THE EVENING STAR bas the fullest Local Cirentation of any Newspaper in the World, Mediom is worth ers published in The resolution passed last night by the direc- tors of the board of trade, commending the action of the Senate committee on appropria- tions in increasing the District appropriations, expresses the general sentiment, The city rapid growth demands a proportionate increase of expenditures upon streets, extension of the police and fire service, aid to charities and upon other local objects of # similar character. Great public works, upon which it is wise to enter now, but the benefits of which will be largely felt by successors of the present taxpayers, should be paid for in instalments, so that the city of the future may share the expense of benefits, of which it will be the di- tect beneficiary. The current revenues should be largely applied to meet current needs, and there should be little unexpended balance of annual revenue. The yearly surplus is not @ benefit but an embarrassment to the Dis- trict. The wisdom of our legislators is to be | shown in the manner in which they expend | the ever increasing umount of money derived from District texes, the rate of taxation being constant and the value of taxable property rapidly enlarging. It will not be shown by leaving a portion of this fund unexpended and idle in the treasury, like the talent buried in the earth, The House, without regard to po- litical domination. always cuts below the public | estumates in all departments. The Senate is expected to give the requisite increase. This rule operates upon the District appropriations. ee The New York World has recently made a vigorous assault upon the “rotten work on the squeduct,” and on the claim of the contractors for abonus for repairs, which they were com- pelled to make in order to fulfill their contract, The World comments upon the “miles of brick- work jaid without cement except in the exposed ring,” and “the thousands of cubic yards of eavities which shonid have been filled with solid masonry.” It refers, however, not to the Washington aqueduct, but to the new Croton aqueduct in New York. The capital has hada recent experience in tunnel construction by the government which enables it to understand perfectly the charges made against the work on the Croton aqueduct, and to sympathize heartily with its alllicted municipal neighbor, New York. a The most recent victim of the cigarette habit is John F. Hickey, of New Branswick, New Jersey, who began at ten years of age the use of cigarettes, smoking from three to six packages daily for three years, Four weeks ago he was put ina hospital to cure him of nicotine poisoning, but lockjaw followed in- stead of cure and the lad is dead. In the majority of observed cases cigarettes do not kill outright, but gradually destroy mind and body, filling the streets with young men who are nomin: alive but practically dead, The District building hen law is under con- sideration in House committee, and it is hoped | that adequate protection against double pay- ments may be devised for the benetit of the property-owner and builder.
