Once more the base ball enthusiasts of the city were doomed to disappointment yesterday when the rain began to fall during the middle of the day and continued through the after- noon, The game between the Senators and the Cuban Giants had, therefore, to be postponed. As this is written it looks very much as though there would be a game today, but predicting is dangerous work nowadays. Mr. Hewett has decided to adopt one of the suggestions thrown out by Te Sram in regard to the notification of the public on wet days whether or not there will be a game. Hereafter whenever there is any doubt as to the chances of a contest coming off bulletins announcing the decision of the manager will be found posted conspicuously at the following i atthe corner of 9th and New York avenue, By this means a ma- jority of the would-be patrons will be reached without any effort on their part, and the points selected so central that all who have any desire to know can learnina few minutes. These bulletins will only be posted when there 38 @ possible doubt and not when no rain fallen or is likely to fall during the same day as that scheduled for the game. Next week will bea lively one at the park here if the weather is only a trifle more lenient than it has been this week. To lose three such games as those with Boston and the Cuban Giants and to play but one such game as that with William College is pretty hard lines, but it is only the fate that has come to most teams this year except those that went south. Treasurer Stevenson Archer was placed under arrest at his home at Belair yesterday, says the Baltimore Sun, upon a bench warrant issued by Judge Harlan of Baltimore. Messen- ger Maguire summoned him to appear before the governor at Annapolis on Tuesday next to answer the charge of malfeasance in office, which has been made against him. The legis- lative investigating committee have been occu- Pied in taking testimony relative to Mr. Archer's loans for which the state's securities were pledged. Thus far the committee have traced $43,500 of the $127,000 missing. The commit- tee made its report to Gov. Jackson. It recom- mends that the attorney general be instructed to proceed at once to bring suit on the several bonds given by Archer for the faithful perform- ance of his official duties and that the facts de- veloped by the committee in the course of th ion, with the testimony taken before the attorney general torney of Baltimore city. As s00n as the legislative investigation committee submitted its report and charge to the gov- ernor in Baltimore this afternoon he sum- moned State’s Attorney Kerr of Baltimore and Chief of Police Frey and after a brief con! ence it was decided to no longer delay criminal roceedings, but at once place the dishonest official under arrest. Mr. Pumphrey told him that he wanted to see Mr. Archer. Maguire, the governor's messenger, entered the room and after greeting Mr. Archer the messenger then read the fol- lowing notice: “State of Maryland, Executive Department, Annapolis, Md.—To Stevenson Archer, treas- urer of Maryland.—Sir: You are hereby notified that charges have been preferred to me against you for malfeasance in oftice and for misappro- Priation of the funds of the state, a copy of which charges and the names of the witnesses are herewith furnished to you. Several friends who had been present were asked to leave. and it was not until late that the family were made acquainted with the news of Mr. Archer’s arrest, aud it fell like a thun- der-clap among the! Mrs, Silver and Miss Daisy Archer were ussisted in caring for their mother by Mrs, Van Bibber. ‘The condition of Mr. Archer is such that it will be impossible for him to be moved for severkl days, during which time Detective Pumphrey will remain. The home of Mr. Archer was like a deserted building. Scarcely any lights could be scen from the outside and every one walked on tip-toe. In the town no one seemed to know what had taken place at “Hazel Dell,” Those who knew of the visit of Detective Pumpbrey thought he had come to serve notice on Mr. Archer to appear before the investigating committee. r. Archer has been under h for several days, ‘The grand jury of the criminal court of Bal- timore city have been advised by propor legal authority that if Mr. Archer's misuse of the state funds constitute embezzlement the grand jury of that city will present him for trial in’ the criminal court unless the case be removed. But if the acts committed constitute malfeas- ance in office the grand jury of the cireuit court at Annapolis will take cognizance of it, 00 oe CORNELL’S EMBARRASSMENT. Judgment Creditors Cannot Find Him nor Learn Where He Is. Alonzo B. Cornell, formerly governor of New York, is missing and his disappearance is caus- ing serious comment in financial circles, owing to certain transactions which have lately come to light and which are not favorable to Mr. Cornell’s business reputation, It is generally known now that he is either in hiding cr has kept out of the way to avoid the sheriff's offi- cers, as judgments have been entered against him for about #5,000 on promisory notes, of which he was either the maker or indorser. Half a dozen judgments for various amounts | have been obtained against the governor, and it is also reported in banking circles that he has issued a great deal of his own paper, se- cured discounts for it here and there, and the general belief is that a large amount of such paper is either now outstanding, protested or waiting maturity. Some of the governor's in- timate friends have said that the reason for his peculiar business transactions is due to what they believe is mental prostration and that sort of overbalancing of the mind which comes from overwork and mental strain. He seemed to have visions respecting the negotiation of business schemes of vast magni- tude, which his friends knew perfectly well were purely imaginary, His manner bas’ been nervous and constrained and he has become irritable, very loquacious and has been seen go- ing around the streets talking to himself ina nervous and excited manner, Some of his real estate transactions also have been so peculiar that they have confirmed the fears his friends have of his mentul condition, Jersey City’s Election to be Contested.
