4 THE EVENING STAR: WASHINGTON. THE EVENING STAR. WASHINGTON: March 26, 1890- Local of any Newspaper in the World, and as an Advertising Medium is worth mere than all the other papers published in MW ashington. —— Hew York Office: Room 93, Tribune Building, A very grave mistake will be made if the La- fayette monument be placed, as now seems to be seriously intended, in the south side of La- fayette squire, with the equestrian statue of for @ background i@king northward; and the effect will be quite as bad, and possibly worse, looking southward from Sixteenth «treet, when the outlines of the two groups will be mixed in inextricable confusion. No two works of ert, whether similar or unlike, should ever be placed so near together that one will inter- fere with the effect of the other, as must be the ease in the arrangement proposed. It is quite certain that the distinguished sculptors of the ‘Rew group would protest against it if they un- derstood its full import, and they cannot fail to be disappointed should it be carried out. That we have been spared the blunder of placing the Lafayette group where the Peace monument Rew stands is something to be profoundly thankful for, but that escape is no excuse for another mistake nearly as bad. As Tus Star has all along insisted, the true solution of the problem is to place the Lafayette monument in the center of the square bearing his name, where the Jackson statue now stands, and re- | 25 move the latter to another suitable site, which there will be no difficulty in finding. Dupont} Circle bas been named in this connection, be- cause the statue now there is too insignificant in size and character for the large space as- signed to it; but should any other proper point be chosen for it no objection would be urged thereto, The main thing is to have the new group properly placed, and the one site for it is the center of Lafayette Square. The rejuvenance under brighter auspices of the southern states, the first settled of our Unioa, is a matter of lively interest toali broad- minded citizens. The furrows of war and the traces of the peculiar institution are fast disap- pearing. Butasrapidas has been the pro- gress of that section in recent jears, there isa determination on the part of the leaders there of the new industrial development to hasten | the day when it can be said that in manufac- tures and other material things the south is not behind any part of the nation. The expo- sitions at Boston, Atlanta and New Orleans marked anew day with a white stone. The pioneers in those expositions are now promot- ing a scheme for holding in that city of the | uorth which shall manifest the greatest interest in the undertaking an exposition of the ma- | terialelements of southern prosperity. This Proposition is not alone a business plan; in its execution it will aid insolving what is termed the sectional problem. ; _ : The Senate will doubtless agree with the House's decision to postpone the world’s fair at Chicago until May. 1893. The question of the fair being disposed of, it may be well to recur to the matter of a memorial of Columbus’ discovery of America at the national capital in 1892. Surely something will be done at the | capital of the great republic to testity the pub- | lie appreciation of the faith, genius and labors of Columbus. If it shall be left to capitals of other nations which he served to mark appro- priately the four handredth anniversary of the most imposing event in history, then will the People of the United States of America have cause to hang their heads in a common national shame. Butit cannot beso. It must be that the liberal vote of yesterday, which showed what the people's immediate representatives thought was fitting and right in the matter of the world’s exposition, foretells their action in the more sentimental but no less historically important commemoration at the capital of the country. As to what form the celebration shall take the people of the United States would doubtless be satisfied with any signal and taste- ful memorial. The restoration and improvement of Niagara | Falls, while primarily a matter for the state of | New York, is of much importance to the whole American public, so large a part of whom visit | ~ it at least once in their lives, The commis- sioners of the state reservation, in their sixth | angual report to the legislature, state that the abrasion of Goat Island by the great force of the current accelerated at times by storms goes on without check, and in the lack of funds no measures of a permanent character have been adopted. It would seem that a great state like New York could afford to do more than appro- priate $25,000 a year to so important a labor as that of the preservation of the greatest water fall in all the world. SuSE mectndineennseeeeened Last night's meeting at the Metropolitan church in behalf of the projected Methodist university was an enthusiastic and successful one. The speeches were admirable. The edu- cational advantages of the capital were fully recognized and effectively stated. The Meth- odista are vigorous and successful workers in anything of this sort which they undertake, and im the university project they have the hearty sympathy and support of other denomi- nations and of all friends of higher education and of the capital The new university is as much s certainty as if it were already built, ae Some strikes when successful hurt the classes who labor. The strike of the coal miners of England secured an advance of 44 per cent in eighteen mouths. But coal rose 35 per cent. So it seems that whatwas the meatof the miners was the poison of the city poor who did not share in the benetits of the strike. a ‘The Irish, the very beneficiaries in intention ef the Balfour land bill, are not enamored of it, and it may be that they have sized up more accurately than others the big tory cat in the meal tub. ee ‘The French business men are persistently entering their solemn protests against our tariff bill, and they are hereby warned unless they discontinue such eutries a prohibitive specific duty will be placed upon all such pro- tests and they will be shut out entirely. Portuguese individuals in Mozambique are Westing English individuals in that locality with very much the same kind of courtesy that the English government is according that of Portugal. a General Boulanger offers to come back to To Visitors and Late Residents.
