A BILL I¥ RELATION TO LAND TITLES, Mr. Terry introduced in the House yester- day a bill amending the laws relating to land titles in the District of Columbia. The = rovides that the term “heirs” or other of like import shall not be requisite in ony “deed or will henceforward made of land, but that the term grantee or devises shall be sufficient. ¥ OF TREASURY WATCHMEN. A pill to determine and increase the pay of the watchmen in the Treasury department was Yesterday introduced by Senator Voorhees. ‘The bill fixes the monthly pay of watchmen at £80, lieutenants $90 and captain of the watch e125, 221,000 a YEAR FOR THE CHIEF JUSTICE. Mr, Scranton has introduced a bill in the House fixing the salary of the Chief Justice of the Sapreme Court at 21,000 a year and of the associate justices at $20,000. THE WonLD's FAI. The two bills for holding the world’s fair in Washington, one providing for issuing @15,000,000 in bonds and the other sppropriating 15,000.000 were introduced in ye House yesterday by Messrs. McComas and Wilson, respective! Decided to Be a Case of Total Disability. Gen. Raum, the commissioner of pensions, has rendered a decision involving a definition of ths words “total disability.” In the case under consideration the thumb and little finger of one hand of the claimant remains; but the commissioner finds that “the hand has been so mutilated by the wound and the flexibility of the httle finger has been totally destroyed, that there is nothing left to the claimant of the hand that is subject to his control except the thumb, and that is of no practical use to him because there is no other portion of the hand that can be brought in opposition with it.” The commissioner considers that this injury smounts to the destruction of the hand for all pene actical purposes, and, therefore, he decides it the claimant is entitled to a pension of $30, the rate for the loss of « hand. 7 Death of an Army Officer. RB. A. Williams, a captain of the United States eavalry, was found dead in his room in the Grand Union hotel in New York at 9 o'clock Yesterday morning. Capt. Williams was born im Pennsylvania forty-three years ago. He entered West Point military academy in 1865, became a second lientenant in the eighth United States cavalry in 1570 and a captain in 1856. He had been in poor health and had obtained a leave of absence. He intended to go to Europe. His body was found kneeling at the side of the bed, with his neck resting against the side Piece in such a manner as to compress the wind- Deputy Coroner Jenkins thinks that Silt was caceed by suffocation. It is thought he rose from bed during the night, and when returning to it fell unconscious at the side of the bed and was unable to help himself, The de- ceased officer has a brother in Pittsburg, Pa, A. K. Williams of this city is a brother of de- Ceased, and he left last t wight tor New York. Foreign Notes | of Interest. Rev. Grant is reported to be in good physical health, but mentally depressed. She seems to be ina continued state of lethargy and perfectly indifferent to current events. Books are neglected, magazines remain uncut and letters unopened. She is excused to call- ers and accepts no invitations, many of them being answered by messenger weeks after the event for which they were issued. She reads her husband's books over and over again, and from their pages seems to get as much comfort as « Christian from his Bible. The medallions, medals and miniatures in marble and carved metal once prized by the illustrious soldier are regarded with reverence, and in fits of abstrac- tion she will sit for hours polishing the one she happens to take up, ruining her handkerchief or a lace tidy in the operation. Death ofa Well-Knowa Clergyman. Rev. Charles Adams, D.D., who died at his home in this city Sunday) was born at Stratham, N.H., in 1908; his father, John Adams, was a revolutionary oificer, holding a commission in the first regiment of regular continental or United States infantry, and was & member of the Society of the Cincinnati. Dr. Adams was graduated at Bowdoin college in 1833 and shortly afterward entered the ministry of the Methodist Episcopal church, Early in his life he was appointed A principal of Newbury seminary at Ceepongy ills he subsequently be- came p:incipal of Wesleyan academy at Wilbraiam, Mass., where he remained for sev- eral years. After having charge of the Brom- field-Stceet church in Boston for a period Dr, Adams became professor of ancientand oriental languages in the Methodist general theological institute at Concord, N.H., now known us the Boston university. It is MINISTER FOSTER’S NERVE, He is Going to Give a a Big Dinner and ‘Test Mis Social Seatag, A special to the New York Sun from Ottawa says: The sensation last night was the an- nouncement that Minister of Finance Foster and his wife have issued invitations to a large number of senators and members of parliament and their families to a dinner on Friday next. Foster is Betermined to make one more effort to secure the social status to which his official position entitles him. His friends say that he is not going to allow Lady Stanly and Lady MacDonald to crush himself and wife socially, and he is now relying on the result of the din- ner to establish him in the social position that has been denied him at government house and Earnscliff. Before accepting the invitation every one is anxious to learn what everybody else is going to do about boat i Abducted in Bro Broad Dayli Daylight. In broad daylight Sunday morning a little girl, while walking the streets of Wilkesbarre, Pa., was boldly abducted by a well dressed man and since then nothing has been seen or heard of the little one. Her name is Pearl McAtee. She was on her way toa dairy when the man appr roached from behind, and picking her up is arms fled. Several persons on their way to early church saw the man and girl. The lat- ter was crying and the man was trying to pacify her. The abductor is believed to be the father of the girl, who has not lived with his wife for several years. He was well dressed and wore a high silk hat. ——_se0-_____ Cronin Jury-Bribing Cases Postponed. ‘The Cronin jury-bribing cases were called in Judge Horton’s court in Chicago yesterday morning. A.S. Trude appeared to represent John Grabam, who was said to be sick in bed. On this account Mr. Trude asked for a con- tinuance. Almost every one of the defendants was represented by a different lawyer or firm. All the defendants except Graham were present in court, After hearing the arguments the judge postponed the case until February 10. — — A Virginia State Seuator Dead. Judge G. W. Easley, state senator from the fifth Virginia district, died at Richmond yes- terday morning of Bright's disease. He had been ill since the 1st of January. His remains will be taken to his home in Giles county. They will be accompanied to the train by members of the Masonic fraternity, of which he was also a member, and Lieut. Gov. J. Hoge Tyler, and a committee of the senate and house will ac- company them to their last resting place in his native county. = Rules in the West Virginia Contest. Ata meeting of the West Virginia legisla- ture in joint assembly yesterday the committee to formulate rules to govern the proceedings in the contest between Fleming and Goff for governor reported in favor of allowing attor- neys not members of the legislature to appear before the jointassembly to argue the case. ‘The time to be consumed by the attorneys is hours only and the time set for argument to begin is Wednesday next. The minority re- port has been pel lores and will be placed in the hands of members and on the day set the con- test will be begun in earnest. $13,000 Worth « of Serap_ Iron. The celevrated scrap iron case of the Cata- sauqua manufacturing company of Allentown, Pa., against Philip Storm and John W. Hopkins was called for trial yesterday and will likely en- gage the attention of the court for several days, The suit is to recover $13,000, of which the company alleges it was defrauded by the de- fendants. Hopkins isthe present burgess of Catasauqua and Storm is an ex-burgess of the place, ‘The former was assistant superintend- ent of the company and the latter is a doaler in serap iron, The discovery of the scheme was made last March and créated a big sensa- tion. The Richmond ana ‘Allegheny Bought. The deed of transfer of the Richmond and Allegheny road to the Chesapeake and Ohio shows a consideration of $6,000.00 in bonds of the Chesapeake and Ohio, secured by the Cen- tral trust company of New York; $1,000,000 in tirst mortgage consolidated gold bonds; #1,- 000,000 in second mortgage bonds: $10,000 in pre ferred stock, the par value of which is 31,000,000, and 260,000 in common stock, the par value of of which is $6.0 00,000. Fighting With Sones at the Grave. The Polish church war at Plymouth, Pa., cul- mminated ina riot Sunday night. The Lithuanians again attempted to bury the son of a member of the church and went to the cemetery in strong numbers. The Poles were not present, they being under the impressioa that the body had already been interred in the Irish Catholic cemetery. It did not take long, however, for them to put in an appearance after they had heard that the enemy was in possession of the cemetery. About a dozen Poles, headed by Anthony Silvia, hastened to the P pes The Lithuanians were about to lower the corpse in the grave, when the angry Poles marched up to the crowd of mourners and demanded that | the coflin be taken up agi The Lithuanians refused. The Poles then picked as stones and hogan to teow Grenn tats We roca. The men stood their ground and for about five minutes a fierce battle raged. Several of the combatants were badly cut and bruised. Constable Gallagher arrived while the fight was in progress, He raz into the crowd and, pulling out his revolver, commanded the bel- fosrents to throw down the stones. He threat- ened to shoot. This had the desired effect. ‘The fight stopped. Gallaher and three other constables then placed the ringleaders of the Polish faction un- der arrest. —--— see. A Judgment Against the Bondsmen. In the Cireuit Court, Judge Montgomery, the trial of the case of the United States agt. George W. Taylor, Jos, E. Beardsley and C. M. Alexander resulted in a verdict for plaintiff for *545.77. This was an action on the bond of taylor as United States consul at Port Lewis, Mauritius, given July 7 1873, Beardsley and Alexander being the surities to recover a shortage, oe a An Improvement at Old Fort McHenry. From the Baltimore Sup. First Lieut. George A. Thurston, U.S.A., visited Fort McHenry yesterday, where he will be stationed to take the place of Major George F. Barstow, retired. Lieut. Thurston comes from the Washington barracks and will occupy his new quarters ina few weeks. Major Bar- stow was commissioned in 1875 and had been at the fort nearly three years. Previously he had been stationed in the south. In the cen- ter of the fort a wooden cottage, neatly painted, bas been erected for the use of the officers. It is two stories high. with an attic, and has porches running xround three sides, The rooms are used as offices by the colonel, ad jutant, quartermaster, electrical engineers for court martials, It 1s the oniy improve- ment that hae been made atthe fort for a num- The post trader has been re- moved by Col. Livingstone, Treasurer ‘Sent to Jail. George W. Wright, supreme treasurer of the Order of Fonti, charged with embezzling 38,666.20 of the funds of the order, was put on trial before Judge Finletter in Philadelphia yesterday. He entered a pleaof guilty. Wright claimed that funds accumalated in his hands; that other supreme officers told him to invest it: thathe put itimto an etching company in which he was interested and lost it. Judge Finletter said he proposed to assist in bringing back the good old times when trust money was considered sacred, and sentenced Wright to | $1,000 fine and six years’ imprisonment. He afterward, at the request of the district attor- ney and on account of the plea of guilty, re- duced the term of imprisonment to four years and nine mentee A Steck Exchange Monopoly. - War 1s likely to break out at any moment in New York between the consolidated stock and petroleum exchange and the New York stock exchange. A Democratic Legislator Refuses to Vote for a Barbed-Wire Candidate. The monotony of the dead lock in the Iowa house was interrupted yesterday in a startling manner When the name of Representative Lewis of Wayne county was called on the roll- call to vote for clerk he rose and sent to the desk an explanation of his vote,which he asked to have read. The explanation said that he de- clined to vote for Mr. Lehmann, the democratic candidate for clerk, because it was understood that Mr. Lehmann is now and has been for yearsa leading attorney for the Washburn & Moen barb-wire monopoly. The paper made a great sensation on the @emocthans, side, as the facts stgted were not known to some of the dem ic members. Mr. Lehmann has been for several years the chief western attorney for the Washburn & Moena company and is one of the leading dem- ocrats of the state. He was nominated by the democrats for temporary clerk, so that they could have the benofit of his shrewdness and ability on the floor of the house during the pre- liminary work of the temporary organization. The democratic leaders are very angr’ “agile Rep- resentative Lewis and insist that Mr. Lehmann shall continue to be their candidate. The union labor member from Ponwehick county, who is ted sooner or later to break the dead lock, did not get back yesterday,but is looked for today. The republicans have settled down to the position that, as the democrats have but forty-nine members while the republicans have fifty, they will never surrender the speak- ership and will sit outa deadlock, no matter how tag it lasts. They fecl very easy over the senatorship now that Senator Allison has been unanimously renominated by the caucus, THE FRENCH CHAMBER IN ADIN. Boulangists Denounce. Jouffrin’s Admis- sion and Withdraw in a Body. In the chamber of deputies yesterday, M. Constans, the minister of the interior, in reply toa question from Deputy Chitze, explained that the government had annulled the muni- cipal credits in favor of strikers in the depart- ment of the Rhone, because the municipal au- thorities had exceeded their powers, M. Jouffrin mounted the tribune to speak upon the subject, but his appearance was the signal for a tremendous uproar, a demonstration of hos- tility apparently planned by the Boulangists. This gentleman was seated in the place of Gen. Boulanger when the election of the gen- eral was annulled, M. Deroulede, Boulanger's lieutenant, was evidently the leader of the demonstration against Jouffrin and the presi- dent, upon the authority of the chamber pub- licly censured him and called upon him to withdraw. He refused to obey and the sittin, was suspended, The military was then calle upon and the soldiers forcibly removed Derou- lede from the chamber. M. Jouffrin, who had remained in the tribune, now endeavored to resume his remarks, The Boulangists reac- tionists renewed their protests, The Boulangist Millevoie violently denounced the admission of Jouffrin to the chamber as a violation of the sovereignty of the people. Millevoie was called to order and commended to withdraw. He also refused to with- draw when the sitting was suspended for half an hour. Upon the resumption M. Laguerre, another Boulangist, declined to per- mit M. Jouffrin to speak. He met with the fate of Millevoie and there was a third suspension of the session. Finally the Boulangists all left the chamber in a body. M, Jouffrin then _pro- eceded, He condemned the annulment of the credits and attacked General Boulanger.
