THE EVENING STAR. WASHINGTON: EVENING STAR has the fullest Local Cireulation of any Newspaper in the World, and as an Advertising Medium is worth mere than all the other payers published in Washington. jew York OSce: Room 93, Tribane Building. “There isa very general interest felt in ing whether a system that will permit or admit of abuses such as are attributed to these aving the individuals (Campbell and Lyman), , administration of the iaw in their hands, is really entitled to the support and confidence of the people.” — Washington Post. Such comments as these indicate the real Motive of the prosecutors in the investigation ef the civil service commission. They may pretend hypocritically to be friends of the merit system and to desire to improve it by removing wrongdoers from its administration, but it has for some time been clear that the charges were ealy @ pretext for an assault upon the merit system, designed to give the impression that this system is not “entitled to the support and confidence of the people,” and to work, if pos- sible, a repeal of the civil service law in the interest of spoiix-seeking politicians. The fact that Campbell had taken a valucless paper from the files and thus committed a breach of official discipline has long been known and has been defended by nobody. If Lyman was more lenient with Campbell than be would have been with one who was not his relative, that is a fault which nobody has in- terposed to defend. But it has been steadily maintained that the acts of these officials have not been of a character to affect in the slightest degree the fairness of the civil service exam- inations, or to justify » withholding of confi- dence and support from the merit system. The jesue has been made between the friends and enemies of the merit system, the latter distort- ing admitted facts into a_spoilsman’s argument against the system, the former exposing and resisting this perversion of facta, The Fost, having taken the politicians’ side of the controversy against that of the people of the United States and against that of the clerks and people of Washington, is naturally not in | spmpathy with Tae Stan's suggestion in re- spect tothe requirements of local interests, which are, as the Post indicates, Tae Star's “old breastworks.” Our neighbor's expressed view that the clerks in a department should be cbanged as frequently as its head, is, of course, diametrically opposed to Tae Star's opinion that there should be a stable tenure of office for efficient clerks, Tae Srax has maintained that the principle that merit and not the mere complexion of a clerk’s politics shall determine the character of his tenure of public office tends to give to the government better service for the money which it pays in salaries, tends to relieve the lot of the government employe of some of its features of harassing and demor- alizing uncertainty, and tends to convert a numerous and intelligent element of the capi- tal’s population from transitory guests into property-owning, reasonably permanent citi- zens, It considers that a return to the spoils system would be a severe blow to the prosperity of Washington as a residence city and to the local interests in general, as well as # damage to the government service and to political morals. It considers tie spoilsmen who would twist the offence of Campbell and its treatment by Lyman into instruments for the overthrow of the merit system by securing a withdrawal of “the support and confidence of the people” to be the scltish and anscrupulous ene- mies of this city, of the government clerks, aud of the welfare of the public service. Tue Strap will venture to pursue its customary pol- icy of defending the breastworks of local in- terests, notwithstanding the disapproval of the Post, which in this matter finds itself fighting on the side of the enemy. ees In a debate of unusnal interest, abounding in fine points and oratorical display, Washington took easily the first honors yesterday. The speeches of Messrs Hooker of Mississippi and Gibson of Maryland, Mr. O’Ferrall of Vir- ginia, Mr. Milliken of Maine, and others were admirable presentations of the claims of Wash- ington asthe only proper site for the world’s fair and quadri-centennial of America’s discov- ary. But it was in the brilliant little gem of Mr. Wilson of West Virginia that we find all these claims packed together in terse, happy aad luminous phrase. Mr. Wilson, who has been so much with us that we regard him asa Washingtonian, began his remarks with a state- ment that the choice of a site should be gov- erned by the character we propose to give to the exposition itself. The value of centenmal celebrations toa lately discordant country in restoring the just historic perspective, the cos- mopolitan nature of the present quadri-centen- nial aa well as the keeping in the background of the commercial idea were all finely brought out iu Mr. Wilson's address.
