Some of its work is merely vague and preliminary. But if in course of time Ameri- an peace, almost from pole to pole, prevails in consequence of the holding of this conference; if a convenient international currency shall result from it, and reciprocity in trade—an ex- tended application of the free trade existing between the states of our federal union—the ‘ork will have repaid the workers and the ver- dict of humanity will have been favorable. It takes long years to develop the benefits of a far-reaching enterprise like this, Let no one be discouraged if no immediate result what- ever follows upon the deliberations of the con- gress, In the nature of things trade cannot be turned from its channels in a day, a month or year. Our visitors have been with us nearly # half year. They have labored assiduously with our own delegates to accomplish the sev- eral purposes for which they assembled. They have visited number of American cities and inspected American industry on the spot, They go forth from the capital again, this time to enjoy southern hospitality and witness south- ern progress. Upon their return from a three- weeks’ tour to that part of the republic they will take final leave of the capital and bid adiea to our shores, The Srar rejoices in the prospects of good to grow out of the congress of all the Americas, and extends its best wishes to the foreign delegates, our brethren in neigh- Dorhood and republicanism, —— Montana secures full representation in the great American Union, She enters as a Re- publican State. She was a Democratic Terri- tory until the attitude of the Democrats as to the admission of the new States displeased her people and they chose a Delegate from the other party. The recent elections indicate a disposition on the part of the Montanese to return to their former party allegiance. ‘Whether this tendency is to be persisted in will depend largely on the conduct of the Republi- cans and especially on the conduct of the State’s Senators and Representatives in Con- gress, There are indications that the Repub- Jicans will make a mistake if they count the now States as certain to remain in the Repub- lican column. The Republicans can no more do what they please and retain control of the uorthwest than the Democrats can do what they please and retain control of New York. a The tariff bill and report and the two minor- ity views are at iast before the country. The bill1s professedly a protective measure, in- tended to build up a home market as to every- thing except sugar. It is advocated on this very ground and attention is called to the fact that the committee of ways and means is con- cerned rather with production than with prices, ‘The report of the minority party sets forth the argument against protection. Mr. McKenna, in a minority republican report, expresses the views of the sugar producers, who are numer- ous in bis state of California and in the states of Louisiana, Kansas and Nebraska, To this dis- senting member of the majority protection is a prineiple to be applied to all industries or none, _ The Chicago Inier-Ocean helps to perpet- ‘uate an old error when it says that the Ameri- can Constitution was an absolute creation in- stead of a gradual development, All the new writers on our constitutional history insist that the framers of the Constitution builded wisely, though perhaps unconsciously, on English models, and certainly the idea of a written constitution of government was conceived as far back as young Sir Harry Vance in the days ef the Commonwealth. Save the thirteenth century no English period is so worthy of an American's careful study as the era of the Long Varliament, oo Aconstitution for Russia! While the Scla- vonie political civilization is lowgr than that of the rest of Europe it is a distinct civilization worthy of our study, even if it does exist in a rudimentary stage. The household community in the southern tribes and the village commu- nity of the northern are types as unmistakable as the hundred and township of the Teu- tonicrace. In these village liberties, preserved under Tartar and Romanoff despotism, are the germ of better government.
