The evidence also shows that the only value of such a copy toa person about to be examined consisted in the idea which was given of the general scope of such examinations, which could be as weli obtained from sample lists printed im the commission's reports. Campbell was confused and contradictory ia his ideas of why he took the copy. and made a poor show- ing as a witness, but there is absolutely nothing in the evidence to overcome the clear proof that the questions given out had been used, Were not to be used again, and were utterly ‘worthless so far as giving toans competitor inan examination an undue advantage is concerned, Under these circumstances the bare statement that civil service examination questions were given out involves a suppression of the truth, mnjustly injurious to public confidence in the fair administration of the merit system.
