NOY THE EVENING STAR has the fullest Local Circulation of any Newspaper in the World, and ns an Advertising Medium is worth more than all the other papers published in Washington. The number of new advertisements printed in last Saturday's Star was 594, being 62 more than ever before appeared in a single issue of the paper. 36,736 copies of Saturday's Star were sold and circulated, of which number 33,718 were circulated within the city limits,—23,426 copies being delivered at the residences of regular and permanent subscribers ! The aggregate circulation of Taz Stan on the corresponding day last year was 33,817, and the number of new advertisements in that issue was 385. The foregoing figures need no comment. It is only asked that their ful significance as in- dicating the value of an advertising medium be understood and weighed in the balance against vague and bombastic claims in which the use of figures is carefully avoided. CLARK, Notary Public. oo The advocates of the spoils system claim that the platform declarations of parties and the and individual pledges of political lead- ers on the subject of civil service reform are shams, intended to deceive the people, not in- tended to be followed after election, and they call upon those who have made these pledges to break them and to cease to be hypocrites. There are politicians who place consideration of the public interest above the gratification of serving as patronage dispensers, and there are politicians who believe it to be to their party's interest to observe good faith in respect to political pledges, in spite of a personal longing ou their part to handle the spoils of office. Such men will beasinvulnerable to an appeal of this kind as the warmest advocates of the merit system who are not active in politics. The re- maining politicians, who may fairly be accused of giving pledges in order to obtain votes by talse pretenses, have already fully committed the act of hypocrisy in making the sham pledge upon which the voters haveacted. The invita- tion of the spoilsmen to them is, therefore, not to cease to be hypocrites, but to confess that they were hypocrites when they made the pledges, and are now shameless liars when the time bas come to fulfil them. It can hardly be expected that many persons will respond favor- ably to an appeal of this sort. oe: oo ‘The proposed Methodist University is meet. ing with liberal encouragement both in and outof the denomination.
