Van WickLe, Notary Public. $$ The bill which the Pennsylvania railroad in- dicated to the railroad committee of the board of trade that it would frame has been intro- daced in the House. It offers nothing what- ever by way of concession to the public. It contains not « whisper of a willingness to sink and bridge its tracks, or to remove a single grade crossing, or to withdraw @ foot from the mall, or to surrender an inch of ite illegal holdings of public property. It retains the surface tracks with free right of way on the public streets, and the occupation of a free station site on the reservation, It pro- poses that in addition to retaining these gifts its lawless acts in seizing public property in the shape of streets or reservations and iv occupying them with illegal tracks be legal- ized, that the power of authorizing it to lay additional tracks which the Supreme Court haz decided to be exclusively in Congress be delegated by that body to the Commissioners, and that the power of condemnation which the railroad needs to extend its otcupation of South Washington be granted. These modest requests should be considered in connection with such projects for the improvement of the railroad occupation as that proposed by the Morrill bill. Limited power of condemnation and the right to reach the condemned property by tracks ought to be granted to the railroad, in order that it may enlarge its freight facili- ties, but by the same legislation the illegal en- croachments of the road should be checked and thus indirectly condemned, the tracks sbould be sunk and bridged, and the station withdrawn from the mall. ———— The Mississippi River Commission and the local boards in the states lying in the lower Mississippi region are the responsible leaders in any movement looking to a check of the tremendous flood that is pouring upon that portion of the Union. Most of the funds ex- pended heretofore have been expended by the parish levee boards. But in the emergency at present existing the Commission is the main dispenser of aid, because it is prepared to act with greater decision and is supposed to have large fands at its command. The truth is, as stated by an officer in New York incharge of the headquarters last night, the Com- mission has not more than $50,000 remain- ing unezspended @f the appropriation of $400,000 for levees made in September, 1888, $50,000 having just been sent to two engineer officers in the flooded section. ‘The Commission is composed of seven persons, nominated by the President, three of them selected from the army engineers, one from the Coast and Geodetic Survey—Treasury Department—and three from civil life, two of whom are civil engineers, Gen. Comstock, Chief of the Commission, is a distinguished engineer of the army. From the head waters of the mighty river to the Head of the Passes at its mouth the plans for operations of the survey and improvement of the stream are under the control of this Commission. By the luw constituting it it is made the duty of the Commission to prepare and submit the esti- mates of cost of such works to the Secretary of War, The Mississippi, its affluents and region of country adjacent to them comprise about 2,000,000 square miles, or two-thirds of the area of the United States, ——____ The Olsen lynching case in Wisconsin ended, as it should have ended, in the sentence of the lynching party. It is a pity the chief actors were not given the extreme punishment provided by the law. But the ringleader raved his neck by turning state's evidence and gees to a life imprisonment along with the murdered man’s widow and stepson and another person. Thirty persons were fined $100 each for riotous conduct.
