How York Ofice Boom 03, Tribune Building, ‘The House rules bave been so defective for many years past that pretty nearly everybody bas favored some changes by which the public business could be better transacted. There bas never been, however, any concert of ac- tion. Politics and other things have produced differences and prevented any agreement upon 8 workable set of rules. The straw that broke the camel's back was the excessive filibustering of the last House—filibustering by party and Slibustering by a single individual, The coun- try could stand a hittis of this sort of thing, be- eause the rights of a minority were somehow believed to be involved, and for along time the vindication of those rights was supposed to be ef more consequence than the orderly progress of business. But the tactics of ob- struction were carried to the extremest extreme when one man ora mere handful of men could im gratification of a whim check entirely tho public business and deprive the House of all power toact. It wasseen that if this waa par- Mamentary right then in the interest of the pub- lic parlismentary right had to be curtailed. Various plans bave been considered and prece- dents from state legislatures and the British parliament have been adduced. At last the committee on rules of the present House have agreed upon a new code of rules which entirely cut off the filibuster, wiping out all dilatory motions whatever, pronounced by the Speaker tobesuch. It remsius to be seen if the new code, radical one way asthe last was radical another, be just the code best adapted for the purpose. All such things are tentative, neces- sarily. The democrats will, of course, fight these new rules with all the power left to them under Speaker Reed's construction of his du- ties as presiding officer. Their hostility cannot avail if the republicans have a quorum present when the question is finally settled. The people will be glad thatrules are to be adopted, and the public desire fora House of Representa- tives that has not voluntarily relinquished its legislative functions is sufficiently strong to prevent any general protest against even very radical rules that tend to enable the House to do business, Senator Bpooner’s bill regulating interstate ecommerce by telegraph, reported favorably in the Senate from the commerce committee by the suthor of the law regulating interstate commerce, Senator Cullom, is an important ex- ‘tension of the principle of that act. It con- tains, like that statute, along and short haul provision, which is intended to prevent un- reasonable preference or advantage to any per- sonor firm. It forbids special rates, rebates or drawbacks, excepting from its operation the United States government, state or municipal corporations and the press where the messages are intended for publication as news, The en- forcement of the act is placed in the hands of the interstate commerce commission, which is charged with jurisdiction over telegraph com- panies and their business, Government regu- lation of telegraph companies is clearly consti- tutional and is preferable for several reasons te governmental ownership of the telegraph system a8 au appendix of the Post Office de- partment. It is less costly to start with, less hazardous as an experiment, more satisfactory a8 producing less shock by the change, and ‘there is good reasou for believing that under it the public will receive many of the benefits without the suggested disadvantages of the postal telegraph system. Then, to those per- vons who object toa suddenly and largely in- creased civil service on the ground either of adding toomuch power unnecessarily to the federal government or of not affording suit- able opportunity for axsimilating the service, the Spooner proposition would appear to be the proper thing.
