WASHINGTON: SATURDAY ..-.March 22, 1990. ‘HE EVENING STAR has the fullest Local Cireulation of any Newspaper in the World, and as an Advertising Medium is worth more than all the other papers published in Washington. New York Office: Room 93, Tribune Building. Among the sdditions and improvements made fm the World's fair bill none is more striking then the title given to the working body. It is to be called, unless changed on its passage through Congress, “The World's Columbian Commission.” This is strong, comprehensive, euphonious and honorable alike to the Ameri- an people and to the memory of the great dis- coverer. The United States corporation is dis- pensed with and the commission is incorpo- rated under the law of Illinois. This will ob- viate the objection raised that the right of in- corporation was distinctly denied to the general government except in the federal territory by the convention that formed the Constitation. It is also stipulated that the commissioners to be appointed from each state and territory and the District of Columbia shall be selected equally from the two leading parties of the country, This is wise. In constituting the commission on a party basis of strict equahty of advantages party spirit will be best heid down or nullified. The action regarding the capital sam of the enterprise is more conserva- tive in the new form than in the old) The buildings are to be dedicated on the 30th of April, 1892, the date of the one hundred and third inauguration of President Washington. Right is reserved tothe members of the com- mittee to vote for any other dite than "92 for holding the fair, and the President of the United States shall receive satisfactory evidence that $10,000,000 has been raised or provided for before proclamation is made. The expenditure of the government for all purposes connected with the exposition is limited to the sum of $1,500,000. Now is perhaps the best time for the settle- ment of the question what sort of commemora- tiom should be held at the national capital. Washington is so obviously the place in which to play the official and political program of this great celebration that no voice ought to be raised either in Cougress or anywhere else against holding here some public celebration entirely distinct from but still in sympathy with the world’s exposition to take place in the interior metropolis of the nation. Many suita- ble methods have been suggested of setting up an impressive and nsefal memorial. Schools and teachers for pupils who are re- ceiving elementary instruction are the first requisites of a public school system, Un- doubtedly every one may fairly be taxed to educate the future citizens of the republic in the matters and to the extent which are con- ceded to be essential to intelligent citizenship. Such expenditare is for the public safety. In making it care should be taken that sufficient low grade schools to meet the demand are supplied. When this has been accomplished the higher grades which public liberality has provided are to be wisely fostered. The higher grades in Washington, and especially the High School, are hampered by the provision of the appropria- tion bill prohibiting the increase in salaries paid to teachers in grades now receiving $1,000 ormore, The excellent standing of the upper grades of the local school system should not be injured by restrictions upon salaries which curtail the number and tend to impair the ef- ficiency of the instructors in those grades. The high school is not to be fostered at the ex- pense of the low grades. But the needs of both can be met. oo On Monday the bill for the park along Rock Creek will be voted upon in the House. It isa measure most important to the interests of the city, and one which every friend of the capi- tal with its future development in view will wish to push to a favorable conclusion. The pic- turesque Rock Creek region will make a park which in time will compare with any in the world. To bring additional beauty and health to the capi- tal is an object for which all may strive without the prompting of a single selfish motive. The general support given to the project by citi- zens of all sections, the unanimous endorse- ment of the Senate, and the approval of the House committee, sll indicate that the popular character of the movement is recognized. a ‘The Philadelphia Times has turned its at- tention to the reformation of the evils of boarding houses and to the care of the suffer- ings of boarders in that town. One man with “marked agitation” complains to it that though his landlady gives them strawberries his in- valid wife is not given a late lunch; another says the butter is so greasy at his house that he cannot eat it; a third bewails the fact that everything he has is put up in the shape of Pie—from chicken to cocoanut; and so on through a tale of woe which must result in preventing immigration to Philadelphia and probably in turning it toward Washington, where our boarding houses are exactly what we would have them; where the beef steak is ‘enderer than love; where the pot pie blossoms as the rose; where the table floweth with milk and honey and the bill comes around as reg- ularly as the hired girl leaves when her services are most needed.
