Kew York Office: Room 93, Tribune Building. The Post catechizes Tux Stan after the fash- iow of its investigation of the civil service com- missioners. It gives peremptory warning in the gruffest tones of the brow-beating cross- examiner that n0 evasions are to be permitted, aad it wishes to know, in substance, Taz Stan's opinion of the act of acierk of the commission in “stealing” examination papers, and with them aiding a friend to pass au examination, and of the act of a commissioner in condoning thie offense and promoting the offender, And it asks to be informed specitically whether Tar Braz endorses Campbell and Lyman, In yesterday's issue Tue Stan indicated very clearly its answers to these questions, It takes no personal inter- est in the fortunes either of Mr. Lyman or Mr. Campbell, aud if the evidence in the in- quiry had developed or should develop the condition of affairs which the enemies of civil service reform have assumed to exist in their denunciations, Tue Star would be among the first te demand the removal of these officials as traitors who have stabbed the reform which it was their duty to foster and develop. But the attempt to establish facts which would cast a suspicion of unfairness upon the examinations, und of official corruption on the purt of those administering it, and would render the merit system in its practical working « sham and mockery has so far, in Taz Sran’s opinion, proved a pitiful failure. If examination papers containing questions to be used again were «stolen by clerks with the connivance of their superiors and sold to candi- dates, and were utilized to gain govern- meat positions not to be obtaincd on the candidates’ merits, the very purpose of the merit system would be reversed, anda situs- tion demanding Congressional investigation aud vigorous treatment would exist, The evemies of the merit system in their discus- sion of the Campbell charges have insinuated of directly stated that this situation of affairs did exist; indeed if such were not the case their denunciations would be entirely deprived of point. But the evidence indicates very dif- ferent condition of things, of which all parties to the controversy were long ago fully informed. Instead of stealing questions to be asked and selling them, which is the offense in which the interests of the general public are vitally con- cerned, Mr. Campbell, according to the testi- mouy, bas committed only the technical breach ot discipline of removing papers from the files of the office without consulting his superiors, tuese papers couteining no questions to be used again aud giving no information except | vf the general kind which the printed ques- ‘cous in the commission's annual reports might supply. Mr. Campbell would have committed the seme offence whatever the character of the paper removed, ond according to the tes- tmony the fact that the document was an obsolete examination paper furnished no ag- gravation of the offence. This explanation was made long ago in the newspapers, and the exemies of the merit system should not have continued ther clamor and forced te charges to «u congressional inves- tigation unless = they = had_~—_—proof wich would overthrow tie defence aud make the issue one of great public interest. ‘The position of Tux Srak, and on this point it speaks for the government employes at the capital and Washington itself, ia not so mach ou indorsement of Campbell or Lyman or any- body elve, as a condemnation of those spoils- men who, knowing that Campbell's offence was uot one which affected to its detriment either the principle or the fair administration of the merit system, have treated it as a couclusive evidence that this system is a hypocritical sham, and, suppressing the truth, have at- tempted to use the matier as an instrument to »ostruct the reform of the civil service, to se- care « repeal of the civil service law, and to lamage im so doing the local interests of Wash- ingtou and the general welfare of the republic. eee The German elections for the Reichstag yes- terday are extremely important as showing the large and steadily increasing» sccial- tstlabor vote. This rate is double what it was in 1887, just asthen it nearly doubled the vote it cast in 1844, and in that year well nigh doubled the vote of i881. To understand these figures it is necessary to recall the fact that the combination of parties since 1887 has been between the government, the National Liberals, the Progresvists and the Catholics. The classes are arranged thus—the nobility and the burghers on one side, the laboring people and speculative socialists on the other The Parlia- ment choven yesterday will legislate for five years uuless sooner dissolved by the emperor. The elections show that the government is not relatively strengthened although it still has a majority. The social democrats have achieved some notable results, not the least of which is the defeat in Berlin of Herr Eugene Richter, one of the most distinguished of German- Liberal leaders, and the election’ of bls oppo- nent, Singer, the socialist, The increase, year by year, of the socialist vote, which is not fairly umdicated in the number of seats in the Reichstag won by that party, is a significant event. The old Emperor William was a popu- lar favorite, and in hos lifetime the full strength of the socialist sentiment was not expressed, His grandson has no such hold ou the people of Germany. To the American nothing is so singular in polities as the success of the political machine known asthe German government. It is due to the transcendently great organization which has existed in Prussia since Frederick the Great. Steim restored the service after the fall of Napolesa, and Bismarck bas developed Stein's Prussia into his own masterpiece, modern Ger- many. The soul of modern Germany is the government service, which incarnates all the elements of momentum and stability to be found in all the orders of the state—the profes- sions, trades and enterprises furnishing to the service of the state so large a proportion of | their brains and energy as to create in the lat- | ter a practical monopoly. What Germany suf- fers from today is a rush of blood to the head, ‘The socialist program may not be what is re- quired as a remedy, but it hes at least this | merit, that it will give the various orders aud voeations a chance to secure a part of the en- ergy which is now centered in the state. ' ro The Chesapeake and Ohio canal complication is still further compheated, at least for the present, by the resolution offered in the Hionse yesterday by Representative Lee of Virginia calling upon the Attorney General of the United States to inform the House if the fed- eral government has any interest in the canal, and if so what steps have been taken to protect that interest. Gen. Lee states that he has not made a caréful examination of the matter, but that he has been informed that the cities of Washington, Georgetown aud Alexandria sub- scribed for some stock in the canal when it was constructed and that subsequently the United States goverument assumed responsi- bility for this stock, which amounted to some- thing like a million and a baif dollars. The author of the resolution will endeavor to se- eure action in the House as soon as possible, not desiring to let the matter repose in the archives of the District committee. Meantime the canal railroad lease bill is progressing through the Maryland legislature.
