EVENING STAR: WASHINGTON. ha Dp. C.. MONDAY, APRIL 14. 1890-TWELVE PAGES. THE EVENING STAR, WASH 4 NGTON: The number of new advertisements printed in Tax Star last Saturday was 522,—the most that have ever appeared in any single issue of the paper, and its circulation was 36,868: ‘Tue Stax doesn’t need to do any born-blowing about its “boom.” The facts speak for it. a “J stick to my friends and to my enemies, and I never lose my head in discussion.” Such were the reasons why Samuel Jackson Randall succeeded in life. as stated by himself when a friend enquired of him what were the grounds of his success, To the student of American history the great man who died in this city yesterday at the dawn’s early light is tobe compared only with certain iron-hearted men who led the democratic party in the state of New York shortly after the Revolution and in the next generation. With no men of great note the Pennsylvania school was he pre- cisely fomparable, because between him and them there were broad marks of difference, from McKean to Dallas, Buchanan and Black, But there was between George Clinton and Silas Wright and Mr. Randall a strong like- ness. Randall's points of superiority over most of nis cotemporaries were knowledge of men, decision of character, confidence of the public in his personal integrity and inflex- ible adherence to his own opinions when once formed. He was no tactician for mere success. If he had been he would have conceded some things to bis party associates on the tariff question and become their leader on this as he was on other living subjects. As a floor commander in the House of Representatives he bas had no superior. Lacking the gift of eloquence and perfect suavity of manner. Mr. Randall is not to be ranked with the Titans of parliamentary strife, with Pitt, Fox, Clay and Gladstone. Nevertheless, his place as a leader in our Congressional history ix an assured one for the reasons indicated. Latterly fallen out of actual leadership in his party he was always, to the last hour of his life, a great figure in his party and in the public life of his country, and in his death an able, honest and courageous mab passes away. a To-day is Senator Morrill’s eightieth birth- cay. The District wishes to the venerable statesman many happy returns of the day, and the expression of this wish is marked by a heartiness and a sincerity which do not usually accompany the stereotyped formula, Senator Morrill is not only a distinguished and useful legislator in national affairs, but he has for many years performed conscientiously and faithfully the duties mmposed upon him by the Constitution as a local legislator for the Dis- trict. The Capital has reaped the benefit of his unselfish, intelligent and persevering labors in its behalf, and every public-spirited citizen of the District is his constituent, admirer and warm friend. —— The cable road is a working success. Trains of cars have glided over it loaded with pas- sengers. ‘This is a notable event in our local history. It marks a step in the development im the conditions of the local railways which is timally to abolisi the car-horse and substitute in his place mechanical motive power. The ideal motor is the electric storage battery, since by its use each car is independent of all others, and an accident to the motive power dves not stop the whole system. But this form of motor is for the present expensive, and is yet viewed as in the experiments! stage; and for the improvement which the cable and underground electric systems offer in compuri- son with horse service the public will be pro- foundly grateful. and will indicate its appre- ciation by increased patronage, as the succes- sive substitutions are made. —— + Such a spirit of municipal reform is regnant in New York now, that politics will not be able to declare its regular semi-annuai dividend. ee The American Squadron of Evolution has succeeded in introducing “Daucing in the barn” to several ports on the Mediterranean, — Providence has gone democratic.
