THE EVENING STAR. WASHINGTON: PT MAY... -. -.Sanaary 17, 1890. L. OSBY S. NOYES coos eee Editors 1 NG STAR bas the fullest Local t remlation of owspaper in the Werld, & Cam am Advertising Medium is worth were than all the other papers published in Vb arhing! Yew York Office: Boom 93, Tribune Building. A proposed bill in the Senate for the protec- tion of employes and servants of railways en- gaged in inter-state commerce is worthy of pub- lic attention and of early consideration in the body where it originated. There is no corps of persons engaged in serving the public who are, as such. more faithfui in their devotion to duty than these self-same railroad employes. They are regularly on duty at hours that are deemed abnormaland destructive of comfort and health by almost all other people in the community, Not only is this so, but extra hours of labor are devolved on them when nature is quite or well- sigh exhausted. Yet when an “accident” hap- peus, too often the inconsiderate part of the public forget the employing corporation and ‘visit the whole responsibility for the catastro phe upon the overworked employe. The laws in all the States have been too lax in the pru- tection afforded to the faithful employe. Be- sides the measure above alluded to the special meeting just Leld in Boston of the grand cou cil of the Steam Hailroad Protective Men’ Union made some valuable suggestions toward the legislation desired. As showing the necessity of safety draw burs for freight cars reports were sabmitted from nearly every railroad the country. These reports stated that 20,143 men annually Ic+t some of their limbs and that 2,070 lost taeir lives be-ause the railroads con- tinued to use the old-time link and pin for freight cars, Letters from President Harrison and many members of Cougress pledging sup- port of any messure of safuty were read. The council decided to present a bill to Cougress, — The Afro-American convention in session in Chicago is disposed to assert its power as the representative of the majority of the people of the south and passed a resolution yesterday to petition Congress “to make an appropriation of 100,000,000 to furnish the unhappy winte citizens of those states, who may desire to set tle elsewhere in other and more favored states free from Afro-American majorities, the means todoso.” It also suggested Senators Morgan, Hampton, Butler and Gibson as “Moseses” to lead the exodus, a delicate tribute, by the way, | to those gentlemen in recognition of their ef- forts in @ similar direction, the color being changed. The black man is, however, more generous, and whereas Senator Batler only asks 5,000,000 for the majority, the man 23 Willing to have the government put up $100,- 000,000 for the minority. The colored man and brother is entitied to rank for the day as the great American bumorist. ee The faculty of Yale college, unlike some other educational directors, do not propose to be dic- tated to by school supply firms and have dis- missed Prof. Honey, teacher of drawing, be- Cause he insisted on his students using instru- ments manufactured by » in firm. Prof. Honey carried his lovulty —gratis or paid for, a8 you please—to the firm tosuch an extent that be refused to teach students using instru- ments supplied by any other firm than this one. ‘The facuity took the matter up and in short order removed Prof. Honey. Now if public sebool authorities in various states and legis- lators would show equal courage and shake themselves loose from school supply firms, which control the schools in a number of states, the cause of education and the cause of morals would be materially strengthened, ————- += The proposed witudrawal of Representative Peters from the House because he is too poor to hold the office will hardly result in an in- crease of congressional salaries as Congress is now organized, but may result in accomplish- ing certain needed reforms. Severai plans are suggested, but the best, in view of our rapidly increasing population, seems to be to increase the ratio of represeutation, increase the pay of members and give exch onea clerk. Large legislative bodies are unwieldy, and the more members there are the more opportauities are afforded for the introduction of business which should never come before Congress directly. A vast deal of work is done in the House which should be done elsewhere. ‘Tue Star hasa number of correspondents | who are sending in communicatious on the | “wquaring of the circle,” pro and cca, They | are politely but firmly requested to desist. | The circle carnot be squared in this paper. Tue Stan is prejudiced in favor of the plain round circle with a diameter, a center and a| circumference, and asa conservative family | paper it needs no argument to convince it that any other kind of circie is seditious and insur- rectionary. an oie Portguese public opinion is at white heat over the African imbroglio, and all parties unite in denouncing England and making a hero of Serpa Pinto. The new king expressly states that he yields to Englana’s demand under protest in order to save the residue of Portugal's rights in Africa, It is a humiliating posture of affairs, but the hectoring by the English government of a weaker power is the most bumiliatin; feature in it, prominent among the world’s tuir boomers for that city, in an in- terview in today’s Sram says ifthe fairs to be a great national event Washington is the oaly proper place to hold it. If itis not to be @ national event what is it to be? A merchants’ sud hotel men’s financial improvement con- vention? ——— In nothing except human health is there clearer evidence afforded of the summer mild- ness of the winter than the swarming of spring and summer fish from one to two months in advance in our waters and in the neighboring waters of Maryland and Virginia, Among the early comers are sheepsheud, shad, trout and Spanish mackerel. Ihe succulent shad is as welcome to our palates as the toothsome straw- Derry and now, it seems, about as seasouable, -— This country does not seem to be able or anxious to erect & monument to Mary the mother of Wasiingtou, but the lawyers of Fredericksburg are doing their best to keep the subject alive, even if they have to kill one another to do sa, 2 There are several deeply dejected men in New York today. They are lawyers. The circumstances are such that yesterday they were compelled to announce that the litigations over Mrs. A. T. Stewart's millions were ended by @ settlement satisfactory to all parties at in- eo , The American Protective Tariff League met in New York yesterday and elected officers for the eusuing year. The League reports its af- fairs ina prosperous condition, notwithstand- ing the elections of last November, ————— Speaking of the numerous “youngest soldier” of the late war the New York Sun wanta to know who is the oldest soldier. The Sun is slightly premature. The oldest soldier will be gelug up to the pension office some time sbout 1999 asking for a rerating and back pay. a Senator Brice of Ohio to Editor Dana of the New-York Sun: Would you call s United States senatorship « rainbow? <<< ‘That proposition to assist white emigration from the south shows that the Afro-American in getting “sarkastikil” —— — a, THE EVENING STAR: WASHINGTON, D.C., FRIDAY, JANUARY 17, 1890. An Ulster is « swell garment only when the essential requirements of caste are complied with, For instance: There should be a vast dif- ference between the style and get-up of an Ulster intended fora cab driver's use and of one meant to be worn by s man of elegant leisure.
