The tongue we speak and write is aremarkable case in point’ Various efforts to reform its grammar and its orthography have deen made, especially during the present cen- tury of scientific development and expansion in all directions, One of these plans of spell- ing reform is that recommended by the com- mission of the legislature of Peunsylvania, pre- sented to the House committee on printing and to members of Congress by Alexander Melville Bell. The recommendations claimed for this simplified spelling system are economy of time, economy in printing. rationality in teaching, simplicity and practicability, ultimate per- feetibility and justice to the young. Mr. Bell says that the substance of the rules embraced i the recommendation might be expressed in a single sentence, namely: Omit all silent and phonetically dispensable letters. One thing that is striking ia the proposed reform is the principle contended for against other re- formers im the field, that there should be no prejadice in favor of what is already in use. It is certainly notable that we con- tinue year after year employing fifty per cent more of our time than is necessary in reading and seventeen per cent more than is required in printing the language. We puzzle our chil- dren's brains over the intricacies of varying sounds of the same letter. We waste time and money in an otherwise progressive age in read- ing, writing and book, newspaper and pam- phiet printing. But conservatism and the desire which is spplicable in the case of many pro- posed changes to preserve words in a form which will give a clue to their derivation are hkely to prevent any sweeping change, at least in the immediate future, and to confine the im- provements to those which are effected grad- ually but steadily by the omission in newspaper and popular use of unnecessary letters, So Whether Mr. Lodge's bill for the improve- ment of the postal service in the matter of se- curing eflicient material for postmasters is practicable may be questioned, but there is no question that there is great need of more effi- cent men toact as postmasters, To those liv- ing in large cities and towns this need dves not present itself, but when inclina- tiow or necessity takes men into the remoter districts the first objection they raise is to the poor mail facilities and the almost absolute lack of business methods and often of commen cour- tesy observable in the manner of copdacting “the post office. Of course it is not possible to muke a country office paying from $50 to $250 year @ first-class office, but it 1 possible to select a man or woman for the place who will be at his post at least once a day, who can read and write when he is there, and who is suff- cently careful of the interests of those in his district to see that their mail does not lie around his office from three days to three months, “according as his memory serves him.” ‘There are many offices to which these require- ments could be applied with benefit to the public. ————+ + The Bennett school law, which raised the main issue upon which the recent exciting struggle in Milwaukee was fought, is a law compelling children to attend school for three mouths in each year, and providing that no school shall be regarded as such under the act ualess there shall be taught in it as part of the elementary education of children, reading, writing, arithmetic aud United States history, in the English language. It does not directly command the teaching of certain things in the private schools, which would clearly be an in- tringement upon personal liberty. It renders compulsory the attendance for a certain period upon the public schools, over which the gov- ernment has control, and asa relaxation of this rule of compulsion it permits the substitution for the public schools of private schools which teach certain elementary English branches, So The compulsory examinations for promotion with the concealed examination-for-dismissal attachment are to be applied again to the un- happy War Department. If anything clse than \ gilant observation of a clerk’s work from day to day is necessary for the intelligent exercise of the power of removal for ineffictency, then jet suitable examinations avowedly for that purpose be established. They should not be mixed up with examinations for promotion, ‘Lhe latter should be voluntary and competi- tive, participated in only by those who are am- Ditious and hopeful of advancement. To com- pel all of a grade, on pain of possible dismissal for failure, to prepare themselves for a promo- ton eXamination, in which a majority of the cierks know in advance there isno prospect of & promotion for them, is a cruelty to the clerks ead @ tremendous waste of time and money to tue government. ——— ees The southern itinerary of the All-American Congress will extend from April 18 to May 10 inelusive, and from Washington to New Or- vans by seaboard and return by interior, It will give the tourists a pretty good view of tae southern face of the country, the people and their industries in their varied extent.
