an encore in the second act serenade, and every- body else did well, albeit there might hav been less to prais2 in some points than in others. Nationat.—Primrose and West's minstrel: aided and abetted by Lew Dockstader, opene & Week's *ngagement—probably the last of a very successful minstrel season—last night at the National to an audience of vociferous en- thusiasm, and it had plenty to do all evening. Most of the jokes were new and were very good, indsed, but a few were antiquities, and such anti ies that the hirsute was white on them, ‘The first’part singing was good and encores were in order, Lew Dockstader's local gags were received with great applause, and. go was Lew. A phenomenal sort of a performance both in grace and hazard was Barber on and off his wheel. Geo. Primrose made a hit. as usual, and so did Raymond Moore's sweet tenor voice. ‘The show is a very funny one, as min- strel shows go, and the audience laughed im- moderately and incessantly, which is the sure indication of success. Again tonight. Kernan’s.—Manager Eugene Kernan re- ceived quite an ovation at the hands of his friends yesterday atternoon and night on the occasion of his ‘annual benefit. The house was jammed at each performance despite the in- clemency of the weather, and the large audi- ences testified their appreciation of the fine bill presented by frequent applause, The cur- tain roseon an original act by the Steadman Brothers, entitled “Scraps,” which was hugely enjoyed. Murphy, the lightning crayon artist, pleased every one by his skill. "The athle portion of the entertainment was highly satis- factory. The wrestling of Marsden and Hart was hotly contested, while the sparring bouts between McCaffrey and Ryan and Jack Hop- per and Mitchell were quite scientific, Again tonight. ‘The crgan and harp recital to be given next Wednesday evening at All Souls’ Church by Mr. George W. Morgan and his daughter, Miss Maud Morgan, will be an interesting and in- structive evening of music. Fined on Two Charges. Yesterday morning about 4 o'clock Policemen Barney and Oriani saw a colored man coming out of the Smithsonian grounds and with him was a six-year-old colored boy. They placed the man under arrest aud locked him up. In the afternoon he was tried in the Police Court for vagrancy and indecent exposure.
