She will remain for ten days, The entertainment this evening given by the ladies who are interested in the Children’s Hospital will be quite a notable society event. The Commissioners Will Not Interfere With the Drying of Clothes. ‘The perplexities which daily beset the Com- missioners are not altogether those connected with the issue of liquor licenses and the ad- justment of the steam railroad problem. Our city fathers are not only required to apply their knowledge of human nature and municipal law in meeting the local exigencies of the trust, but are occasionally compelled to wrestle with questions of international import. Some- times it is deciding whether the residence of an official representative of some foreign nation should be taxed and sometimes they are called upon to placate the indefinable fetish known as international courtesy by giving the butler or scullion or perhaps the minister himself a free license for his dog, and thus giving them the benefit of the law of nations to the extent ing Star” as a Legal Authority. This morning in the Police Court Judge Miller was calied upon to decide another case pf an alleged violation of the liquor law brought against a wholesale dealer. for the Banner Brewing Company of Cincinnati, Henry Bush, agent was the defendant. The information charged that the defendant was a licensed wholesale dealer and that he permitted liquor to be drunk upon the premises, Witnesses were called who testified that they purchased bottles of beer in the defendant's place and that they drank the beer from the bottles, Mr. Shillington, who appeared for the de- fendant, said that a similar case had tlready been decided by the court, and he then read the court's decision in the Siss case. “What are you reading from?” asked the court. “I am reading from Volume 76, No. 75,026, of Tas Evexrvo Stan's reports,” replied Mr. shil- ington, “and they are considered an authority in this District.” The law was argued by Mr. Shillington for Bush and Mr. Dumont for the District, NO LAW TO COVER THE CASE. Judge Miller held that the act of 1872 revised end repealed the old act reported in Webb's Digest. The court, the judge said, eannot legis- late, but can in this way call attention to the defects in the law and show the necessity for the passage of the act now pending before Congress. The decision of the court was that there was no law to cover the offense and dis- luussed the case. No? EVEN A WATER HAUL. Wm. H. Fugitt, who keeps a saloon and din- ing room on 434 street southwest, was charged with violating the Sunday law. He was de- fended by Lawyer Padgett. Several witnesses were called, but only one of them had got a drink inthe defendant's place. That was a glass of ginger ale and it was furnished him in tue dining room. “This was water haul,” remarked Mr. Du- mont. “It was noteven a water haul, ” added the Judge, “as no water was drunk.” The charge was dismissed. THE JUDGE REBUKES A WITNESS, Mr. Cahill appeared as counsel in the case of Jobn Leonard, who was charged with conduct- jug an unlicensed bar in connection with his grocery store in South Washington. The court heard the evidence of a colored man named Witliam W. Bagby and also that of a colored boy to show that they got drinks and a half- pint bottle of whisky at Leonard's, The wit- ness Bagby said that he had not spoken to any policeman before going in the place, nor did he receive mouey from an oiticer to pay for the liquor. When Policeman Lewis was called his evidence showed that Bagby had told what was not true. The officer saw Bagby on | the street and afterward at the police station | before he went to Leonard's place. He also suw Bagby get 25 cents. Bagby was recalled and he reiterated his evidence given before. When he heard tae policemaa contradict him he remembered having seen the officer earlier im the day, but he did not remember about the quarter. “How old are you?” asked the judge, ” was his reply. “Sixty-four years,” “Have you ever been arrested?” 0, sir; never in my lif Here's a man,” said the judge, “who has four years and uever been ar- the judge continued, “you have never been arrested and yet you have committed a offense here this morning that might send Jou to the penitentiary for years and years.” “Ie that so” asked the oid man. “Yes, that's so. You have committed willful | end deliberate perjury. Only a few days ago there was a scoundrel in this court who swore a whisky man through aud the next day be came in and sold the District out. After denouncing the action of this class of Witnesses and commenting on the reported de- | cision of Judge Bingham the court dismissed the case. YET ANOTHER CASE DISMISSED. The last liquor case was a charge of Sunday bar against George W. Bauer. Half a dozen witnesses were called, but they only got the a in debt, for they all testified that they went us far as the closet in the yard. Mr, ington made no defense and the case was pose William G. Silence and Joseph A. Silence were charged with keeping an unlicensed bar, ‘They were represented by Mr. Padgett and the eave Was contigued indefinitely. Mary C. Hollohan Divorced. Judge Hagner this morning made « decree of divotce in the case of Mary C. Holichan sgainst Harry S. Holloban in favor of the com- plainant, allowing her to resume her maiden ame of Jueneman and giving her the custody of their infant child, Marie Hollohan. The bill filed by Mr, Campbell Carrington states they were married November 24, 1886, have one child and charges December 8, 1887, he compelling her, by his cruel treat- ment, a te ery to her mother’s, “She charged that «short time after commenced @ course of ill poor gn nb ally came home between 12 and 3am. under the influence of liquor; that October 19, 1887, of relieving the pressure of the exchequers of our effete neighbors to that extent. Several days ago United States District Attor- ney Hoge, in accordance with the many pro- tests received by him, wrote a letter to Maj. Moore, calling his attention to the unlawful use for private purposes of the parking adja- cent to the building line of some of the streets of the city. He particularly called attention to a case recently brought to his notice, where the occupants of the premises at the southeast cor- ner of New Jersey avenue and I streets north- west regularly devote the parking on the New Jersey avenue side to the drying of clothes, He called attention to the —a clause of section 225, Revised Statutes, whic! provides that parking shall not be used for private purposes, Maj. Moore referred the papers in the case to Lieut. Keliy, in whose precinct the case com- plained of is located, and he examined the case and recently wrote to Maj. Moore, saying that the resident of the house complained of is Mr. P. William Buddecke, chancelior of the German legation. He said’ also that he applied to Prosecuting Attorney Armes for a warrant aud that gentleman refused, on the ground that it was not a proper case to test the law on. Just what will be done is not known, although it is understood that the Commissioners have no intention of interfering with the modus vi- vendi of the Teuton laundrymen. ——— Amusements. The second day's session of the brewers’ con- vention began at 10 o'clock this morning in Grand Army Hall The attendance was quite as large as it was yesterday, and the conven- tion feeling that there was much te do today if it was intended to reach an adjourn- ment by evening, as was planned, wasted no time, but got right down to work. The convention is one of busi- ness men who understand their business, know what they want and how to go about it, They are here to advance their business interests and no time is wasted in filibustering or mere time killing. Reports on the literary bureau, contingencies and restrictive legisla- tion were also read and adopted, THE QUESTION OF REORVANIZATION. At the session yesterday the committee on reorganization reported a plan for organizing the society on an entirely new basis, No recom- mendations were made and the report was laid on the table for action today. This morning Mr, A. Danenberg, chairman of the com- mittee, moved that the whole matter of reorganization be referred to the board of trustees ,who hold several meetings through the year.’ They are to decide about the matter and make their report to the con- vention in the spring of 1891, when detinite action will be taken, ‘This motion was carried unanimously. , THE BREWERY AT THY EXPOSITION, The question of the world’s fair was quite a puzzler for the convention to deal with. The brewers intend to have alarge brewery in active operation at the exposition, showing to all who wish to see all the various methods of bre the popular beverage. Such an exhibi- tion is sure to be a good advertisement for the brewers’ business, but the question was as to who should stand the necessary expense. The dis- cussion was started by a motion made by Mr. Geo. C, Clausen of New York that the matter be left entirely in the handsof the board of trustees and that $5,000 be appropriated to de- fray the preliminary expenses. This was car- ried and the association will see to it that the beer is brewed. OFFICERS CHOSEN.
