Some interesting information about Wash- ington houses, a eso ALLEGED CUBAN EMBEZZLER, The U.S. Supreme Court Decides Against Luis De Oteyza y Cortez. The Supreme Court of the United States to- day rendered an opinion affirming judgment in the case of Luis De Oteyza y Cortez, appellant, against John W. Jacobus and Miguel Suarez Guanes. The effect of this decision will be to allow the extradition of Oteyza by the Spanish government, which wants him for trial in Havana on a charge of embezzling a very large amount of public funds in the iatter part of 1889, while he was secretary controller of the debt. He is in confinement in New York and by the present proceedings sought to get out on a writ of habess corpus, The case was argued by Mr. Olcott of New York for the Spanish government and Mr. Phillips of New York for the prisoner. THE FIRST GENERAL COURT. An Oficer of the National Guard Placed on Trial. There was a novel scene in the headquarters room of the second regiment last night. For the first time in the history of the District Na- tional Guard general court-martial was in session, and the first person to be tried was a colored officer—Surgeon Sumby of the eighth battalion—charged with intoxication and with conduct unbecoming an officer and » gentle- man, The detail for the court was as follows: Col. Cecil Clay, second regiment; Maj. Ed- ward R. Campbeil, fourth battalion: Capt. John S. Miller, arnt battalion; Capt. Michael Ma- bany, third battalion; Capt Allen D. Raymond, second battalion; Cspt. Thomas F. Riley, fourth battalion; First Lieut. Kobert H. Wade, first battalion; First Lieut, Charles Ebert, quartermaster fifth battalion; First Lieut, Will. jam C. Beck, adjutant third battalion; First Lieut. William J. Simmons, third battalion; First Lieut. Hamilton 8. Smith, seventh bat- talion; Second Lieut, Fielding L. Dodson, seventh battalion; Second Lieut. Henry C. Lee, eighth battalion. Adjutant Hall was judge ad- vooste. Capt. Miller, Lieut, Wade and Lieut Lee were absent on leave. ‘The court sat around a big table and near the tribanal was the defendant and his counsel, W. C. Chase aud E. M. Hewlett. Before the court was sworn Counsel Chase Faised the question of jurisdiction, claiming that the defendant, when the offenses charged committed, was an officer of ital City Guards, sn independent organization and not, upon that occasion, a part of the National Guard. ‘The court overruled this plea and then pro- ceeded to try the case, the defendant having first dec himself to be “not guilty.” Maj. F. C. Revells, who made the charges, ied to the offenses alleged, and when he had concluded the court, late hour, ad- journed until 7 of ‘clock this evening. —— THEIR DEAD AD COMRADES, Burnside Post Holds Interesting Me- morial | Exercises, Last night G. One corner of the tent was screened off and the visitor paid 10 cents to see the $300 doll that Mrs. Harrison drew at a raffle, with all her complete wardrobe lying in view.
