Some of the members who argued on the floor of the House against voting money to re- imburse themselves out of the government Treasury for the money stolen by Siicott are maintaining the consistency of their position by covering back into the Treasury the money paid them on that account. Mr. Sayers (Tex.) and Mr. Bland (Mo.) have already returned their drafts to the Treasury and others, it is understood will follow their example. The number who will do this, how- ever, will probably not be large. TO RESTORE THE MONEY TO THE TREASURY. Isis proposed by a number of members who de not feel that they have a right to the money to pass a bill providing that mone; remaining iu the hands of the sergeant-a-arms at the end of the Congress shall be covered int? the ‘Treasury, as was done im the case of the salary grab of "73. This is the plan proposed by Mr. Holman. and it is the ouly one by which the money may be surely got back into the Treasury uniess the money is put to the credit of the “conscience fund,” a thing some of the members object to. If they pass the bill covering left-over funds into the Treasury the members who do not feel tuatit is right to remburse themselves will simn- ply uot drew the money, and ia the course of time it will go back into the Treasury. FIPTY-ONE PER CENT THAT THEY MAY ACCEPT WITHOUT SCRUPLE, At the time of the defalcation an amount of money still remained in the sergeant-at-arms’ Office which if distributed pro rata among the members would bave amounted to about 61 per cent They are therefore entitled to this much Money without regard to the merits of the question of reimbursement for the defalcation. Most of the members will take this 51 per cent and turn over the rest. ‘There is no disposition on the part of those TMmembers who wiil not take the money to cast any reflection on their colleagues who do, and they are somewhat embarrassed in their desire to refuse the money graciously. WHO IS TO. BLAME FOR IT? Bad Docking or a ‘a Bad Dock Strained the Baltimore and Caused Leaks. It isa fact that is not generally known that the magnificent new cruiser Baltimore went to sea from Norfolk recently with some of her seams amidships newly caulked in order to prevent leakage. A report was received at the Navy Depart- ment the other day from the civil engincer of the Norfolk navy yard stating that the Balti- more was considerably strained when she was placed in the new timber dock there, causing quite a leakage before the water was all pumped out of the dock. A hasty examination showed that one or two Seams in the amidship bulkhead had started, and caulking was necessary in order to allow the vessel to go to sea, TWO OPINIONS AS TO THE CAUSE. A question imme: ely arose as to the cause of this, and a rapid survey of the dock was made. The civil engineer reports that in his epinion the bottom of the dock had settled sbout mine-tenths of an inch, while the Simpson Company, the builders of the dock, say that they do not believe the dock has settled at all, aud that if the ship was strained it was due to bad docking. ‘is is most generally believed, for it is thought to be that the settlement of a frac- tion of an inch, or even of two or three inches, ina dock 500 feet long, would effect a vessel over 300 feet in length A board will be ordered at once to investigate the conSition of affairs. The dock was built last year and completed in n September. Secretary Tracy’s New Naval Aid. Secretary Tracy bas a new naval aid to per- form the semi-official and social duties that have heretofore been attended to by Lieut, T. B. M. Mason, who recently sailed for Europe for his health. The new aid is Lieut. Allan G. Paul, who has lately been serving on the North ntic squadron as Admiral Gherardi’s flag x. He 1 extremely popular in the navy, and is regardea as one of the brightest and ablest yor officers in the servic; He is un- married and he calle Philadelphia his home. The White House was was brilliantly lighted last night at 9 o'clock, when the President and Mrs. Harrison received the delegates of the Wo- mau's Foreign Missionary Society of the Pres- byterian Church. The President and Mrs. Harrison were sasisted by Mra Windom, Mr. and Mrs. Wanamaker, Mrs. Rusk, Mrs. Mc- Kee and the guest of the house, Mra. been ng There were three hundred guests present, all the ladies wearing their badges and quietly attired in their street costumes, The Vice President and Mra Morton gave dioner party in honor of their guests, Mr. and Mrs. G. Bliss of New York, last evening. Mr. William Warren Card and Miss Maria Llewellyn were married yesterday at the resi- dence of Judge and Mrs. Bentley by the Rev. Dr. Hamlin of the Church of the Covenant, Mr. Card's home is in Pittsburg, whither he takes his bride after a bridal journey. Mr. Clarkson T. Colbert and Miss B. M. Hutchison, both of Virginia, were married at Mt. Vernon Church last evening, the Rev. Mr. Weightman officiating. The bride wore a traveling suit of blue and carried yellow rosea, The bridesmaids were Miss Maggie Hutchin- son and Miss Nannie Clements. The Senate Committee Thinks the Fue ture Will Remedy Present Evils. It was mentioned in yesterday's Star that Mr. Vest, the chairman of the select committee appointed May 16, 1888, to investigate the transportation of beet product, had presented to the Senate his long-delayed report. It is extremely voluminous and includes a synopsis of all the testimony taken by the committee in St Louis and elsewhere. In conclusion the committee says: “If the cat raisers of the United States are only true to themselves the immediate future promises deliverance from present evils. There is no excuse for panic. The worst feat- ure of the cattle trade is the fact that so many cows and calves are being thrown upon the market, the indication being that producers are panicstricken and anxious to realize now without regard to the future. There were marketed at Chicago during the past year 3,023,281 cattle, of wi nich 25 te 30 per cent were cows and 4 per cent were calves, The cattle raisers of the United States should be and are the most compatent judges as to their own interests, but if they will ac- cept a suggestion from those whose duty it has been for months to examine the cattle question in all its aspects, they will 2ease marketing their breeding and immature stock and dili- gently prepare for a larger supply and brighter future, It is only a question of time, and very brief time, when the problem will be that of supplying our own people with beef without regard to foreign markets,” Final Trial of the Vesuvius. The contractors for the dynamite cruiser Vesuvius yesterday notified the Navy Depart- ment that they would be ready for the final horse-power trial of that vessel, which is to determine the matter of her acceptance by the government. This notice came so late that it was found to be impossible to get a board of officers on the vessel in time and the trial will probably take lace next week. The vessel will run over a Eve-mile course and in this run she will have to develop un average of 3,200 indicated horse power, but itis not thought that with this power she will make more than an cighteen- knot rate, whereas her contract specifies a rate of twenty knots. The contractors claim that they have already complied with the speed requirement, and this claim will —— be admitted, although there are yabts cast upon it. If the 8.200 horse power is developed on the coming run the vessel will undoubtedly be accepted, and of this there is no question.
