Policeman Kaucher was on duty at the corner Of 7th street and Pennsylvania avenue yester- day when persons being transferred at the junction were obliged to run to the sidewalk to escape being knocked down and injured by a cab. Dennis Collins was the driver in charge of the vehicle and his horse turned the corner atthe rate of about ten miles an hour. Po- licemen Kaucher is # large man, but he isa fast runner and he succeeded in capturing the driver. Being unable to furnish collateral Collins was locked up and was taken to the Po- lice Court this morning. When he arrived at court there was a large crowd of prisoners and spectators on the sidewalk, and when the latter were ordered to “move on” Dennis moved on with them, He will probably be arrested again. Another case of fast and rockless driving oc- curred at 4th and I streets northwest yesterday afternoon. A carriage belonging to Mr. Jobn Chauncey of the Capitol was passing along I street and was about to cross 4th street when a delivery wagon, driven by a colored boy, came cashing down 4th street and collided with the carriage, Mis# Lillie Chauncey, who was seated in the carriage, jumped from the vehicle and the rear wheel passed over her. Mr. Chauncey, who was standing in front of his home on I street at the time, ran for the driver of the wagon and caught him by the cbilar. The boy, sering he was about to be punished for his carelessness, drove off and left part of his shirt in Mr. Chauncey’s hand. Meeting of the Soctal League. At 12 o'clock yesterday the bell on the Ran- dal School building was rung as a sigual for the raising of the large and handsome United States flag recently purchased from a fund raised from each school in the building under the auspices of the following teachers: Mrs. M. In the Court in General Term yesterday, before Judges Hagner, James and Cox, the cases of T. W. Jones and C. T. Stewart against the Pennsylvania, Baltimore and Potomac, Virginia Midland, A. & F.and A. & W. rail- roads were argued. The complainants sued for damages received in the collision on February 19, 1885, near Four-Mile Run, Va., and the jury found verdicts for Jones for 10,000 and for Stewart 215,000 against all except the Virginia Midland road. Yesterday Messre. J. H. Ralston aud F. L. Siddons filed a petition in the Court in General Term for a writ of mandamus on the District Commissioners to enforce the law for payment of District laborers, $2 per day of eight hours, enacted by the old corporation of Washington. The court dismissed Mel gree on the ground that the petitioners had stated a hypothetical case ouly and had no real grievane ne lators called the attention of the ers to the subject April 30, and, having had no reply from the Commissioners, brought the matter to the attention of the court. This morning Messrs, Ralston aud Siddons, to meet the views of the court, filed a case in the name of the United States ex rel. C.N. Green agt. Douglas etal. for a rule to show cause why a mandamus should not issue, Suit to Recover $20,000. Mr. John B, Larner, for Daniel A. A number of the delegates to the Conductors’ Convention assembled at the city hall in Ro- chester Tuesday to listen to the address from A. S, Coffin, an ex-railroad commissioner of Iowa, on the question of a national law com- pelling railroad companies to equip their cars with automatic brakes and couplers, Mr. Coffin stated that he had drafted a that had been introduced in the Uuited States Senate by Sentos Allison and in the House by Repre- sentative Henderson, and he thought there was strong probability of ita passage. ‘The bill provides that before Jauuary 1, 1895, shall be equipped by power brakes and couplers of a sort to be selected by the various railway companies, so that in case of accident trains can be controlled b: i An Ele: orrible Death. Charles Meredith, a lad of thirteen years, was almost instantly killed in the Leland Ho- telelevator in Harrisburg Monday night. He was engaged in running the elevator, and had taken it to the fifth floor. Directly afterward loud screams were heard from him, and he was found wedged between the elevator and the floor, He livedan hour. It is supposed he ran the elevator too high and was stooping un- der it when it descended and caught him. A Slaughter of Dahomians. The Paris zemps publishes a dispatch from Senegal stating that the French have captured Segou and Auosebougan, after conflicts with the Dahomians. The forces of the Dahomians at the battle at Auosebougan, which took place April 26, numbered 1,500. All of them were killed. In response to Secretary Blaine’s communi- cation asking for the nomination of two com- missioners and alternates to the world’s fai Chicago from Virginia, Governor McKinney forwarded the names of John T. Harris of Harrisonburg as the democratic commissioner, Alexander McDonald of Lynchburg, alternate; Gen. V. D. Groner of Norfolk as the republi- can commissioner; Charles A. Heermans of Christiansburg, alternate. Gen. Groner and Mr. Heermans belong to the anti-Mabone wing of the republican party. An Italian Labor Riot. At Conselice, Italy, yesterday a mob of 500 women and 200 navvies, who had gone onstrike, tried to force an entrance into the town hall, shouting,‘*We are starving.” The crowd stoned the troops who were guarding the municipal building and the latter were compelled to use their fire arms, Several persons were killed and a number were wounded, In the chamber of deputies Premier Crispi said that an inquiry had been ordered into the question of grant- ing state assistance to the unemployed, sae Oat Theodore Sedgwick Fay. Of American residents in Berlin, Germany, the Paris Register mentions the venerable author and historian, Theodore Sedgwick Fay, who was secretary of legation aud charge d'affaires at the court of Prussia from 1837 to 1853. Subsequently he held the post of United ‘States minister to Switzerland, but resigned at the outbreak of the war, eighty-two yeara of age he is still in vigorous mental and physical condition. A CONTROVERSY OVER A PAVEMENT. ‘The Commissioners under authority of Con- gress some time bd ordered the paving of 15th street between Pennsylvania and New York avenues. The contract for the work was awarded to the Barber Asphalt Pavement Company and the pavement wired on the street was asphalt laid onahydranlic base. Following the practice which had generally prevailed it was first ordered that gramite block should be laid in the two feet space adjacent to the east track of the Washington an town Rail road Company, the object of this being to af- ford a foot hold for the hill horse used on the uphill side, The railroad company laid the granite block as directed. After these blocks were laid and before the paying of the street was completed the blocks were ordered by Capt. Symons to be taken up and asphalt pave- ment laid in its place. No opportunity was given st the time for the railroad company to lay the asphalt pavement, but it is not the prac- tice to allow the railroad’ companies to do this kind of work, as it is invariably done by the contractor under orders from the engineer de- partment of the District. Accordingly the work was done and the bill rendered to the railroad company for the cost of removing the granite block pavement as well as for laying the asphalt finally put down. President Hurt of the railroad company raised objection to the full amount of the bill and claimed as an offset $144.22 to cover the actual cost of putting down this stone pavement. The railroad com- pany refused to pay the bill and the matter was taken to the courts, where the case was «ie- cided against the District, Capt. Rossell bas bow submitted the papers to the attorney for the District with the request that he inform the Commissioners fully as to what was de- termined and how much the railroad company can be forced to pay under the adverse decision. May- dwell of the British Army. Col, Maydwell of the British army, who com- pleted an involuntary voyage to New York on the steamship Etruria Sunday, started home yesterday on the steamship Gallia. The col- onel lives in the neighborhood of Queenstown. He went there on May 11 tosee some friends off to America, He saw them mostly through the misty lenses of an inverted glass, The Etruria’s whistle screeched and she got under way, but the colonel didn't know it. His friends had put him in an arm chair, where he slumbered heavily until land was below the horizon astern. Hoe was unprepared for an ocean voyage, having neither valise nor a change of clothing. He fared better than most stowaways, Capt. Haines gave him a berth, and when the Etruria arrived in New York he became the captain’s guest. ‘The colonel’s family naturally got uneasy when he did not return from Queenstown on the day the Etruria sailed, and an account of his dis- appearance, coupled with the reasonable con- jecture that he may have been taken away by the steamship, was cabled over here. so Tackled the Wrong Man.
