All the Streams Are Overflowing Their Banks and Doing Damage. Sr. Lovis, March 13.—Reports from points on the Missouri and Mississippi above here show the rivers to be rising. Telegrams from the interior show all the smalier streams to be very bigb and the lowlands in the vicinity of creeks and rivers to be under water. A dis- pateh from Simpson, Ill, says: All streams from Carbondale to Paducah, Ky., are miles and miles out of their banks. “rab Orchard creek above here is eight miles wide, while bey covers a territory hardly short of ten miles wide. The Cold Weather and Snow Begins to Tell on Cattle. Cmcaco, March 13.—A dispatch from Fort McLeod, N.W.T., saya: The cattle on the ranges are beginning to feel the effect of the cold weather. In the McLeod district there is as yet mo cause for apprehension, and on the north side of the river as far as New Oxley cattle are doing fairly well. It it reported that calves up toward the Porcupine hills are dying retty fast. The worst stories, however, come rom marth of New Oxley, ou the Red Deer river, about the northern limit of the country, where cattle are being ran on the range. How Some of Them Manage to Secure Clients. “I won't hurt my throat this morning calling collateral cases,” said Bailiff Hooe in the Police Court today when he discovered that only two of the persons charged with violations of the law had been able to secure the loan of a “V" each and deposit it asa guarantee that they would be in court for trial, In the dock were thirty-one persons who had to answer as many charges. Although there was not much “boodle” in the crowd lawyers were plentiful, and even before the court opened were stand- ing about the dock waiting for clients. Many persons who entered the court were accosted by one of the waiting lawyers with the jocular remark: “Good morning my man, you don’t come here often?” or the sympathizing query: “Are you in trouble?” In this way clients are got and often the lawyer receives as much as 50 cents as a fee, Of course some fees are larger, while there are occasionally even smaller ones. There is another sight witnessed about the court more than three hundred days in « year, and sometimes more than oncea day. It is that of a crowd of lawyers, loafers and others who sit on the railings around the steps und watch the unfortunate persons on their way from the “Black Maria” to the dark holes be- neath the court building.
