Superintendent Powell, Postmaster Ross, Rev. Dr. Grimke and Dr. Witmer, composing a com- mittee appointed at a recent meeting of the school board, called upon the Commissioners recently to urge the necessity of a school ship for Washington. The Commissioners are in hearty accord with the scheme, THE ADDITIONAL WATER SUPPLY, The turning on of the water in the new 48- inch maim was productive of much good, as is testified to by the many congratulations the water department has received since Thursday morning. THE DEPARTMENTAL BATTALION. Friends at the Second Regiment Ar mory Last Night. The elank of swords, the rattle of muskets, the regulation blue, pretty faces, fashionable costumes. music, flowers and flags were all to be found in the quarters of the sixth battalion, D.C.N.G., at the second regiment armory last night. The ‘‘sixth’is generally known as the departmental battalion, being composed prin- cipally of employes in the government depart- ments, and its entertainment last night was in the nature of a celebration, because the bat- talion has just taken possession of its official home in the Center Market building. The Program commenced with company drills, Captains Wilson, Bawies and Bassett bemg in command, Then came mount, and while it was in progress Gen. Ordway, accompanied by Adjutant Gen. Long, Inspector General Gale, Quarter- master General Cranford and Capt. Taylor of the army. took up position on the east side of the t drill hall, A large number of na- guard officers clustercd around them ae icomed by Maj. Bartlett. Among Col. Clay, Maj. alton, Maj. Camp- bell, Capt. Parmenter, Capt. Ourand, Capt. omer, Capt. O’Brien, Capt. Beagle. Capt. Benson, Capt. Horton, Capt. Robinson and Lieut. ‘King. At least half of the audience was composed of ladies. Capt. Bassett was officer of the day at guard mount, while the officers of the guard were Lieuts. Keyes and Moore, Battalion dress parade closed the military ex- ercises, Adjutant Smith had a busy time of it because the battalion was making its initial et- fort in public, but the result could not have been otherwise than gratifying. A few men were in the ranks whose greenness was pain- fully palpable, but the great majority did good, creditable work, Music for the occasion was provided by the Third Artillery band and when the parade was over the band gave a prome- nade concert. In the battalion headquarters and the com- pany rooms there was a wealth of flag decora- tions and an ample supply of refreshments of all descriptions, The guests were splendidly treated here at intervals between the dances, for there was a “hop” in the drill hall, “Taps” did not sound until after midnight. The Canal Receivers. Messrs, Winship and Cushwa, the receivers appointed by Judge Cox of the District courts for the Chesapeake and Ohio canal, met yester- day at Hagerstown with the Maryland receivers, It is said that nothing was done except to ar- Tange in a general way for the work to be done. The receivers have arranged to get access to the papers and books pertaining to the District, ---. A Change in the Health Office. Some days ago Health Officer Townshend transferred Marshall L. Sothoron from office duty to duties of sanitary inspector and Inspector Parsons was placed in the office in his stead. Mr. Sothoron, who is a brother-in- law of ex-Representative Barnes Compton, did not like the duties of his new assignment and after performing the duty one day determined to resign. His resignation was accepted and Mr. Charles A. McDonald was appointed to fill the vacancy. McDonald is a son of Capt McDonald ‘of Potomac, Montgomery county, Md,, and was appointed upon the recommen- dation of Representative McComas, ——_—_ Men Hurt by the Fall of a Scaffold. A scaffold on a row of buildings in Le Droit Park broke down yesterday afternoon and Horatio Beckett and Wm. H. Moore, who were at work on it putting up the cornice of the houses, fell to the ground) They were in the employ of D. W. Stockstill, galvanized iron worker, and had nearly completed their work for the day, when the scaffolding gave way and precipitated them to the ground, a distance of over 25 feet. The eighth precinct police wagon took them to their homes—that of Beckett on Detrees street and Moure on 23d street—and they were attended by Dr. D. C. Stockstill, Beckett was injured about the hips and Moore had his shoulder dislocated. Both men are badly bruised. Recently the Commissioners receive¢ a com- munication from Dr. McKim and the other surgeons and doctors in the police and fire departments requesting that hereafter all ap- plicants for positious in these departments shall be made to pay an examination fee of $2. ‘The doctors did not say to whom the money should go, but it is understood that in view of their small pay it was intended for them. Several years ago, it will be remem- bered, the plumbers were’ made to pay a fee for examination before they could be regis- tered, but the matter was carried to court and tested. It was decided in favor of the plumb- ers. As this seems to be an analogous case it is thought the petition of the doctors cannot be approved, CAPT. ROSELL GOING TO INDIANAPOLIS, Several days ago Capt. Rossell received an invitation from the Commercial club of India- napolis, Ind., to visit the paving exposition to be held there onthe Ist of April. Bland’s Will of ’89 Sustained. In the Circuit Court this afternoon the issues on the will of the late W. H.
