New Jersey avenue and and North Capitol street and Massachusetts avenue up to tracks, and in addition E street between Dela- New Jersey avenues, and F street be- tween Delaware aud Massachusetts avenues are to be closed. Bridges are to be constructed at Massachusetts avenuc, H street and Boundary street. It is evidently contemplated that the tracks shall run at or near grade, for provision is made for long approaches to the proposed bridges. The practical removal of the main Hine of the present B. & O. tracks from the city would be » great advantage to East Washington. ‘The smount of surface track and the number of grade crossings would be largely reduced. The loop of tracks, however, which is the substi- ‘tute for the illegal ¥ at present used, if con- structed as proposed, would establish a great block of impassable railroad territory in the present used for station purposes, and the sav- img of the expense of the costly bridging at Massachasetts avenue, would prevent the re- moval from being, comparatively speaking, a drain upon the road's resourees. In order that the tracks may be the smallest possible obstruction to travel and traffic they should either be ele- vated so that the public can pass under them, or sunk to a sufficient depth so that bridgescan| mi3 be built across them without spoiliag adjacent property for considerable distances by the con- struction of long approaches, and the bridges should be sufficiently numerous to prevent the necessity of a long detour from his ¢ourse on the part of any one who wished to eross the tracks. This proposition on the part of the Baltimore and Ohie seems to indicate that the plan of tunneling Capitol Hill is abandoned so far as the railroad is concerned. Probably the interests of Washington will have to be pro- tected in the new phase which affairs have taken by propositions of amendment te the Farwell bill so far as the Baltimore and Ohio is concerned, and by a remodeling of the Morrill bill to apply to the Baltimore and Potomac alone. The fourth bi which apparently has a bearing upon the problem of regulating the existing steam rail- roads is that introduced by Senator Mitchell, im form for the amendment of the act imeerporating the Georgetown barge, dock and elevator company. It proposes to extend the Georgetown tracks of this company through the reclaimed lands along the river frost te 14th street and the long bridge, with the right to conmect with the trackg on this street and bridge and run cars thereon, It proposes a second extension of the Georgetown tracks along B_ street northwest to 7th street northwest. The tracks crossing 14th street would close that street as an unobstructed thoroughfare to the long bridge, and the privileges granted would be extremely valuable either to the Pennsyl- vania railroad im extending its system through the reclaimed flats and Georgetown to other connections, with the incidental gain of station and storage facilities, or to the Baltimore and Ohio in supplying it with the means of reaching southern connections.
