Under a system in which not only the responsible positions of en administration, the conduct of which gives color to its policy, but also the thousands of subordinate offices with routine duties, are part of the stakes inthe game of politics, the inevitable result is not less damaging to the office-holder than to the public serv- ice and to public morals, The treat- ment of the offices as political rewards inflames every political worker of the success- ful party to claim and secure his share of the spoils of war, without regard to his fitness to perform the duties which belong to the assigned office, Political fitness and not business fitness is the test, for, as the advocates of rotation claim, the government is under this systema political and not a business machine. A ‘tremendous rush for offices on the part of ap- Plicants with political claims results, The main function of the national administration is no longer to recommend and to carry into effect wise public measures but to peddie Offices. Legislators are sent here not so much to legislate as to scramble for offices. The inju- Ties inflicted by this system upon the public serv- ice, both in the performance of duties by those who sppoint and those who are appointed ‘to the subordinate positions, is obvious. Nor is the lot of the victors in this scramble for oiices a bappy one. Inagreat many of the Subordinate positions mastery of their duties does not prepare men for outside work, if their government positions be lost, The clerk be- comes the slave of a party, andthe special re- tainer of the leader of some faction of a party, whose fortunes he shares. No faithfulness in the performance of his official duties can re- lieve him of the miseries of uncertainty and pprehension at every election, or make him anything but aserf attached to the personal fortune of the source of his political influence, or shield him from compulsory political assess- ments which are in effect demands that he share the plunder of his office with those who we it to him, in order that they may win or buy it and give it to him again. The spoils system of political rotation in subordinate cffices, which damages the public service, de- bauehes public morais, and renders the clerk one of the most miserable of beings, accom- plishes a special local injury. It retards the development of the capital by rendering it merely the temporary abiding place of a polit- ical army and its camp followers, to be suc- ceeded perhaps in the near future by the op- posing army with another set of followers. ‘Washington is and is to be acity of attractive homes, and not a mere camp. _———e New York, state and city, is wrestling with e grade crossing bill now before the governor for his signature. The bill is opposed tocross- ings at grade, but instead of providing that railroads must conform tothe ordinances of the cities through which they pass, it provides that cities must conform their ordinances to railroads which pass through them, and streets must be elevated or depressed according as they happen to strike the railroad. Such a bill as this has peculiarities which are well worth the careful deliberation of the studious publicist, moralist, and municipal economist. $$$ The farmer is feeling the pulse of the poli- tician.
