ED Senn pn ee ee ene ae nT Ne a ee ae THE EVENING STAR. WASHINGTON: May 24, 1890. ie worth more than all the other payers published in Washington. What city fathers of any civilized municip ity other than Wasbington would dare to pre- sent to@ foreign corporation without compen- sation public property illegally occupied by it, legalizing its illegal acts, confirming its illegal occupation and encouraging it to continue its disregard of all laws? What city fathers else- where would dare to constitute for the benefit fone foreign corporation, singling it out from other corporations, a special legislative tribunal? What city fathers elsewhers would bestow the additional property and privileges above mentioned upon a corporation to which valuable property and privileges had already been granted, and which had indicated its ap- preciation of the gifts by persistently violating local laws and by steadily resisting every effort on the part of the public to secure an improvement of the conditions of its occupa- tion? What city fathers elsewhere would dare passa measure which perpetuated evils that} threaten the lives, limbs and property of the people, which the local community has for many years been endeavoring tocure? Cer- tainly no city fathers anywhere else than at the capital would venture upon such legislation, without making the necessary arrangements fora prompt departure to Cunada, Yet Con- gress is asked to do all these things by the At- kinson-McPherson railroad bill, scon to be covsidered by the House and by the Senate District com: aittee. And the members of the two Houses of congress are unquestionably under the Constitution the city fathers of the capital, intrasted with the fro- tection of its interests against all who may threaten. Congress, as the local legislature, has frequently been justly re- proached in the past as being a negligent guar dian; it is now proposed that it shall not merely deny its ward’ reasonable requests for protec- tion of life, limb and property against an illegally-encroaching railroxd. but shall make itself perniciously active by sacrificing en- tirely the city’s interests for the corporation's bevefit. Washington implores Congress, if it canuot be an ideal local ruler, to be King Log rather than King Stork. — In another column Tire Star offers prizes in a competition among writers of bright, snappy advertising. There isa new profession which has been created in response to the demande of modern civilization. It is known as that of advertisement writer, and the compensation of the masters in the new calling is exceedingly large, amounting in some cases te $10,000 per year. This occupation is based upon the fact that it is to the interest both of the modern newspaper and the business men who ad- vertise in jt that the advertisements shall be catchy, readable and attractive. Business enterprise is in no manner more notably dis- played in this gene -ation than by the judicious selection of the advertising medium, and thea by skill in framing and printing the advertising statement, The more training and practice the young business men, and those who are about to be business men, have in the art of ad- vVertising the better will Le their prospects for success, Indeed skill in making business an- nouncements to the public bas become an al- most indispensable element of the highest suc- cess in modern business. Discovery of apti- tude for this sort of work, resulting from prac- tice in it, may alsoopen to some young mena profitable and net unpleasant means of liveli- hood; for there is demand for skilled labor in this new calling. For the benefit therefore of the rising und unemployed generation, of the business men of the city, and of itself as an ad- vertising medium Tux Stax opens this compe- tition. ———_— Rev. Dr. Patton of Princeton, one of the ablest of the anti-revisionists of his church, yields to the inevitable, but he voices the fu- ture with the accent of prophecy when he ex- claims to his Presbyterian brethren in assem- bly: “We must have no change that will affect the Calvinistio character of our standards.” Most Presbyterians evidently wish merely to modernize the style of those standards of faith and omit antiquated or obsolete forms of ex- pression, bringing into more prominence the peculiar necessities of the nineteenth century without pretermitting any of the eternal veri- ties as held by the Presbyterians. Kemmler, whose case is fatiguing the pub- lic, may get auother respite this time by ap- peal to the New York State Court of Appeals. ‘The ground is the vagueness of the law, which does not provide that the warden of the prison shall press the button that destroys life or com- pel some one else to press it. Heretofore, under the law for banging, the sheriff was com- pelled either to execute the criminal himself or deiegate the task toa hangman who could pot avoid its performance: Next Monday will decide whether the dis- coverer of America is to be honored at the political center of the American continent, whether the picturesque Rock Creek region is tobe preserved esa park, and whether that stream is to remain in its course through the District a pure, sparkling and attractive brook or is soon to become polluted and loathsome, and be converted in the near future at an enormously heavy expense into 4 covered sewer. —$$—$—$—— oe The Dake and Duchess of Connanght go from India to England cia North America, but they do not touch the United States, as they take the Canadian Pacific and sail from Quebec. We do not fee! slighted at all, but we do pity Mr. and Mrs. Connaught who pass by the only thing worth seeing in the western continent sud miss it entirely. a The Supreme Court has now disposed, let Us hope forever, of the sophistry that electro- eution is a cruel punishment within the mean- ing of the Constitution. It is unusual, but not eruel and unusual, a ‘The original principle of constitutional con- struction requires that the original package shall cease to be original as soon as it shall haveentered the state aud been once sold there. —_———- Mr. T. V. Powderly, the great labor leader, Writes: “I failto see what just reason can exist on which to base opposition to the copy- Fight bill.” No just reason has yet been de- veloped. > ‘The dairymen of New York are greatly agi- tated over the fact that the same Supreme Court decision which lets liquor into Iowa in “original packages” will also let oleomargarine into New York, and the dairymen do not know whether to organize a crusade against the liquor traffic or against the Supreme 8 ook. oe. mete SPL MOSQUITO NETTING, COLORS BLUE AND White dle. pur piece of Syeedae Cee ae ¥ — 745 and 747 Sth tt se, oF ICALLY STAMPED ‘TAMPED GOODS FoR UMMEK W EXCLUSIVE DESIGNS AT MASE BRASELMAN'S, 6u8 111H ST.
