THE EVENING STAR. WASHINGTON: SATURDAY. -. March 1, 1990. Mow that the accusers of the civil service Commission have been forced to abandon the Practice of striking blows at the merit system over the shoulders of individual commissioners and clerks, aud, so far as public utterances go, carefully declare themselves to be filled with zeal, not to overthrow civil service reform, but to develop the real article and purify ite ad- tuinistration, the investigation loses the issue which made it especially interesting to the public. The spoilsmen who have been fostering the inquiry with the hope that something detrimental to the merit system might be discovered, and who have been twisting the facts with that purpose in view, may be expected to lose interest when it ws understood that the prosecution's purpose is to out-reform the reformers, Friends of the merit system, too, will take comparatively little interest in the discovery and discussion of the personal characteristics of officials of the commission if the merit system is not to be at- tacked, The prosecution and the commission cam pow, doubtless, be expected to labor shoulder to shoulder to secure full obedience of the civil service law on the part of every- body; severe condemnation of every departure from reform principles whether commission employes or political office holders be the of- fenders; the establishment of the merit system upon a firm basis, freed from obvious imper- fections in details of administration; and the wise extension of this system in pursuance of the promises of Presidents and political platforms, The prosecution is, it now appears, to show how the meritsystem can be better ad- ministered by the commission, and the commis- sion is to show how with increased appropria- tions and more carefully drawn legislation the law can be better applied to office-holders, and candidates for office. The results can hardly fail to be good. The civil service reformers will naturally welcome the prosecution with enthusiasm to their ranks, keeping, however, a watchful eye on tne fresh recruits in remem- brance of past expressions and record incon- sistent with their present position. <<< ‘The Methodists have decided very wisely not to have a collegiate department attached to their great university, soon to be established in this city. It will be a university in the broadest sense. Onward speeds the course of liberal education in the United States, The seat of the government is at last recognized as the suitable place fur a university town, We are to have not one but several great institutions providing post-graduate facilitie,, Washing- ton is the fittest university center in the world. Here in the freest of all countries under the sun aud oldest of the republics of the new world, here where political freedom gives stimulus to thought, breadth to culture and re- finement to civilization, here where we are “heirs of all the ages,”—Greece, Rome, Italy, England,—not to speak of our wonderful ma- terial advantages—we can impart learning and the spirit of enquiry which 1s better than learning and bless humanity with an educative apparatus superior to any in the old world. It will not be a half century before Washington will surpass Berlin, Leipsic and Paris as an edueational seat, ————s ‘The Baltimore and Ohio railroad, which has hitherto desired to tunne! through Capitol Hill and secure southern connections across the Long Bridge has now, it is stated, changed its plans. It is reported that it will seek permis- sion to obtain southern connections by cross- ing the Potomac above Georgetown, and that it proposes to unite present branches outside the city limits and bring them down Delaware avenue, retaining its present passenger station site. Its change of plan involves opposition on its part to the propositions concerning it of both the Morrill and Ingalls bills, now pend- ing, since they proceed on the theory that it will tunnel Capitol Hill, That it should obtain southern connections without adding to the surface tracks and grade crossings with which that section is now inflicted, would gratify South Washington. Whether East Washing- ton would be satisfied with the change would probably depend somewhat upon the provisions made for crossing over or under the tracks, Every device should be considered to render the belt of tracks as little of an obstruction to travel and traffic as possible. Those who think that all the tracks in Northeast Washington should be removed will not, of course, be pleased with the proposition, and many who believe that the station should be withdrawn frum under the shadow of the Capitol at least to a point north of Massachusetts avenue will pro- test against the retention of the present station site, +. = The result of the elections in the German empire seems to put South Germany, which is Roman Catholic, in the lead; for the Cartel parties, the government combination, have lost uearly half their seats in North Germany and the cities throughout the empire show heavy socialist gains. Bismark’s Berlin organ pro- poses to govern by aid of South Germany. This is the Bismarck under whom the May laws were enacted which stirred Roman Catholic Germany to its center a few years ago. The Centrist or Roman Catholic party, the strong- est single group in the Reichstag, is opposed to the leading points of the old Bismarckian pro- gramme, the anti-socialist laws and the huge standing army.
