EDUCATIO PRC ALIEN LAND LAW IN THE HOUSE rte SENATE, FOR RENT (Prats) FOK ki FOR REN CHovszs), FOR RE Mr. Mitchell gave notice that he would ad- dress the Senate next ‘Tuesday on his proposed constitutional amendment for the election of Senators by the people. ‘The House amendments to the Senate bill for a public building at Allegheny, Pa., were con- curred in, On motion of Mr. Cullom Senate bill to an- thorize the construction of a bridge across the Mississippi river at some accessible point be- tween the mouth of the Illinois and the mouth of the Missouri rivers was taken from the cal- endar and passed, On motion of Mr, Mitchell the House bill granting t6 the Palouse and Spokane railway a right of way through the Nez Poree Iudian reservation in Idaho was taken from the ealen- dar and passed (with one verbal amendment). TH MONTANA ELECTION CASE was again taken up and (as Mr. Daniel did not claim the floor to continue his spyech of yester- day) Mr, Gibson addressed the Senate in favor of the democratic side of the anestion, The consideration which he had been able to give to the case, he said. had led him to the conclusion that the reports of both the ms jority and minority of the committee rested alike on «a fundamental error. ‘That error iu- volved the proposition that under the constitution and law of Montana no quorum of the legislatnre had ussembied either in the Tron Hall (the republican branch) or in the court hoase (the democratic branch). Leas than a quoram, he contended, had not any right to pass upon contested ciec- tions and to seat the one set of claimants or the other, Messrs. Clark and Maginnis, he said, had the only credentials of an officer an- thorized to issue them (the governor of the state); but they were imperfect ercdentials, inasmuch as they were not counters 1 by the secretary of the state and did not have the senl of the state. On the other hand, the paper that waa presented by Messrs. Sanders and Powers (signed by the secretary of the ter- ritory) was entitled to no more consideration than the certificate of a coroner or a justice of the or even of an 0! r of another State, LADIE!
