Tue Crry Fixances.—The city is now well advanced on the last quarter of ‘its fiscal year, which terminates on the 3ist of May. The town is rather impecunious at present, the out goes having exceeded the incomes by o} £20,000; but’ a considerable portion of this sum ig represented by pavements and curbs laid this season for which the city has not yet been reimbursed by the property holders for whom it has made advances on her paving account, It is caleu- lated that some £11,000 will be repaid trom this source and this, with the $10,000 which the city council has authorized to be borrowed, will carry the city on until the taxes of 1590-91 be- in to come in. ‘There is no proposal to inerease the tax rate nor any probability of its decrease. Meanwhile the city has a number of debtors who have purchised property in which they were interested at tax sales and still owe for it. There are tax bills still charged to the col- lectors, rents, &c.—which will net the city over ANDRIA. A. Nelson alias “Tim.” The shooting which led to the charge occurred in “Hell'sB ottom,” not far from the door of the Fifth Baptist (col- ored) church, on Vermont avenue between Q and RB streets, adding yet another to the long list of tragedies in that section. The church, in front of which the shooting occurred. is known as “Brooks’ church” because the late Kev. Brooks was its pastor for many years. Some months there were many complaints made about the disorderly negroes who congregated in front of the church and one or more of those who were ar- rested were relieved of the razors with which they were armed and were sent down. There was preaching in the church last night and among those who attended the services were “Stump” Laws, “Tim” Nelson and William Travers alias “Tootsey.” It was about 10 o'clock when the Rey. Mr. Lee pronounced the benediction and te members of the con- gregation started for.their homes. As is usual after services a number of young men loitered about the church door and others stopped tlong the square to have a chat before return- ing to their homes, THE jOOTING, The church was almost cleared of people and the sexton was putting out the lights, when suddenly the report of a pistol was heard, the almost lifeless body of “lim” Nelson dropped to the pavement and “Stump” Laws disap- ared almost as quickly as though he had boon ied out bieat Of Cane Sam's big guns. Burga’s drug store was made a temporary hospital of, but nothing could be done for the wounded boy, as the bullet had passed through his right eye. Policemen Daley and Petritz soon arrived with the patrol wagon and con- veyed the dying boy to Freedman’s hospital, When the shooting occurred Wm. Nelson, brother of the boy who was shot, was only a few feet from the scehe of the tragedy, and when he helped to pick his dying brother up and carry him to the drug store he asked the dying one— “Who shot you?” The reply wus: through the eye,” DEATH OF THE VICTIM. When the officers arrived at the hospital the wounded boy was still alive, but could not talk, He died ina few minutes, Dr. Shadd directed that the body be removed to the morgue and the oflicers complied with the doctor's order, THE ARREST OF “STUMP” Laws. “Stump” Laws was looked for by the officers. He did not return to the home of his parents on Covington street, but went to the home of hI ter, No. 1819 12th street. Sergeant Dun- nigan and Officer Moreland visited the house mentioned and searched for the fugitive. They jookes all through the house and found only one room door locked. They secured a key to the door and upon entering the room they discovered “Stump” in bed under the cover. He was frightened and nervous and instead of doing like the last person pursued in that neighborhood for kiiling another, th sisting and murdering the off Stump! submitted quietly to arrest and was locked up, ‘THE DEAD BoY was fifteen years old and had been in the em- ploy of Mr. Kengla at Rhode Island aveune and 10th street for more than a year. The weapon used was a small twenty-two caliber revolver. Before it could be discharged the hammer had to be lifted. STATEMENT OF THE PRISONER. The youthful prisoner told a Stax reporter this morning that he did not intend to shoot “Tim,” as they had alw been friends, “I was going to New York tonight,” he said, “and 1 wanted to get ridof the weapon before going I gave it to vd cousin, Alf White, yesterday to examine and he kept it all day. I took the cartridges out of the pistol before handing it to my cousin and when he gave it back to me I put it in my — pocket, thinking it was still unloaded. Aiter he gave me the pistol I went tochurch and when serv- ices were over I went outside. Travers said to me, ‘come on, Tim, are you going home? I answered all right and he added: *Then come on,’ We made a start for home, when Nelson came up. He and Travers had some words about Travers’ umbrella and shoes, but I don’t remember exactly what was said. Travers then said, ‘Ob, oh, you needn't talk. I've got good shoes.’ “Travers and myself,” continued the pris- oner, “‘started off together under Travers’ umbrella, when Nelson ran between us and grabbed me and said something. I don't know what it was that he said. I was afraid that the pistol would drop out of my pocket and so I took it out to save having any trouble. Nelson again made a start toward me and thén the shot was fired.” ‘Did you intend to shoot him’ e! indeed. The pistol went off accident- “ Stump’ Laws shot me iy. “How did it go off without you raised the hammer?” “Idon’t know, If Iraised the hammer I don’t remember it.” “Where did you get the weapon?” the re- porter inquired, “It was given tome about five years ago,” was his reply by a Womah named Allen, in ploy I then was, Inever carried it out until yesterda: William Travers, about whom the discussion occurred, was arrested and l@cked up as a wit- ness, He tolda reporter this morning his version of the affair. STATEMENT OF TRAVERS, He said that he was the only one of the two who had an umbrella, He and “Stump” Laws were talking together when “Tim” Nelson, the deceased, came up, He (Travers) remarked: “Its a wet night and it’s a nice thing to have an umbrella.” “What's the use of having a good umbrella and bad shoes?” asked Nelson. He (Travers) denied that his shoes were bed and he offered to go to a gas lamp and show them. Nelson refused to go and he and “Stump” Laws walked aside. lravers was waiting for them to finish the conversation, and just as he turned to call to them the shot was fired. He says that there was something said between Laws aud Nelson, but be could not heur what it was, He saw Nelson fall to the ground and then Laws came running by and said: “Oh Lord, I have shot ‘Stump.’ ” The pistol used, it is said, was dropped on the pavement as soon as it was discharged, but the police could not learn what became of it last night, a THE BRAME DIVORCE CASE, $25,000 when collected. Glassic, counsel for Dr. Vilmos Condory, who was recently tried in the Police Court and sentenced as a suspicious person, filed a motion in the Police Court yesterday afternoon praying the court te reconsider the judgment heretofore rendered, recall the sen- tence passed therein and dismiss the case against him, Mr. Glassie, in giving grounds for the mo tion, referred to the molle prossing of the case against Mrs. Condory, and alleged that if one of the pair was guilty both were guilty, and that Dr. Condory could uot have the benefit of his wife's testimony. The case came up this morning and Mr, Glassie argued in support of the motion, Mr. Dumont argued in opposition, Judge Miller again defined the law and re- iterated the facts as shown at the trial, The motion was overruled, and the appeal stands so thut it will have to be tried in the Criminal Court. ———— PRINCE GEORGE’S COUNTY, MD, Proposed Washington and Marlbore Electric Railroad—Other Matters.
