Lh] SOCIAL MATTERS. Mrs. Harrison’s Afternoon Reception— Personal Notes, Mra. Harrison's drawing room on Saturday afternoon was a charming occasion. The ar- rangements for managing a large company Were perfect. and it was entirely owing to the expert handling of the crowd that so many | were passed through the house, and compara- tively so few left out. The blue room was decked with cut flowers and growing azalea trees in full bloom. Outside the house the magnolia trees and the hyacinths filled the bright warm air with perfume. The Marie Band played in the red corridor. Mira. Harrison aud her lady assistants stood in front of the sofa barricade in the blue room and aciously received the throng of callers, Mra. arrison wore a splendid gown with « train and bodice of pansy velvet anda petticoat and vest of white satin, richly trimmed with pearls, Sulle and white ostrich feathers. She was as- sisted by Mra. The Vice President and Mrs. Morton will en- tertain a large company at dinner tonight. Mrs. Patterson and Mrs, Cilley will receive tomorrow afternoon for the last time this sea- fon, as they will leave the city in a few days for their home in Cambridge, Mass, Mrs. Hammond entertained a company of Iadies at luncheon at Belcourt on Satarday. Mrs. J. P. Jones entertained the members of the French class on Saturday night. Mr. and Mrs. Henry Strong have invited a company to meet the members of the Literary society on Saturday night, the 19th instant, Senator Morrill celebrates his eightieth birthday with a reception tonight from 9to 12 o'clock. Mrs. J. N. The First Train and the Luncheon Af- terward—Crowded Cars Yesterday. Saturday was undoubtedly a great day in the history of the Washington aud Georgetown Kailroad Company, for in the first trip of a cable car, once the tracks of the 7th street line, itsaw the inauguration of a new system of locomotion in this city. The event was treated, 4s itshould have been, as one of considerable local importance, as the interest aroused on that occasion went clearly to show. The di- rectors of the road had issued invitations to a large number of prominent citizens to be pres- ent at the celebration attending the first trip and but few regrets were received. The program of the day included a ride around town on the first train, with an inspection of the power house and plant afterward, to be followed in turn by a banquet, and this program was c: ried out to the letter. Some time ago # pr liminary trial trip was made to see that all worked well, but the first regular train to leave the power house left Saturday at « few minutes etter 12 o'clock in charge of Gripman Law- renee Ody, It is seldom that three street cars carry so distinguished a list of passengers as aid the one grip car and two passenger coaches that composed THE FIRST TRAIN. The trial train returned to the power house ®t 1:30 after a trip that was watched by crowds of curious people all along the line. After the Power house had been duly admired and pro- nounced to be the most complete and best equipped in the country, the party adjourned to one of the large rooms upstairs where a magnificent luncheon was spread. CROWDED CABS YESTERDAY. Dr. & A. Sumby, chief marshal of the emancipation day parade to take place Wed- nesday, has arranged to organize the parade six divisions, the first two comprising the military organizations and the other four the various civic organizations, of which it is ex- pected a great number will turn out. The procession will be formed at K and 7th streets and move at 12 o'clock, going west by way of New York avenue, I, 12th and K streets as far as Washington circle, then east by Penn- sylvania avenue, passing through the White House grounds, where it is expected the Presi- dent and cabinet will review the line, down 15th street to Pennsylvania, to Louisiana avenue to D street, to Ist street west, passing by the Dis- trict buildings, where,the Commissioners will view the line, to B street north, to 2d street northeast, to East Capitol street and thence to Lincoln Park, where the oration will be de- livered. COMMITTEE MEETINGS. The finance committee for the emancipation has installed a new chairman, W. H. Brooker. Mr. Geo. Washington, of the committee on stands, begun the erection of the stand today. The committee on speaking has decided that on account of the number of speakers the oration of the dav will be limited to thirty minutes and all the speakers ten minutes. The committee on arrangements, Mr. W. H. Jackson, chairman, reports that the National Band will head the procession April 16, and that everything is moving along nicely. Mr. Chase, president of the day, states that the procession willl be the largest of the kind that hasever taken place in this city. ‘The en- tire colored militia of this city and Baltimore will be in line under the command of Maj. C. A. Fleetwood. The banquet that will be given at the Cadets’ Armory after the parade, will be med by Hon. James M. Townsend, and Hon. - C, C, Astwood will preside. Chief Justice Bingham Explains His Ruling as to Evidence in Liquor Cases. In the Criminal Court today the trial of Dis- trict cases appealed from the Police Court was resumed. In the cases of Frank Sevasse, charged with keeping an unlicensed bar, and Valentine Guser. for Sunday bar, nolle prose- quies were entered. In the case of Albert C. Justus, charged with being an unlicensed commercial agent, the verdict was set side and the case disinissed, the Supreme Court of the United States having de- cided the act to be unconstitution: The case of James Watson, charged with keeping an unlicensed bar—Mr. F. P. Cioss for defendant—was called for trial. It was not denied that liquor was sold, but it was con- tended that certain officers during the absence of Mr. Watson, who was sick, procured liquor there from the clerk. Office McNamara testi- fied that he was ~< the names of several arties who were thought to be violating the w, and, suspecting Watson, went there and got liquor and subsequently sent a colored man there and be got half a pint of whisky. Officer Stearman corroborated Officer McNamara, The colored man, Wm. Hunter, testified that he bought the whisky as etated. On crons-ex- mination he testified that he was sent by Ser- geant Robey from Georgetown. He was given #5 by Sergeant Kobey besides the money to be used in the purchase. On redirect examina- tion witness said he went there to get the whisky for the officer; said that the police had nothing to do with getting him in the buresu of engraving and printing. Mr. Closs asked if he had been correctly in- formed that such evidence would not substan- tiate the charge. The chief justice said his ruling seemed to have been misconstrued. He had said that if the charge was the selling of a single glass of liquor and if the government furnished the money and induced the sale the evidence could not be received. When the prosecution was for an unlicensed bar and the question was as to keeping place where liquor was sold it not necessarily follow t_the evidence should fail, If it was believed that the party kept such a place and witnesses were sent there to ascertain if it was so their evidence as to the surroundings and the business could be re- ceived that the jury might decide if liquors were sold in violatjon of In : For the defense it was testified that no charge was made for the whisky, of which a half pint had been sold; that the proprietor was absent in the country at the time and had wit explicit orders against the selling of liquor by the small.
