Conmzsroxpiva WErx, 1889.. I solemnly swear thst the above is = true end correct statement of the circulation of ‘Tae Eventve Sak for the week ending February 15, 1890. F. B. Noyes, ‘Treasurer Evaxtxe Stak Newspaper Co. Subscribed and sworn to before mo this seventeenth day of February, A.D. 1800. Jony T. C. CLARE, Notary Public. oe ‘The fight is between Washington and Chicago, To have the celebration in any other place than the capital of the most important country established in the land discovered by the great Genoese would strike every intelligent foreigner as a mistake and would not be approved by the majority of the American people themselves. When Congress comes to a decision, either next week or later, let these vital facts be borne in mind. The peculiar advantages of this city over all others have often been stated in Taz Stan. We recapitulate a few of them. Washington isthe seat of the federal govern- ment, the mecea of the states and of ail the republican nations of the world. Here are the great national buildings, the great national monument to the monumental man in history, the great national collections of art; the polit- ical center of the western world and of the whole republican world is right bere in Washington, The government's part in an international fair can only be fitly performed at the capital. Money appropriated by the government for the purpose of erecting inter- national fair buildings is practically wasted anywhere else. The buildings are needed for the general purposes of government and can be so used if the exposition is held in Washing- ton, but cannot be so used if another site is selected. Again, Washington can entertain more comfortubly the vast crowds who will come tos world’s fair than any larger city the accommodating facilities of which are mainly in its crowded hotels. Our new hotels and Sats with restaurants attached supplement an otherwise good hotel service. The numerous small hotels, eating and lodging houses of this city surpass in their cheapness, comfort and convenience of location anything known else- where in this country, if not anything known im the world. Then Washington is next door to the great seaboard cities, and not like Chi- cago in the heart of the contiuent remote from the ianding points of foreign exhibitors and sightseers. We have here, in conclusion, all advantages possessed by Chicago and some, of great moment, which that live metropolis of the lake region does not possess, ——__ Tare Sraz called attention editorially about a week ago to the proposition of the Columbia Central railroad company to run tracks down Maryland avenue to Stanton square, and urged tise necessity, if the proposition were cousid- ered at all by Congress, of providing in re- spect to these tracks all the legal safeguards which were adopted in the legislation concern- iag the Baltimore and Potomac and the Balti- more and Ohio, and othera which experience las shown are requisite for the public protection. Since that time a revised bill em- Lodying the same proposition has been introduced in the Horse, but in the changes not the slightest additional protection has been furnished to the people or to the city. ‘The board of trade m its declaration that new steam railroads should be required to enter the city above or below grade, so as not to obstruct travel or traffic, voices the public sentiment, ‘The proposition of the Columbia Central road that it be presented with certain streets and avenues for the accommodation of ite surface tracks is, in view of the evils of the present railroad occupation and the public efforts for relief, one of the coolest requests on record. I+ should not receive from Congress an instant’s consideration, oo La Fayette statue should of course be in La Fayette Square, The monument of the hero- President, Jackson, must have a place of equal prominence to the present one, where the wonderful feat of « horse and rider balancing themselves in the air can be seen of all men. There is no politics now in either the Marquis or Old Hickory. The nation cherishes the memory of both of her defenders, one as am ally and the other as a son. _—————— No doubt the temperance people of Lathrop (Mo.) had some ground of provocation for their movement against the saloons of that place, but the excess to which the advocates of temperance went in the wholesale destruction of property and in the employment of threats ot violence against the officers of the law, if any of the participants in the riot should be ar- rested for their action, were wholly indefensi- ble. The cause of temperance is never fur- thered by intemperance. The lawlessness at- ‘often justly to the saloon should not be imitated by those who fight against it. ———— - = ‘The tuberculous cow is nota myth and spe- elal microscopic tests of milk do not always show the presence of the bacillus of tubercu- losis. Mr. Francis Blake of Boston bad what he supposed were healthy kine, but a veterina- rian found tuberculosis in six of them and demonstrated the fact ater the death of the animals, The milk from one of these cows was examined by a specialist, who said the specimen was free from disease. Reliance for safety should not be placed in one test, which yaay fail to demonstrate what it is important to know. ‘The ational reformers—native and labor elements—have carried the Hawaiian elections. Government parties are in « bad way abrd@d, it sppears. They lost in Brazil, are losing in Portugal, aud fear they will lose in Germany and Great Britain, and therefore make conces- sons, $+. —______ “Mr. Woodbury, they will kill me.” The speakerewas the tirst General Harrison who was President of the United States, and his discourse was of office seekers. He died in a month. The second President Harrison is younger and tougher, but his experience has notenamored him of the spoils system. Put the reform of the civil service into operation ia all the small offices and let our national ex- ecutives have some chance for their lives and the public business Some opportunity for thoughtful dispatch. Perhaps the pounding without rules whieh the minority received was intended to reconcile them to the prompt adoption of the majority's Fules, as the choice between two evils, The New York Tribune doubts if Columbus would have discovered America if he could have foreseen Tammany Hall. His scruples & respéct tothe discovery would doubtless have been increased if he could nave foreseen the possibility of the discredit of a political, see tional and merely commercial celebration of the eveut when a national and appropriate cel- ebretion might have been held at Washington. Ee Se Civilization would have cause to shudder if suly a fraction of the alleged prison atrocities at Kara, Siberis, were proven to be true, . WITH SUCH BRIGHT, cnisr, SUN.
