Coane, Notary Public. “The Post does not charge that the existing condition of things. as mearthed by the pend- ing investigation, shocking as it is, is of so hemous a nature as to demand a peremptory repeal of the law, although the tree is generally to be judged by ite fruits.” — Washingion Post. It is this sort of attack by insinuation which ‘Tue Stax has considered to be unjust and in- jurious to the merit system, threatening the in- terests of the public service and the nation, snd with them the interests of the clerks and people of Washington. Such comment is hardly to be expected from the recently announced civil service reformers of a superior kind, and lately avowed friends of the merit system, who are prosecuting an investigation of the Commissioners, It emacks rather of the spoilsman in disguise,who cannot drop the habit of twisting all things imto weapons against the merit system. The iusinuation of such comment is to the effect that abuses and evasions of the merit system ere fruits of that system, for which the law es- tablishing that system is responsible, and that such abuses, if of sufficiently heinous a nature, would justify a demand for a per- emptory repeal of the law. The attack is upon the law and the system, and not upon the abuses; for if the better enforcement of the law were desired violations would suggest a strengthening of the law, and not iis repeal.
