WASHINGTON: Circulation of any Newspaper in the World, and as an Advertising Medium is worth mere than all the other papers published in Washington. Kew York Ofice: Boom 03, Tribane Building, Washington as a community is not interested in the fortunes or mishaps of individual civil service commissioners, or of boards of commis- sioners. It has sometimes happened that the ucts of such boards have been injurious to the interests of the population of the capital as weil as unjust om general principles, and in such cases they have been freely criticised. The establishment of the so-called examinations for promotion ix an instance in point. In attempt- ing to give voice to thé local sentiment ‘Tux Stax has been and will be for or against individual commissioners and boards according to ite judgment of the tendency of their acts for or against the welfare of the capital and its people. An investigation is to be had into the acts of the commission preceding the present one, into the acts of the present com- Mission, and into facta to be submitted by the commission which in its opinion call for legis- iative encouragement and development of civil service reform. The commission claims that such an investigation cannot fail to be of serv- ice mm advancing the progress of the improved system, and has placed itself im the position of courting such an in- quiry. No friend of the reform would feel it necessary to screen individual commis- sioners from investigation, if they had dodged instead of facing their enemies boldly. No- bedy is to be screened and mobody has asked to be screened, and the capital and the nation will hope that the investigation may investi- gate. In the absence of « personal interest either in the commissioners or their accusers Washington's main concern has been in respect to the bearing of tho controversy upon civil service reform generally, and the stable tenure of office for efficient government employes, upon which the prosperity of a large element of the city’s population de- pends. Those who bave been prominent im discovering or devising matters of have also, as a rule, been outspoken in opposi- tion to the merit system, and have favored the re-establishment of the spoils system, the most moderate among them advocating a change of government employes with every change in the head of the department in which they are em- ployed. The people are benefited, but the politicians fret uuder the merit system. There 18 always heavy pressure upon the administra- tion to violate or evade its civil service yeform promises, This fact renders friends of the merit system spprehensive of the effects of attacks upon the commission which logically have nothing to do with the merits of the re- form. When s spoilsman who desires the en- tire overthrow of the present system accuses a commissioner of personal shortcomings and upon that accusation bases an illogical attack upon the system, the evident motive of the accusation discounts it to the civil service re- former, and his natural impulse in the absence of evidence is to believe that the accusation is untrue or exaggerated. Moreover a personal attack of this kind is backed by the sympathy of all the spoilsmen and the mere fact of bringing it is| twisted into an argument against the merit system. It is only in this way that Washington is interested in the assaults upon the commia- sioners, If they are trifling in themselves and conceal an effort to overturn the merit system, or threaten that system in mere gratification of « persousl animosity on the part of the ac- cusers, Washington, whose interests are en- dangered, will surely view the latter as its enemies, The investigation to be held will probably develop, with other things, the motives and views of the accusers of the com- Inissiovers. ———— Gen. Boynton ina dispatch to the Cincinnati Gazette, published elsewhere in Tux Stan, gives the weight of his indorsement to the project of a purchase by the government of land south of ‘the avenue for the accommodation of the needed additional public buildings. If this plan were carried out a triple benefit would be conferred upon the capital. An unsightly portion of the city’s area would be made at- tractive, an undesirable element of population would be deprived of lodgment in a conspicuous position mear the business center, and the means would be supplied of satisfying the cspital’s urgent need for more public build- ings, which has recently received thoughtful consideration in the Senate. There is some danger, apparently, that the attorney for the District of Columbia will be overworked. When appointed he expressed the opinion that he could be of service to the District, of course outside of his legal duties, by appearing for it before committees of Con- gro. And now it is stated that he is required % ve, also outside of his legal duties, as a furcher into the political antecedents of army engineers, The duties which the law requires cf the attorney for the District are laborious and exacting. if faithfully performed; and especially is this the case since the code sim- plifying the District laws, which the attorney for the District confidently expected when he Notice is taken of the fact that fewer political dead beats infest the capital than heretofore ae been the case at the beginning of a Con- gress, and credit is awarded to the civil service reforms that have been instituted here under the Pendleton statute. True it is that the men who apply for office through examination are Se ‘The Virginia House of Delegates might well everiook technical objections to the action of the Committee on Elections upon the Australian ballot bill.
