URGENT DEFICIENCY BILL. Amendments to the House Bill Pro- posed by the Senate Committee. The urgent deficiency bill as reported to the Senate by the committee on appropristions contains a number of amendments to the House bill The marine conference comes in for 35,000 not provided for in the original bill. This is at the request of the State department, the original appropriation being inadequate for the purpose. Eight thou- sand dollars is appropriated as an additional Sppropriation for the maintenance of the house of refuge at Point Bar- Tow, Alaska, which was established at this point last summer. The treasury building comes in for #9.450 additional to be used in repairing and completing the roofing. Payment of the salary of the assistant secretary of war is also provided for. The salary for April, May and June of the current fiseal year is to be paid, repcemeee to 81,125. The new cruisers San Francisco aud Philadel- phia are provided for by an additional appro Priation of #50,000 for stores, supplies, &c. The Joint Congressional Committee Going to New York—A Denial. ‘The Senate and House committees on imufi- gration held a joint meeting this morning. The agreement previously made by Chairmen Chandler and Owen was formally ratified. Under thisarrangement the committees will leave Washington next Friday morning for New York and hold an informal meeting that etening at the Fifth Avenue hotel. At that time they will receive all persons who may desire to present propositions respecting the location of the immigrant landing station, The governor of New Jersey and mayor of Jer- sey City will be invited to appear and atate their objections to the use of Bedloe Island for this purpose and their arguments in favor of the selection of Ellis Island. Saturday and Monday, if necessary, will be occupied in visiting the several islands under consideration and inspecting the work at Castle Garden. Invitations were received by the com- mittee to visit New York and meke the inspec- tion under the auspices of the New York state immigration commissioners, but the trip will be made independent of invitations from any source, CONGRESSMAN COVERT DENIES. Congressman Covert read a paragraph from 8 New York paper of Sunday which stated that he bad on Saturday inspected the work at Castle Garden and at the conclnsion thereof he wrote his colleagues on the immigration com- mittee that the charges made by Secreta Windom must have been conceived in a spirit of, oppcsition to the commissioners, rather than a desire for the public good. Witnesses Before the Special House Committee Today. When the apecial House committee sp- pointed to investigate the Ohio ballot box forgery met this morning Mr. Kurtz, late pri- vate secretary to Gov, Foraker, was present. The cross-examination of A, C. Sands was con- tinued. In answerto Mr. Kurtz witness de- nied that he had met Representative Grosvenor at Logan September 29 or that he had had a conversation of any length with Mr. Kurtz before he went into the governor's office September 30, Witness had not stated that Kurtz requested him to destroy his letter re- specting the Commercial-Gazette publication, bift wished to know what had become of it. Dad not remember telling him that Wood could give him information about the ballot box matter. MR, KURTZ THEN TOOK THE STAND and said that last Saturday morning he had telegraphed Chairman Mason to hold Mr. Sands until he conld produce an important letter. That evening he had concluded to come Sar. Sands’ statement that he called at the Gibson house in answer to his (Kurtz’s) letter did not agree with witness’ belief, as six weeks had inter- vened. The witness then read a statement he had prepared in explanation of his reasons for stating to Mr. Sands that he was not responsi- ble for the publication. Atthat time he did not recollect that he had told*of Mr. Sands’ communication respecting the ballot box matter to Mr. rhs a Dewspaper reporter, who had in turn told Mr. Halstead. The witness then repeated and insisted on the correctness of his testimony, which apparently had been contradicted by Mr. Sands respecting their conversation in the governor's office, HE FLATLY DENIED that Sands had told him to caution the gov- ernor against Wood. What he had said was that Wood could tell all about the contract, but tat he was bad character and he (Kurtz) would have to be careful about him. Mr. Sands stated at this point that he was sincerely sorry to be compelled to differ with his old frie: Gov. There are many here who believe Burchell to be innocent, and base their belief apon the fact that some mistakes bave been made as regards his identification, In the first place, Conductor Poole and the train hands are positive that Burchell and Ben- well got off the train at Eastwood on the morn- ing of February 17, while Station Agent Dunn and his assustant Jones are equally positive that neither of them got a there and that the gun case referred to in Poole's evidence was not put off there.
