The opposition papers say that it is an administra- tion back-down, humiliating to the American mame and character. The German papers of all parties aver that it is aGerman retreat. On its face it appears to be fur from providing what Germany desired. It compels the restora- tion of the king whom the Germans deposed and in ite general expressions it seems to estab- lish Samoan control of Samoa, under the joint supervision of the powers, mstead of the Ger- man control which that power demanded. The doubt suggested whether Germany has not suc- ceeded in obtaining indirectly what it failed to secure directly is based npon the provision which creates the office of chief justice for Samoa, with powers superior in substance to those of the king himself, and places his ap- appointment in case of disagreement between the powers in the hands of the King of Sweden, The nation which exercises the prevailing in- fiuence with the King of Sweden is the oue which will be stronzest in Samoa, For that nation may. by opposing the choice of the other two powers, always throw the appoint- ment to the King of Sweden and through him name the man of its choice. In the contro- versy over the Samoan King the republic has been victorious. Whether it has been equally successful in the provision concerning the king maker and mouider is open to doubt. The compromise is of a character to permit each of the powers to claim a victory and to be re- proached with a defeat. New York papers outside of New York city are beginning to recognize this fact, and the check upon world’s fair legis- lation at Albany is doubtless due to a growing public sentiment in this direction. The contro- versy should be settled in a manner which will leave no bitterness or heart-burning to render the fair a failure through the indifference or active hostility of a slighted section or jealous commercial or political interests, Chicago and New York should both voluntarily withdraw in favor of the nation as the host at the fair. They ean do this without humiliation. The nation will then give «nd pay for an adequate celebra- tion of America’s discovery at its capital. No section will be offended at a preference given to the national city—the city of all the sections, No elections are to be held in the capital in 1992, s0 that its selection will quiet political ap- prebensions. No commercial city will be jeal- ous of Washington asa rival and hesitate to strengthen it by aiding the fair. All American interests, sinking their differences, can meet here on common ground, and work heartily and enthusiastically for the success of @ national celebration, and they can do so nowhere else, ———S It will be remembered that in the arguments lately made by her advocates before the Senate committee it was claimed that the summer cli- | mate of Chicago is far more favorable for a world’s fair than that of Washington. This statement sounded well enough at the time, in the absence of statistics on the subject; but what is it worth in the face of the admission in the prese dispatches from that city, the other day, thatin a single week in 1887 over one hundred persons died there from sun stroke?
