CLarg, Notary Public. oo The question of improved roads is at present meeting with general discusyion in the state of Maryland, and Washingtor is not a disin- terested party, either in that discussion or in such @ discussion on the other side of the river. The prosperity of @ country is beat indicated by the condition of its roads, and they more than any other one cause coutribute to the growth and development of sections. A city with streets in good condition anda country with fine roads cannot, in the nature of things, go backward, From the earliest times the building of good roads has been one of the first consid- erations of governments. The United States is so large and the country so new that our roads could not be otherwise than defective except in favored localities; and the rail- roads have to some extent obvicted the neces- sity of long roads, Bat railroads and cities and neighborhoods must have feeders and these are found in good roads. Wasl,ington has two railroads coming into it, but they do not touch a large area of country tributary to the city, and through this area the only mesas of passage is by road. That these roads should be good roads is not to be denied Some of them are good, but all should be so in order that the people in the country may find easy entrance into town. Good roads are com- parstively inexpensive, their cost varying from £1,000 to #3,500 a mile, with not a great annual outlay to keep them in repair, and their value to a community is incalculable. A million dollars spent in making and improving roads ia en investment whose dividends are never passed, and which increases in value with very day of time and every step of progress, ae There are few committees ef the board of trade which are to handle more important matters than those which fali to the committee on water supply. They are to deal with the question of water rents and water-main taxes, fruitful subjects of controversy; with proposi- tions to transfer some at least of the water ex- penses from the water takers to the general tax payers; and with the District's request to Congress that it be relieved of the tunnel debt, that outrageous imposition upon a helpless community. This claim of the District is just and reasonable, and is of general interest, since it concerns every water taker in the city, who is now called upon to pay something for nothing as the penaity of a fault not committed ly him. Prompt, intelligent and vigorous action should be taken by the committee in re- gard to this quasi robbery of a milion dollars from those whom they represent. — + What Washington wants a literary way, and wants very much, isa great free library cpen tothe people all day, or until a reason- ably late hour in the evening. The free library of New York circulated last year 423.363 vol- umes, while the Pratt free library of Baltimore did even b« tter, furnishing to the public 461,840 Looks of all sorts. The people wish to read tome books at home and others in the library building. Arrangements should be made ac- cordingly. The great educator of a free peo- ple and a prop itself of freedom is the public library.
