This few papers do! TO REGULATE IMMIGRATION. Stringent Provisions of the Bill Pro- posed by Senator Chandler. Senator Chandler has prepared a bill to regu- late immigration in the United States, which will go for consideration to the special commit- tee on immigration, of which the author is chairman. It is a voluminous and compreben- sive measure, and is intended to include the best features of the various bills now ‘pending im Congress on the subject. AGAINST PAUPERS AND CRIMINALA, The first section provides that ‘no alien shail be admitted into the United States of America who is an idiot, insane, a pauper, or liable to become a public charge, or who bas been legally couvicted of a felony, other infamow crime or misdemeanor involving moral turpitude, or who is a polrgamist, anarchist or socialist, or who is aitiicted with any loathsome or contagious disease, or who has entered into contract, express or implied, oral or written, to perform Tibor or service for any person, firm, company or corporation in the United States, or doing business therein, or who comes or undertakes to come on a pre- paid ticket, or who receives the money with which to prepay his passage on a promise, understanding or agreement to labor for any person, firm, company or corporation withip. the United States, except as p ded in the alien labor act of | 1885, be admitted into the United States to labor for 4 limited time with the intention of returning; provided that this section shall not apply to professors in uuiversities nor muinisters of the gospel,” 4 TWO YEARS’ PROBATION. Section 2 provides that alien laborers may be admitted whose passage is prepaid by the bead of the family or some member thereof previ- ously a resident of the United States, the per- son prepaying the passage thereby ‘becoming responsible for the care of the immigrant for two years after his entry in case he becomes a public charge. DECLARATION OF INTENTION, Section 3 provides that every person intend- ing to emigrate to the United States shall make under oath a declaration and schedule before the consular representative of the United States at the port from which he sails; that he is not prohibited from entering | the United States by any of the provisions of section 1. The form of declaration is set forth in the bill; also the blanks to be used by the consular officers. This declaration shall be returned, when executed, to the person making it, and shall constitute a prima facie right to enter the United States. With exceptions therein after- ward noted, the bill providés that no naviga- tion or transportation company shall transport or bring iuto the United States any person not provided with this declaration, TOURISTS, By section 7 it is provided that the previous provisions of the bill shall not apply to aliens entering the United States for travel, pleasure or temporary residence, but such persons be= fore entering the United States shali make a declaration of their intention before a United States consul or other officer charged with the execution of the law, the form of which is set forth. Penalties are provided for the violation Or,evasion of this section. OTAER PROVISIONS, Section 12 sets out the mode of procedure in case an alien's declaration is attacked. Author- ity is given under section 14 for the issuing of temporary permite to residents of adjacent foreign countries who have occasion frequeutly to visit the United States, PENALTIES, RTC, fection 15 imposes a penalty of 1,000 (one- half togoto the informer) upon any person, firm, company or corporation in the United States who shall employ or attempt to employ an alien i violation of the provisions of this act, Section 16 imposes « penalty of from $100 to £1,000 upon a person who shall enter the United States in violation of the provisions of the act and afterward becomes a citizen, Bes- sides the money penalty he shall forfeit bis citizenship. Sections 17, 18, 19 and 20 relate to the duties of navigation and transportation companies bringing aliens into the United States, Additional sections provide penalties for the violation of the act by officers of navigation and transportation companies; that the moneys: collected under the act shall be culled the *im- migration fund,” out of which shall be paid the expenses of ‘its enforcement; authorize the Secretary of the Treasury’ to contract jor the care and maintenance of immigrants at any port; pfovide for the appointment of com- missioners of immigration by United States courts to superintend the execution of all laws pertaining to immigrants and immigration, with deputies and chief cierks at ports where arrivals of immigrants number trom 20,000 to 100,000 annuilly, the salaries of the commissioners to be $3,500 each, of the deputies 2.000 each and of chief clerks £1,500, with the usual percentage of disbursing officers, At ports where arrivals exceed 100,000 annually a rdof immigration of three commissioners shall be appointed with a superintendent and not exceeding five deputies. The commissioners shall receive $4,000 each, the president to receive $2,000 additional for per- forming the duties of commissioner of the United States court, the superintendent and the deputies 2,500 each. At places where the arrivals of immigrants do not number 20,000 annuatly the provisions of the act shall be en- forced by the collector of customs, A suitavle place for the landing of immigrants shall be des- ignated at each port, and the Secretary of the ‘Treasury is authorized to secure such real es tate and buildings at any port as are necessary to carry out the provisions of the act. Nothing contained ia the act shall be con- strued as applying to representatives of other countries duly accredited to the United States or their families or attendants, and nothing shall be construed as repealing any part of the act relating to Chinese subjects. Sent to Albany Penitentiary. Capts, Crocker and Coleman left the jail last evening with the following persons sentenced to the Albany penitentiary: Wm. Vosburg alias John Lee, larceny from the person, and Joseph C. Hayes, receiving stolen goods; three yearseach, Bernard Carroll, false pretenses, and Harry Wallace, assault with intent to kill; ed years — Geo, at and Henry lohnson, housebreaking, one-half years each. Wm. Gordon, grand larceny, and Albert itt, hoi ; one year each, Vos- half years. A Gathering of Good Templars. At ite meeting on last evening John B, Finch lodge of Good Templars had a large number of prominent visitors. Golden Light lodge of Alexandria and Star of Hope lodge were pres- ent in a body and met a cordial reception. Af-
