Though the office is purely local in its functions the richness of its returns at- tracts the greedy politician from Maine to Flo- rida, and from New York to California. The only certain way of checking the disgraceful uses to which the office has been pat in the past is to cut off its fees and attach to it a rea- sonable salary. a part of legislation making the appointment a local one, and fixing a fuir salary for the performance of its duties, the amount of the recording fee should be reduced. There is no reason whatever for compelling the local property owners to pay $84,000 in fees when the work done for them can be compen- sated with one-half of that amount. At least ten thousand dollars per year are collected from the District people by the recorder which ought not to go to him, whether a resident or an outsider; nor should they be covered into the treasury of the United States. They ought not to be collected at sll. A reduction of the amount of the recording fee will leave this surplus with the people to whom it belongs, It is idle to talk of colonizing the American negro inthe Congo state or any place else, in which white Americans will not make their homes. The negro isa man with like feeling ag ourselves and be cannot be driven into a country which he believes is bad because the white man will not take it ashisown. The black man will guard his interests like the white man, and since he is now clothed with governmental power he does not intend peace- ably togive up the only home he bas ever known and goto Africaona chance. And if this is so in a general way of these newest communities how much more true is it of the whole great west that has come into being in the last thirty years, Time was when Kentucky and Tennessee were the corn-producing states. Then Illinois and Ohio led for years. But now we find that these states with Michigan have declined while the production of Iowa, Missouri, Kansas and Ne- braska has gained steadily. The scepter has gone west to the traus-Mississippi central belt, Towa leading all the corn-producing states with the enormous yield last year of 350,000,000 bushels.
